CAHB Legislative Action Plan for 2024 Approved


The Colorado Association of Home Builder’s Board of Directors last Friday approved the 2024 Legislative Action Plan. This document helps guide the Government Affairs Committee’s decision-making and informs the HBA’s lobbying team when reviewing and prioritizing bills. The board also confirmed Andy Merritt of The O'Neil Group Company to serve another year as the GAC chair.


The 2024 Legislative Action Plan is available by clicking here. The list is not assembled in a specific order. Instead, the issue areas identified are critically important to our industry. The priority areas for 2024 include:

  • Property Transfers
  • Construction Litigation Reform
  • Disabled Housing
  • Employment Law Issues
  • Green Building and Energy Efficiency
  • Impact Fees
  • Development Infrastructure, including changes to special districts/metro districts

GAC Update

 

The GAC met last Friday and received updates on introduced and proposed bills. No new legislation of concern had been introduced since the previous GAC meeting and Capitol Closeup. Colorado Electrical Board will hold Rulemaking on Licensing Issue, Stakeholder Testimony Opportunity Set for this Wednesday, Jan. 24


The Colorado Electrical Board will hold a rulemaking Hearing on January 24 at 9:00 a.m. to allow stakeholders a final opportunity to testify. The board is considering a repeal of Rule 1.14 - PROTECTING COLORADO’S WORKFORCE AND EXPANDING LICENSING OPPORTUNITIES, on a permanent basis, to implement Colorado Senate Bill 23-265 (CONCERNING A PROHIBITION ON A REGULATOR IMPOSING DISCIPLINE AGAINST A PERSON BASED ON CERTAIN ACTIVITIES INVOLVING MARIJUANA).

Corporate Transparency Act: Beneficial Ownership Reporting


As of Jan. 1, 2024, many small businesses will be required to report their beneficial ownership information to the U.S. Department of the Treasury's Financial Crimes Enforcement Network (FinCEN), identifying those who directly or indirectly own or control the company. This reporting helps the U.S. government identify and limit money laundering, corruption, tax evasion, drug trafficking, fraud and other illegal activities.
