A Message from the City Manager

Dear Yorba Linda Community,

Welcome to May! As we look forward to the sunshine and warm weather, the City is committed to enhancing your summer experiences in Yorba Linda. As we gear up for the upcoming season, we invite you to explore the Summer 2024 Guide, featuring various programs and camps tailored to residents of all ages.

Let's take a moment to celebrate the heartbeat of our community: our incredible volunteers. On April 27, Love Yorba Linda brought together over 1,000 passionate volunteers for a day of service. Together, volunteers contributed to over 40 projects, ranging from planting trees to crafting cards for our beloved seniors and military personnel. Their unwavering dedication embodies the true spirit of Yorba Linda.

In the glow of our collective achievements, we proudly announce that Yorba Linda has been recognized as the third safest city in California by Safewise. This distinction is a testament to our steadfast commitment to the safety of our community. We extend a heartfelt thank you to our public safety partners, the Orange County Sheriff’s Department and Orange County Fire Authority, for their continuous efforts in keeping us safe.

Lastly, we extend our gratitude for your ongoing contributions to our City. Whether big or small, they all play a vital role in making Yorba Linda an exceptional place where dreams thrive and memories are made.

Best regards,

Mark Pulone

City of Yorba Linda Planning Commission to Hold Public Hearing on Revised Housing Element

The Yorba Linda Planning Commission will hold a public hearing on the revised Housing Element at the Planning Commission Meeting on Wednesday, May 15 at 6:30 p.m. in the City Hall Council Chambers. The Planning Commission will also review the Traffic Commission’s comments related to the Traffic Analysis (TA) and consider the General Plan and zoning code amendments within the Housing Element.

On April 25, the Traffic Commission reviewed the Traffic Analysis (TA) prepared for the Revised 2021-2029 Housing Element. Yorba Linda's new, resident-driven Housing Element outlines zoning changes that align with State requirements and the Regional Housing Needs Assessment (RHNA). The traffic analysis indicates that the proposed rezoning in the Housing Element will not cause traffic conditions to fall below acceptable service conditions.

The City will hold another community meeting on May 9 (Bryant Ranch School) and May 23 (Yorba Linda Community Center) from 6 - 8 p.m. to share information regarding the revised Housing Element and answer questions from the community. For details on the upcoming public meeting schedule, visit YLLocalControl.com/Workshops.

West Bastanchury Road Widening Update

The City is making significant progress on the Bastanchury Road Widening project, focusing on improvements between Casa Loma Avenue and Eureka Avenue. The Public Works team has completed laying down the foundation for the road and is now shifting focus to transforming the parkway area. This makeover will involve adding new plants and better irrigation systems to make the area more beautiful and environmentally friendly. A walking trail and equestrian fencing have also been completed for convenient pedestrian access. The project enhances safety and traffic flow at the Casa Loma and Eureka intersections by installing new traffic signals. These changes aim to make commuting safer and easier for residents. The project is expected to wrap up by summer.

As part of this project, pavement reconstruction at the Casa Loma and Eureka intersections is scheduled for this week. Turning movements to/from Casa Loma (south leg) at the Bastanchury Road/Casa Loma intersection will be closed on Friday, May 10. However, Bastanchury Road will remain open for eastbound and westbound traffic. The intersection will reopen before the weekend. Additionally, the Eureka and Bastanchury Road intersection will close on May 13, reopening by the end of the business day. Drive cautiously due to uneven pavement conditions and consider alternate routes to avoid delays.

Storm Drain Construction Nears Completion

Attention commuters and Yorba Linda residents! A storm drain construction project is nearing completion at the intersection of Yorba Linda Boulevard and Imperial Highway. Traffic control devices are in place to close the southbound right turn lane on Imperial Highway and the westbound right lane on Yorba Linda Boulevard. These closures are essential for creating a safe work zone for upcoming storm drain repairs and to mitigate pavement settlement caused by underground voids. The project is anticipated to be completed by the end of May.

Additionally, the adjacent OCTA bus stop on Yorba Linda Boulevard has been temporarily closed, with pedestrian detours in place. Despite the ongoing construction, all surrounding businesses, including Mimi’s, remain OPEN! Stay tuned for further updates. Thank you for your cooperation and patience, and please exercise caution when driving through the work zone.

Annual Weed Abatement Deadline

Yorba Linda is a beautiful city with wonderful open spaces, but our proximity to natural areas makes us susceptible to the spread of dangerous wildfires. To combat the ever-present danger, notices were sent to property owners who may have fire-safety hazards present on their property, such as combustible vegetation, weeds, excess trash, etc. Residents who received a notice are required to clear (abate) their property of all combustible vegetation, including dead leaves, weeds, brush, and tree limbs, as well as excess trash, wood, and other combustibles, by May 20, 2024. The Orange County Fire Authority also assesses properties for fire risk and issues notices as needed.

Keeping Yorba Linda safe from wildfires is everyone's responsibility—we are all in this together! Even if you did not receive an abatement notice, it is essential to check your property for hazardous conditions, especially dry weeds and brush, and fix them. Thank you for doing your part to keep Yorba Linda fire safe. For additional information about the City’s weed abatement program, please contact the Community Preservation Division at 714-961-7138.

There will also be an underground parking lot with 13 extra spaces, making it convenient for visitors to park. The compost is created by OC Waste & Recycling from the organic materials collected from residents’ brown organics carts and is STA Certified, meaning it has the Seal of Testing Assurance through the US Compost Council.

Annual Storm Drain Catch Basin Clean-Out Success

You may have seen our Public Works staff around town, diligently cleaning out those storm drains. The City teamed up with experts to conduct self-audit inspections at key sites around the City, including places like the Latter-Day Saints Temple, Yorba Linda Public Library, and Melia Homes. During these inspections, the City thoroughly checked 1,604 storm drain catch basins and removed 14.80 tons of trash and vegetation debris. These regular clean-ups not only prevent flooding and maintain water quality but also extend the life of our infrastructure. Projects like this are a testament to Yorba Linda's unwavering dedication to nurturing a safe environment for all residents. Let's continue working together to ensure our neighborhood remains exceptional.

Learn About the Yorba Linda Fuel Reduction Project

The City of Yorba Linda has been diligently implementing the Yorba Linda Fuel Reduction Project across seven strategic sites over a three-year period. The project's main objective is to mitigate the risks associated with nearly 78 acres of wildfire-prone vegetation bordering sensitive areas and close to 300 homes. Contractors have utilized a blend of machinery, manual labor, and even goats to carry out vegetation management tasks. Key accomplishments include removing and thinning dead vegetation, flashy fuels, non-native trees, shrubs, and underbrush. These efforts not only reduce risks but also support the regrowth of native vegetation. For more information on specific sites, visit the Yorba Linda Fuel Reduction Project webpage.

If you're interested in wildfire prevention in Yorba Linda, don't miss an informative meeting hosted by City staff and the Orange County Fire Authority on May 29 at 6:30 p.m. at the Yorba Linda Public Library. The presentation will cover wildfire safety, property protection, and mitigation strategies and provide updates on the City’s Fuel Reduction Project. No RSVP is necessary—we look forward to seeing you there!

Learn About the Importance of Water Safety Barriers

With May being recognized as Water Safety Month, it’s important to remember the key elements of water safety. Identify your risks and have multiple barriers to keep children and adults safe from all water sources. Barriers buy time and offer protection if installed correctly and in good working condition. Some examples of water safety barriers include non-climbable fences, self-closing or latching gates, pool or spa covers, alarms, and indoor barriers. The more barriers you install and maintain, your family will be safer.

Staying Cautious Against Mail Theft

Due to the increasing number of mail thefts nationwide, it is crucial that Yorba Linda residents are aware of how they can safeguard their mail. Yorba Linda Police Services aims to prevent residents from falling victim to mail theft by providing essential tips.

  • The USPS offers a secure option to pause mail delivery for up to 30 days and provides Informed Delivery for previewing incoming mail via photo notifications, enhancing security against theft. Please visit the USPS Hold Mail Service webpage for information on pausing mail delivery.
  • Promptly retrieve your mail and avoid leaving it unattended overnight. Consider enlisting a trusted friend or neighbor to collect it if necessary, effectively enhancing mail security.
  • Receive crucial mail items at a Post Office Box, as mail thieves target personal details like credit card numbers and dates of birth, ensuring a reliable method to safeguard sensitive information.
  • Securely deposit crucial mail by utilizing designated mail slots inside the post office or handing them directly to postal employees, ensuring their safe delivery.

Please read the full article to learn more about mail theft. To report suspicious activity, call our non-emergency number at 714-647-7000 and select the option for Sheriff’s Dispatch to reach our 24-hour dispatch center.

Environmentally Friendly Tips for Car Maintenance

When it comes to DIY car maintenance, be mindful of the environment! The City encourages mechanics of all skill levels to follow these tips for a green garage:

  • Do not dump wash water onto your driveway, sidewalk, street, gutter, or storm drain. Excess wash water should be disposed of in the sanitary sewers (through a sink or toilet) or onto an absorbent surface like your lawn;
  • Whenever possible, take your car to a commercial car wash. Car washes are required to reclaim and reuse rinse water, so they are the more environmentally friendly alternative to home car washes;
  • If you do choose to wash your car at home, choose soaps, cleaners, or detergents labeled “non-toxic,” “phosphate-free,” and “biodegradable.” When finished washing your car, dump wash water onto an absorbent surface like your lawn rather than down a drain;
  • Use cat litter or another absorbent substance to remove any materials deposited by vehicles, such as oil leaks;
  • Do not use acid-based wheel cleaners and “hose off” engine degreasers at home. They can be used at a commercial facility, which can adequately process the wash water;
  • Perform automobile repair and maintenance under a covered area and use drip pans or plastic sheeting to keep spills and waste material from reaching storm drains.
