Construction Update

Champlain Parkway Project

DATE: Wednesday, July 3, 2024

In observance of Independence Day (Fourth of July), crews are off the roadway as of noon TODAY, Wednesday, July 3. Construction activities will resume on Monday, July 8, at 7:00 a.m.

TRAVEL NOTICE:

Please be advised that the constructed segment of the Champlain Parkway between Home Avenue and Lakeside Avenue has not been completed and is not open for public access. Vehicular traffic along this segment is strictly prohibited. Pedestrian and bicycle access along this portion of the shared-use path is restricted for your safety as designated crossing locations, proper signage, and operational traffic controls have not been implemented at the major crossing locations along the Champlain Parkway.

CAUTION!

The partially constructed segments of the Champlain Parkway between Home Avenue and Lakeside Avenue are not open for public access and are being utilized for the movement and transport of construction vehicles, equipment, and materials. Please do not block access to the Champlain Parkway at its intersections with Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue.

DURATION:

Unless otherwise noted, work will be restricted to the hours of 7:00 a.m. to 7:00 p.m., access to residential and business driveways will be maintained, and all roadway, lane, and parking restrictions will be lifted during the evening hours and on weekends except for along Pine Street where the northbound only traffic pattern will remain in place 24/7. Flaggers will be present to assist motorists throughout the work zone during active construction hours. Businesses will remain open! Travelers should anticipate segments of rough and uneven driving surfaces and traffic patterns changes throughout the project limits.

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Pine Street

Crews will be working along Pine Street from Howard Street to Kilburn Street. Work will take place along either side of the roadway with construction activities phased to prevent overlapping work zones. This work will require lane closures, driveway impacts, on-street parking restrictions, and changes in traffic patterns. Access will be maintained and directly impacted property owners will be notified.

Pine Street will continue to be reduced to a single northbound travel lane with traffic restricted to northbound only from just south of Howard Street to Maple Street. The single northbound travel lane will be shifted to the east and west along Pine Street to accommodate various activities between Locust and Kilburn Streets. This traffic pattern will be in effect 24-hours a day, 7-days a week. All southbound vehicles traveling between Maple Street and Howard Street will be detoured from Pine Street at Maple Street to St. Paul Street continuing onto Shelburne Street before turning onto Locust Street (vehicles only) or Flynn Avenue (trucks only) and back to Pine Street.

Howard Street, Marble Avenue, Pine Place, and Kilburn Street will be restricted to right turn only at their intersection with Pine Street. Howard Street, Marble Avenue, and Kilburn Street will remain open, but may be reduced in width while this work is performed. Truck traffic is discouraged at these intersections. Eastbound right and westbound left turns from Maple Street onto Pine Street will be prohibited.

Full access to and from Dealer.com’s southern parking lot, Jackson Terrace Apartments, and Burlington Electric Department via Pine Street will remain open. Driveway access along Pine Street between Howard and Maple Streets will be restricted to northbound only. This work will require temporary driveway closures at the raised intersections. Property owners will be notified separately.

During active work hours (7 a.m. to 7 p.m.), flaggers will be stationed at each side street to assist motorists. Please see the detour graphic below (click the image to enlarge).

Pine Street – East and West

Crews will continue working to install the remaining portions of sidewalk (tip-downs) and permeable pavers along the east side of Pine Street between Howard Street and Marble Avenue. In addition, crews will continue general cleanup including topsoiling and hydroseeding. Paving operations will continue next week along Pine Street at its intersection with Locust Street and select driveways between just south of Lakeside Avenue (near Play Dog Play) to Kilburn Street. This work will require a single-lane closure with traffic restricted to northbound only and traffic shifts and restrictions to on-street parking. Access to adjacent properties will be maintained. Driveway paving operations will require select driveways to be temporarily reduced in width.

Pine Street at Howard Street, Marble Avenue, and Kilburn Street

Over the next several weeks, crews will be constructing the concrete transitions on Pine Street to the north and south of each raised intersection as shown in the graphic below (click the graphic to enlarge). Each concrete transition will be completed in two sections to allow one lane of traffic to be maintained along Pine Street as this work is completed. Next week, crews will continue constructing sections on the east side of the roadway starting at the intersection of Pine Street and Kilburn Street followed by Pine Street and Howard Street and begin work at Pine Street and Marble Avenue. Pine Street will be reduced to one-way northbound with traffic shifted to the west (southbound lane) while the east side is completed.

Lakeside Avenue

Crews will continue working to install the remaining portions of sidewalk, and pave the shared use path and select driveways along Lakeside Avenue. Crews will continue preparatory work along Lakeside Avenue within the project limits in advance of upcoming paving operations with the potential to pave top late next week. In addition, crews will continue general clean up including topsoiling and hydroseeding. This work may require lane and shoulder closures along portions of Lakeside Avenue. Two-way traffic will be maintained. Driveway paving operations will require temporary driveway width reductions.

South End

Shared Use Path – Shelburne Street (U.S. 7) to Pine Street

Crews will continue constructing the future shared use path between Shelburne Street (U.S. 7) near Buffalo Wild Wings and Pine Street near the Howard Center. Crews will be working on fine grading in preparation for paving operations that may take place at the end of next week. This work will take place outside of the roadway with limited impacts to traffic.

Flynn Avenue

Crews will be installing curb in the parking area of 208 Flynn Avenue and may pave the western driveway. This work will take place predominately outside of the roadway with impacts to on and off-street parking at 208 Flynn Avenue. Paving operations may require a short temporary lane closure. Impacted property owners have been notified.

Champlain Parkway

Crews will continue hydroseeding, mowing, and performing other punch list items along the Champlain Parkway alignment between Home Avenue and Lakeside Avenue. Crews may conduct corrective curbing operations along the Champlain Parkway between Home Avenue and Lakeside Avenue. This work will take place off the roadway.
