Champlain Parkway Project

TRAVEL NOTICE: Please be advised that the constructed segment of the Champlain Parkway between Home Avenue and Lakeside Avenue has not been completed and is not open for public access. CAUTION: This segment is still an active work zone! Vehicular traffic along this segment is strictly prohibited. Pedestrian and bicycle access along this portion of the shared-use path is restricted for your safety as designated crossing locations, proper signage, and operational traffic controls have not been implemented at the major crossing locations along the Champlain Parkway.

 

Early next week, once the necessary work is completed, the Champlain Parkway between Home Avenue and Lakeside Avenue will be opened to traffic. Once opened to traffic, the segment of the Champlain Parkway between Home Avenue and Lakeside Avenue is intended to remain open. Please note this segment will remain an active work zone until the initial contract is completed in October 2024. A supplemental Traffic Alert will be issued to announce the official opening of the Champlain Parkway to all users.

PLEASE NOTE: Until the segment of the Champlain Parkway between Home and Lakeside Avenue is officially opened to traffic, the traffic signals at the intersections of the Champlain Parkway at Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue will continue to be set to flash. The Champlain Parkway will remain closed to motorists with the signal heads set to flashing red. The signal heads for the side streets (Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue) will be set to flashing yellow indicating for motorists to proceed with caution. Motorists are reminded to slow down, be alert, and yield to pedestrians! Pedestrians are reminded to use extra caution when crossing the side streets as the pedestrian crossing signals will not be operational! 

DURATION:

Unless otherwise noted, work will be restricted to the hours of 7:00 a.m. to 7:00 p.m., access to residential and business driveways will be maintained, and all roadway, lane, and parking restrictions will be lifted during the evening hours and on weekends. Flaggers will be present to assist motorists throughout the work zone during active construction hours. Businesses will remain open! Travelers should anticipate segments of rough and uneven driving surfaces and traffic pattern changes throughout the project limits.

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Pine Street

Crews will be working along Pine Street from Lakeside Avenue to Kilburn Street. Work will take place along either side of the roadway with construction activities phased to prevent overlapping work zones. This work will require lane closures, driveway impacts, on-street parking restrictions, and changes in traffic patterns. Access to impacted properties will be maintained.


Portions of Pine Street will continue to be reduced to one lane between the hours of 7 a.m. and 7 p.m. with traffic restricted to one-way alternating. Traffic restrictions will be lifted during the evening hours and on weekends except for during brick paver installation. The limits of the lane reductions and alternating one-way traffic will change throughout the week. Construction activities may require temporary driveway restrictions.



Brick paver installation will require single-lane closures with alternating one-way traffic on Pine Street controlled by temporary traffic signals and temporary closures of Howard Street, Marble Avenue, and Kilburn Street at their intersection with Pine Street. These traffic patterns will be in place 24 hours a day, 7 days a week. This work will be completed one intersection at a time starting at Howard Street and progressing north to Marble Avenue followed by Kilburn Street. Each intersection is anticipated to take approximately two weeks to complete. 

Pine Street – East and West

Tomorrow, Friday, August 16, crews will be paving the shared-use path and driveway aprons along the west side of Pine Street, weather permitting. This work will take place predominantly off the roadway. This work will require driveways to be reduced to half width while the aprons are paved and a short 10–15-minute driveway closure to facilitate the paving of the shared-use path. Bicycle and Pedestrian traffic will be detoured to the sidewalk on the east side of Pine Street during the paving operations.


Next week, crews will pave driveways along Pine Street and continue placing topsoil in the green belts along either side of Pine Street. Crews will continue adjusting roadway structures in preparation for final paving operations along Pine Street tentatively scheduled for the last week of August, weather permitting. This work will require a single-lane closure. Access to adjacent properties will be maintained but may be restricted to half-width.


Pine Street at Locust Street

Crews may pave a portion of Pine Street and Locust Street near their intersection. This work will require a single-lane closure. Paving operations will require width reductions along Locust Street.


Pine Street at Howard Street, Marble Avenue, and Kilburn Street

Crews will begin prepping and installing brick pavers at the raised intersections of Pine Street at Howard Street, Marble Avenue, and Kilburn Street. The raised intersections include the area bound by the concrete transitions (as shown in the graphic below). Brick paver installation began at the intersection of Pine Street at Howard Street and will continue at this location throughout next week. Once crews complete the brick paver installation at Pine Street and Howard Street, crews will begin working at the intersection of Pine Street at Marble Avenue. There is the potential for this work to begin late next week. Crews may begin the placement of the concrete slabs for the future bus shelters at Pine Street and Howard Street. This work will require a single-lane closure with alternating one-way traffic on Pine Street and temporary closures of the side roads at their intersection with Pine Street. Brick paver installation will be completed one intersection at a time with each intersection taking approximately two weeks to complete. Lane reductions and side road closures will be in effect 24 hours a day, 7 days a week while this work is completed.

South End

Shared Use Path – Shelburne Street (U.S. 7) to Pine Street

Crews will continue working on the future shared-use path between Shelburne Street (U.S. 7) near Buffalo Wild Wings and Pine Street near the Howard Center. Crews will continue placing topsoil along either side of the shared use path. Fencing will continue to be installed in segments along its length. This work will take place outside of the roadway with limited impacts on traffic.


Home Avenue, Lyman Avenue, Ferguson Avenue and Briggs Street

Crews will continue electrical utility work for several properties on Home Avenue, Lyman Avenue, Ferguson Avenue, and Briggs Street. This work will take place predominantly off the roadway within the property frontage with limited impacts to traffic. Impacted property owners have been notified.

Champlain Parkway

Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue

East Coast Signals will be onsite early next week working to install the final traffic signal equipment and making final adjustments in preparation for the opening of the portion of the Champlain Parkway between Home Avenue and Lakeside Avenue. These activities will be completed under lane closures with alternating one-way traffic controlled by a flagger. The traffic signals at the intersections of the Champlain Parkway at Home Avenue, Flynn Avenue, Sears Lane, and Lakeside Avenue will remain in flash until the segment is officially opened to traffic.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.

Final Contract 2027

NEARBY CONSTRUCTION PROJECT ALERT:

Construction vehicles and other equipment will be traveling throughout the South End as part of the Burlington Great Streets: Main Street Project, which began construction in February. A stockpile for this project (where construction materials and equipment are stored) is located on Sears Lane. In addition, this project will be detouring traffic through the Champlain Parkway project limits.
