A Message from the City Manager

Dear Yorba Linda Community,

Welcome to August! While summer break is a great time for vacations, the City of Yorba Linda has remained as busy as ever. Even as we take our own vacations, our team continues to work tirelessly to keep Yorba Linda running smoothly, and the results are evident!

In this month’s E-newsletter, you'll discover the significant projects and initiatives we are working on to enhance our community. From street renovations to resident-led housing policy recommendations, and fun events like National Night Out and the 3rd Annual Chalk Art Festival, Yorba Linda remains an exceptional place to live.

Additionally, I'd like to remind you that the deadline for submitting nominations for the 2024 Citizen of the Year is fast approaching on Tuesday, September 3. This program recognizes outstanding local residents whose service to our community deserves public acknowledgment. We hope their dedication will inspire others to contribute their time, talent, and resources as well. For more information about the Citizen of the Year program and past recipients, please visit the City’s website.

Thank you for being an integral part of what makes our community so exceptional.

Best regards,

Mark Pulone

City Manager

We hope to see you there!

City Council Meeting Recap

Want to learn more about the decisions and actions of the Yorba Linda City Council? The latest City Council meeting recap is now available online. These recaps briefly summarize the City Council's activities until the official minutes are adopted (generally at the next meeting). In addition, City Council Meeting agendas and minutes from previous meetings are available on the Agendas and Minutes page on the City's website.

Yorba Linda City Council Advances the Revised 2021-2029 Housing Element to the November 2024 Ballot

On July 16, 2024, the Yorba Linda City Council unanimously voted to place a measure on the ballot for the November 2024 General Election that will ask residents to consider approval of the revised, resident-driven Housing Element. If adopted, the Yorba Linda Local Control, Neighborhood Protect Measure would enable the City to attain full certification of its State-required Housing Element, which is currently conditionally certified by the State.

These zoning changes will now appear on the ballot for the November 2024 election, in accordance with Measure B, Yorba Linda’s Right-to-Vote Amendment, which allows voters to approve or reject major adjustments to the City’s land use documents.

The City is planning to host another round of in-person community meetings to share information about the revised Housing Element and the Yorba Linda Local Control, Neighborhood Protect Measure. The community meetings are scheduled to begin at 6 p.m. on the following dates:

  • September 4, 2024 at the East Lake Village Community Association (Clubhouse)
  • September 12, 2024 at the Yorba Linda Community Center (Yorba Room)
  • September 19, 2024 at Bryant Ranch Elementary School (Multi-Purpose Room)

For more details on the revised Housing Element and how to stay engaged, visit YLLocalControl.com or contact YLHousingElement@yorbalindaca.gov.

West Bastanchury Road Widening Now Complete

The wait is over! The West Bastanchury Road Widening project has been successfully completed, marking a significant milestone in our community's infrastructure improvement.

Residents and commuters can now enjoy a smoother and more efficient driving experience, thanks to the added lanes and improved road design. The project not only enhances traffic flow but also incorporates several safety features. Updated signage, new traffic signals, safer road curvatures, and clearly marked bike lanes and pedestrian walkways ensure safe navigation for drivers, cyclists, and pedestrians alike. In addition, the project includes new water quality features, irrigation, and drought-conscious landscaping, contributing to our community's sustainability efforts.

The City of Yorba Linda sincerely thanks you for your patience and understanding throughout the construction period. Enjoy the enhanced safety and convenience of the newly improved West Bastanchury Road!

Upgraded Pedestrian Crossing at Valley View Avenue

The pedestrian and equestrian crossing at Valley View Avenue and El Cajon Trail has been upgraded! The City has installed a lighted pedestrian crosswalk complete with new pushbuttons, signs, and an LED yellow flashing light. This improvement underscores our commitment to enhancing safety measures and maintaining the exceptional quality of life in Yorba Linda.

Pollinator Garden Update at Paseo Del Prado

Located on Paseo Del Prado north of Calle Bella and south of Travis Road, the Paseo Del Prado Pollinator Garden is attracting a variety of pollinators this summer season! In April, Love Yorba Linda volunteers and City staff transformed water-consuming turf into a beautiful, eco-friendly space with hundreds of shrubs, plants, and trees. Today, this garden continues to attract pollinators like insects and butterflies to promote plant reproduction. Enjoy a scenic detour on the adjacent trail to see the garden up close.

Continuation of SCE’s Wildfire Prevention and Mitigation

Aerial Inspections

Starting Monday, August 12, continuing through Friday, September 6, Southern California Edison (SCE) will be conducting aerial inspections in Yorba Linda (Star Rock Circuit) using drones and helicopters as part of their wildfire prevention and mitigation program. These inspections will ensure electrical equipment on poles and towers are operating safely and that lines are clear to reduce the threat of wildfires. During this time, you may hear or see helicopters and drones, but please don't be alarmed. The inspections will take approximately 30 to 60 minutes per pole or tower. Please view the map of the impacted areas. If you have any questions, please contact SCE at 800-655-4555.

Annual Pavement Preservation Project Kicking Off in August

Maintaining our local roadway surfaces to high standards is a top priority in the City of Yorba Linda. The City’s annual Pavement Preservation Project is scheduled to begin in mid-August to enhance several key areas in the community. This year's project includes improving residential streets feeding into Brush Canyon Road, segments of Esperanza Road near Fairmont, sections of La Palma Avenue, and streets leading into Stonehaven and Via Del Agua. The road improvements will include a combination of slurry seal and asphalt overlay treatments that will take approximately four months. Residents will receive advance notice as there will be temporary parking and access restrictions during certain phases. Thank you for your cooperation as we continue to elevate Yorba Linda’s neighborhood infrastructure.

Upcoming OC Loop Segment D Project:

Enhancing Yorba Linda's Bikeways

As part of the 66-mile OC Loop bike trail, the County of Orange has begun the OC Loop Segment D project, which will pass through Brea, Placentia, and Yorba Linda. In Yorba Linda, Bastanchury Road over Carbon Canyon Channel will be closed for nine days to install the tunnel, likely during the winter recess or in the summer of 2025. Further details on closures will be provided as available.

This project includes creating a new 12 to 14 foot-wide bike path, building ten specialized support walls, installing a concrete tunnel under Bastanchury Road, minor utility relocations, and enhancements to improve water quality. To minimize noise disturbances, the retaining walls will be built using Giken "silent" sheet pile driving technology.

For more information on the project, please refer to the OC Loop Segment D fact sheet.

Prepare Properly Before Hitting the Trails

Yorba Linda and Orange County boast dozens of beautiful trails that residents can enjoy all year long, but being prepared is the key to staying safe while enjoying your favorite outdoor activities. Be sure to practice the following safety tips while planning and preparing for your next hike or bike ride:

General Best Practices

  • Drink water before, during, and after your activity. The general rule of thumb is one liter or 32 ounces of water per hour, per person;
  • Wear comfortable and breathable clothing that you can layer based on the weather. Ensure that you are wearing sturdy hiking shoes that provide ankle support;
  • Pack a backpack for clothing, water, identification, gear, and snacks. Don’t forget to bring any medications or information on health-related issues you may have;
  • Wear sunglasses that block 100% of ultraviolet rays and ensure that you are reapplying sunscreen every two hours or as needed;
  • Consider taking a first aid class and carrying a small first aid kit with you before you hit the trails; and
  • Ensure that your devices are charged, or bring a portable charger for navigation, contact purposes, or emergencies.

Trail Tips

  • Keep an eye on the weather and know the conditions of the trails before you go out;
  • Use the buddy system and never hike or bike alone. Consider leaving your plan detailed out at home with a responsible person. Call and check in when you start and finish your activity;
  • Stay on the trail and stay alert to your surroundings;
  • Use trails that fit your abilities and your health conditions. Do not take on too much if you have not prepared for the hike or the trail that you have chosen; and
  • Plan your hike or bike ride to avoid peak heat hours.

Understanding Pollution Prevention for Household Activities

Maintaining a clean and safe environment in Yorba Linda is essential for the well-being of all residents and local wildlife. Proper waste management and responsible household practices are key to preventing pollution and preserving the beauty of our community. The following guidelines are designed to help residents effectively manage waste and maintain cleanliness in their homes and neighborhoods:

  • Do not rinse spills with water. Sweep up outdoor spills and dispose of them in the trash.
  • Securely cover trash cans.
  • Take household hazardous waste to a Household Hazardous Waste Collection Center (HHWCC).
  • Store household hazardous waste in closed, labeled containers, inside or under a cover.
  • Do not hose down your driveway, sidewalk, or patio. Sweep up debris and dispose of it in the trash.
  • Always pick up after your pet. Flush pet waste down the toilet or dispose of it in the trash.
  • Bathe pets indoors or have them professionally groomed.

By following these steps, residents can help keep Yorba Linda clean and environmentally friendly.
