Governor's Budget Plans for Uncertain Economy

Governor Gavin Newsom presented a balanced budget with no new general tax increases. He identified a $22.5 billion “shortfall” between previously expected revenues and programmed spending, and addressed this gap with a variety of spending deferrals, loans, funding shifts, and cuts.


General Fund revenues will increase by a half billion dollars, so the source of the shortfall is annual expenditures that have outpaced revenues. This gap has been covered by extraordinary budget surpluses that are being whittled down as the operating expenses come in line with revenues. Read More...

New State Requirements for Organic Waste

In September 2016, Governor Brown signed into law SB 1383, establishing methane emissions reduction targets in a statewide effort to reduce emissions of short-lived climate pollutants (SLCP) in various sectors of California's economy. Although the original law has been on the books for many years, subsequent legislation has ramped it up and now every door in California must divert their organics from the trash.


By January 1, 2023, the City of Torrance will provide mandatory organic waste collection services to all single-family residential and multi-family residential customers serviced by the City. Meet Board Member David Gamboa

David Gamboa is the Interim Chief of Staff in the Office of the President at California State University, Dominguez Hills, where he serves as a campus leader who works collaboratively and engages with diverse campus and external stakeholders on a broad range of issues that impact the university. Before the interim role, David was the Associate Vice President of External Relations.
