Today I joined my colleagues on the Board of Supervisors to honor two exemplary community leaders.
Cheryl Sudduth is Contra Costa County’s MLK Humanitarian of the Year for her community work that has impacted our environment, working class people, people with disabilities and the lives of thousands of Contra Costa County youth. She is an environmental scientist who has served as an elected board member for the West County Wastewater District since 2018, and she has advocated in Sacramento and Washington, D.C. for equity in educational systems, economic dignity, environmental justice and more.
Ava Freeman, a senior at Acalanes High School in Lafayette, is the 2023 MLK Student Humanitarian. Ava is the president of her school’s Black Student Union and the head of her student government’s Diversity Board. She has persuaded her school district and her community to increase equity and culturally affirming lessons, and her work has impacted students of all ages across the Lamorinda area.
Thank you to State Superintendent of Public Instruction Tony Thurmond for delivering the keynote address, and thanks to the fantastic singers and spoken word performers who helped us celebrate: District 3’s own Liberty High School Chamber Singers & Diva Quartet, Grown Women Dance Collective, Camille Miller and TJ Sykes.

Mike Carlson Bridge dedicated at Creekside Park in Oakley
The newly named Mike Carlson Bridge at Oakley’s Creekside Park was dedicated in a morning ceremony today, honoring the late Deputy Director of the Contra Costa County Public Works Department.
The bridge, which connects the sports fields to the Marsh Creek Regional Trail, was named in memory of Mike Carlson, who retired in 2019 as Deputy Director of Contra Costa County Public Works after a 30-year career. Carlson passed away on July 28, 2022, leaving a decades-long legacy of protecting the creeks and communities of Contra Costa County.
Carlson’s wife, Kim Foster Carlson, unveiled the commemorative plaque on the bridge. Their adult children, Kasey, Taylor and Connor also attended the ceremony.
“Contra Costa County owes Mike Carlson a debt of gratitude for his decades of tireless work for our local environment and the health of our creeks,” Contra Costa County District 3 Supervisor Diane Burgis said. “He was committed to flood control and environmental conservation, but he was also always ready to share a story with you or talk about how proud he was of his kids.”
Brian Balbas, Director of Contra Costa County Public Works, also spoke in remembrance of his colleague.
“Mike was one of the three people who shaped the Flood Control District the most in Contra Costa County’s history,” Balbas said. “He was absolutely crucial in engaging the community, implementing our 50-year plan, and always keeping the District at the forefront of watershed health science and best practices. Mike’s legacy is in these creeks, and I can’t think of a more fitting way to remember him than by dedicating this bridge his in his memory.”

Proclamation of Local Emergency Issued in
Response to Storms

(Martinez, CA) – The Contra Costa County Board of Supervisors ratified a local proclamation of emergency Tuesday in response to winter storm damage occurring throughout unincorporated parts of the County since late December. The proclamation was originally declared by County Administrator Monica Nino on January 10.
The emergency status enables the County to be eligible for disaster relief funding, should it be authorized by the federal and state government in the future. The proclamation was sent to Gov. Gavin Newsom and the State of California Office of Emergency Services and Contra Costa County was ultimately added to the Governor’s statewide proclamation on January 11. The Governor issued the statewide emergency proclamation on January 4. This allows the state to make further requests for federal disaster assistance on the county’s behalf.
“This Local Emergency Proclamation will allow our County to access needed Federal and State funds to help us recover from the extensive storm damage,” said Board Chair John Gioia. “County crews have been hard at work protecting lives and property during these intense rains.”
A series of atmospheric rivers have been pounding the region since late December. The severe storms have toppled trees, damaged roads, eroded creek banks, prompted mudslides and knocked out electrical power. With more rain on the way, and the ground still saturated from previous storms, residents are encouraged to prepare for the weather ahead by checking rain gutters and storm drains for blockage. For concerns about flooding, visit one of the free sandbag stations throughout the County. Please note that you'll need to bring a shovel, but bags and sand are available for free. At this week's Board of Supervisor's meeting the Office of Emergency Services discussed pushing out information to the public that the recent Winter Storms have impacted. We want to gather damage estimates for private property and businesses.
At this time, Contra Costa County has not qualified for Individual Assistance from CAL OES or FEMA. To qualify, we have to demonstrate a significant impact to private property.

Expanded Shelter Ending
As weather forecasts indicate that the worst of the storms are over, our homeless system of care is resuming normal operations and ending the expanded shelter options created last week. Thanks to the generous donations from many community members, at this time, we no longer need donated supplies.
We give sincere thanks to community members and homeless service providers who mobilized additional capacity to respond to the anticipated need!

Mobile Citizen App
Have you noticed a pothole or graffiti and wanted a quick and easy way to report it?
The Contra Costa County Public Works Department now uses a versatile and user-friendly Smart Phone (Android, iOS) application called Mobile Citizen to help.
Residents can report concerns such as potholes, graffiti, illegal dumping, and other service requests simply by taking a photo, providing comments, details about location, and submitting it directly to the Public Works Department.
The Mobile Citizen application is free and can be downloaded from the App Store (iOS) or Google Play (Android).
“We’re excited to provide a fast and easy tool that makes it more convenient for our customers to report many types of service concerns for our unincorporated communities,” said Brian Balbas, Public Works Director.

Fortunately, most people who get sick with a virus can recover safely at home. In Midst of Tridemic, Local Health Providers Join to Help Contra Costans Understand When to Reach Out to Doctors, Hospitals
New Webpage Offers Tips, Insights to Help People Make Best Decisions
CONTRA COSTA COUNTY, January 17, 2023 – Battling the triple threat of COVID-19, influenza and respiratory syncytial virus (RSV) people of all ages are finding themselves sick as this “Tridemic” rages on. With emergency rooms and hospital beds filling up, Contra Costa Health and Kaiser Permanente have partnered to launch a public health education campaign to inform the community about simple self-care recovery tips and virtual treatment options for common illnesses.
“By partnering with Contra Costa Health, we bolster our efforts to disseminate critical health tips to our members and many others throughout the community,” said Dr. Sharon Mowat, pediatrician and physician-in-chief for the Kaiser Permanente Diablo Service Area. “If we can help people safely recover from the comfort of their homes, we can also lessen the extremely long wait times that people are seeing in the overcrowded doctors’ offices and emergency rooms throughout our community.”
The two organizations created a webpage in English (www.coronavirus.cchealth.org/get-care) and Spanish (www.coronavirus.cchealth.org/get-care-es), with information and resources about how people can recover from illnesses and access care from the comfort of their homes. If people have urgent or immediate concerns, they are encouraged to call an advice nurse or doctor’s office for guidance and virtual appointments by phone or video. Contra Costa Health Plan members and people who don’t have health coverage can call the advice nurse at (877) 661-6230. Kaiser Permanente members can call the advice nurse at (866) 454-8855.
Hospitals and ambulances are especially impacted during the winter virus season, so Contra Costa Health and Kaiser Permanente caution people to only call 911 or go to the hospital if their need for care is truly an emergency.
“The good news is most people who get sick can safely recover from home,” said Dr. Sofe’ Mekuria, deputy health officer for Contra Costa Health. “We want people to know the home care options available to them and know how to prepare themselves so they can recover quickly and safely if they get sick.”
Health recommendations include staying home when sick, getting lots of rest, drinking plenty of fluids and separating from others to avoid spreading illnesses. For peace of mind, people are encouraged to stock their medicine cabinets with items including over-the-counter cold/flu medicines to reduce fever and pain, saline spray or drops, cough syrups and lozenges, and COVID-19 home tests.
In addition to the webpage, a communications toolkit with digital graphics and handouts is also available for local schools, businesses and community organizations to share with their members.

Free COVID-19 Test Kits from the County | |

Nov. 15, 2022: Contra Costa residents can now order free at-home COVID-19 test kits from the County by filling out this online form or by calling us at 833-829-2626.
The County will mail the kits directly to people’s homes within approximately 5-7 business days. People can order up to 4 free at-home test kits per household. You must be a Contra Costa County resident to be eligible.
“We want these test kits to be a staple in people’s medicine cabinets like aspirin or band-aids,” said Dr. Sofe’ Mekuria, deputy health officer for the County. “Testing gives people the information they need to make healthy choices and reduce the spread of COVID, especially during the winter holiday season when families and friends gather indoors.”
Health officials strongly recommend people get tested if they feel sick or if they’re planning to attend a large indoor gathering. Anyone who tests positive for COVID, even if they don’t have symptoms, should isolate at home. See our COVID-19 Patients & Contacts page for more information about what to do if you test positive.
The County’s mail-order program will run through the holidays and perhaps longer depending on our supply of at-home test kits.

Contra Costa Senior Legal Services (CCSLS) in Concord ( www.ccsls.org ) is seeking volunteers to help answer phones, screen clients, make referrals, and schedule attorney appointments. CCSLS’ volunteers have a key role in advancing CCSLS’ mission of helping low-income seniors facing eviction, elder abuse, scams, debt collections and contract disputes so that they can stay independent and vital as they age. Volunteers generally work 3 to 8 hours per week at CCSLS’ office at 2702 Clayton Road, a short walk from the Concord BART Station.

Pass2Class offers free bus passes to Contra Costa students at the beginning of the school year to encourage the use of bus transportation to and from school. Pass2Class reduces traffic congestion and air pollution by reducing the number of cars being driven to school.
The 2022 program offers free County Connection, Tri Delta Transit, WestCAT, or AC Transit bus passes for up to two (2) students per household for up to two months.

The California Office of the Small Business Advocate has awarded funding to the Chabot - Las Positas Community College District for the Microbusiness COVID-19 Relief Grant Program to provide grants to microbusinesses in the counties of Alameda, Amador, Contra Costa, and El Dorado.
This program will provide grants of $2,500 to microbusiness (businesses that have fewer than 5 employees and earn less than $50,000 per year) that were in operation in 2019, still in operation, and were impacted by the COVID-19 public health restrictions.
