Weekly Bulletin

The White Barn at Robinson Canyon Road and Carmel Valley Road

During its February 14th meeting, the Carmel Unified School District Board voted to accept the county’s offer to purchase the property the district owns at Robinson Canyon Road in Carmel Valley. If you are interested in reading the document associated with this purchase, here is the Link.

On page 12 of the February 2nd issue of The Carmel Pine Cone had an article by Chris Counts which is an excellent summary of the county’s bid to purchase the property once known as the Carmelo Athletic and Social Club. If you haven’t read the article, here is a Link.

As stated in the sales agreement, after a description of what will happen during the assessment period of 45 days, there is to be a contingency period:

The County, at County’s sole cost and expense, shall have a forty-five (45) day period, commencing the day following the expiration of the Assessment Period, to perform additional County’s due diligence (the Contingency Period). County reserves the right to terminate the Purchase Agreement should the condition below not be met during the Contingency Period:

Plans for Relocation, Renovation, and Caretaking of the Building : Execution of a letter of intent between County and a partnering third-party agency, organization, or company to manage and fund the relocation, renovation, and caretaking of the Building.

Because CVA’s mission is to preserve and protect the rural character of the valley, our board advocates for keeping the building in place out of respect for its historical significance and in an effort to maintain the rural character of the mid-valley. Nearly 500 signatures in favor of keeping it in place have been gathered.

CVA board members have met with representatives of the Carmel Valley Historical Society to consider the structure’s future. Further communication with the county and other groups will follow as the sale moves forward.

For background on the building’s role in the rural culture of the valley, you can read the article by Elizabeth Barrett here is the Link

KATE DANIELS

FOR 5TH DISTRICT SUPERVISOR

The Carmel Valley Association enthusiastically recommends Kate Daniels to fill the chair of retiring 5th District Supervisor Mary Adams.

Kate grew up in the Carmel area, attended Carmel schools, and has lived with her family in Carmel Valley for many years. Her resume is impressive: She has a BA from Sarah Lawrence College, an MA from Columbia, and has taught at the Harvard-Westlake School and Monterey Peninsula College. Kate was a founder and executive director of The Women's International Perspective and was director of A Gathering for Women – Monterey. She is a trustee of the Monterey College of Law, sits on the Leadership Council of the Women’s Fund of the Community Foundation for Monterey County, and serves as President of the Naval Postgraduate School Toastmasters Club.

Kate worked with Supervisor Adams for five years, first as Campaign Manager and then as her Chief of Staff. She is currently a Monterey County Planning Commissioner and Policy Advisor to State Senator John Laird.

During her eight years in Monterey County government, Kate has represented our 5th District and Carmel Valley well, advocating for sustainability and safe infrastructure. Her experience both in Supervisor Adams’ office and as 5th District Representative on the Monterey County Planning Commission makes her uniquely qualified to hit the ground running. CVA knows that as our Supervisor Kate will continue to do what’s best for our valley.

The election will take place March 5, 2024. If no candidate receives a majority, there will be a runoff in November.

Thank you to Landwatch and the many Carmel Valley residents who wrote comments on Monterey County’s draft EIR for the new vacation rental ordinances.

Short-Term Rental

Draft Enveronmental Impact Reprot

January 27, 2024

Carmel Valley Association (CVA), in harmony with LandWatch comments on this DEIR, urges adoption of the Alternative # 6. “This restriction on commercial STRs would still permit Carmel Valley residents to participate in the limited STR market and to provide visitor accommodations to support the local economy, but without displacing long-term housing. Alternative 6 would substantially reduce the displacement of existing long-term housing because there are relatively few single-family dwellings available for conversion to commercial STRs located in the non-residentially zoned areas in the Carmel Valley. Furthermore, the requirement that the owner or operator remain in full-time residence in agricultural areas would also serve to minimize conversion of single-family units in those areas.

CVA agrees with LandWatch that the best way to preserve the residential character of residential zoning districts of the Carmel Valley Master Plan area, while maintaining the potential to provide financial benefits to offset the high cost of living in Monterey County for owner-occupied Limited Vacation Rentals, would be to ensure that Commercial Vacation Rentals would not operate in residentially zoned neighborhoods.

Most complaints CVA has received from residents regard non-owner-occupied use of residential property for remuneration, often managed by a contracted third party, seldom permitted, and many even not paying the required TOT. Removing these from the neighborhoods will help to ensure that the vacation rentals are operated in a manner that complies with all rules and regulations to protect the health, safety, and welfare of residents.

CVA thanks the HCD for this opportunity to comment on the DEIR of the draft new vacation rental ordinances.

Curious About CVA?

Carmel Valley Association is one of the oldest, largest, and most successful community organizations in Monterey County. We are entirely volunteer, with no paid employees. Our mission is to defend the beauty, resources and rural character of our beautiful valley. We do that by working with residents, businesses, and government.

CVA was instrumental in the adoption of the Carmel Valley Master Plan and recently settled a lawsuit with Monterey County regarding traffic measurement and capping future development on very favorable terms for our valley. Our volunteer experts represent Carmel Valley's interest, testifying before governmental bodies concerning development, water, traffic, road signs, and other quality of life issues.

We keep valley residents informed about important issues and events with our weekly email Bulletin, which goes to over 1650 residents, and our quarterly Newsletter, which is mailed to over 7,000 valley addresses.
