Rubber pavements workshop, held April 18 in Sacramento, covers topic from all perspectives
|
A special CalAPA educational workshop, "Where the Rubber Meets the Road," brought together a diverse group of experts representing government agencies, industry representatives and others to provide a 360-degree view of the pavement strategy.
The April 18 event in Sacramento, which was also streamed live nationwide, coincided with a visit to California from a delegation representing the Australian asphalt pavement industry, who also were interested to learn about the state of practice in California and share challenges of dealing with waste tires in Australia.
“It was wonderful. I really enjoyed it," said Anna D'Angelo, Executive Director Technology for the Australian Flexible Pavements Association. "And I think CalAPA has done a great job to combine the different views, different perspectives, to give us an overview of what you are doing here in California with rubber. It has been really, really great."
The program included speakers representing Caltrans, the Federal Highway Administration, the University of California Pavement Research Center, suppliers, asphalt producers, paving contractors and others. Expert panel discussions focused on agency perspectives, tire rubber supplier perspectives, and asphalt producer and paving contractor perspectives.
“I think overall it went very well,” said Nate Gauff, waste management engineer for CalRecycle. “It’s intertwined, UC Davis, Caltrans, CalRecycle, we’re all partners and have been partners for a long time.”

CalAPA continues legislative engagement as activity ramps up in Sacramento
|
As activity on the legislative front heats up in Sacramento, CalAPA continues to engage with elected officials to tell asphalt's story and the connection to California jobs, the economy and our quality of life. Keeping pavements in a good condition is always central to those discussions.
Last week Transportation California, a CalAPA partner, hosted a reception in Sacramento April 17 giving legislators and staff yet another opportunity to further conversations that often originate under the Capitol dome or in legislators' offices.
The interactions build on the CalAPA Legislative "Fly-in" to the Capitol March 7-8, and various jobsite and plant tours conducted by members. A previous Asphalt Insider story about the Capitol "Fly-in" can be found HERE. The interactions happen as the legislative calendar heats up this Spring, culminating with the release of a revised budget forecast and a Constitutional requirement that the state budget be adopted by June 30. Of particular concern for road advocates are persistent calls by transit supporters to fill in a "transit fiscal cliff" brought on by persistently flagging ridership and soaring costs. CalAPA has been consistent in demanding that road-repair dollars, such as those generated by Senate Bill 1, a fuel-tax increase devoted to roads, be used for their intended purpose.

Women of Asphalt California Branch coordinates DPS field demonstrations in San Jose

The Women of Asphalt California Branch, in partnership with the Federal Highway Administration (FHWA), the Minnesota Department of Transportation and the City of San Jose, organized two field demonstrations last week in San Jose of the Dielectric Profiling System (DPS). The field demonstrations took place on April 19 and April 20 and were coordinated by MCK Services.
The Dielectric Profiling System (DTS) uses a ground penetrating radar (GPR) technology to measure the dielectric of any asphalt pavement on the surface but can be correlated to in-place density through calibrating the system with six in-place cores or by laboratory fabricated specimens tested with varying field density. If the system is calibrated with cores, current research suggests that the DPS can map real-time, in-place density of the compacted mat of the overall profile of almost the entire roadway segment to a depth of 2.5 to 3-inches.
Two subject-matter experts conducted the demonstrations. They were Monica Jurado and Mercedes Kuznia. Jurado graduated with a Master of Science in Civil Engineering from the University of Texas at El Paso, UTEP. She has been with the FHWA for almost 15 years and with the FHWA Resource Center department for about nine years. Mercedes Kuznia graduated with a Bachelor of Science in Computer Science from the University of Northwestern, St. Paul. She has been with the Minnesota DOT for over three years and has worked with DPS technology and data analysis for the last three years. This was the first time the pair had partnered to perform the DPS Live Demonstration together.
There were four different live demonstration sessions during the two-day event. The morning session on April 19 was from 10 a.m. to noon and the afternoon session was from 2 p.m. to 4 p.m. The sessions were repeated on April 20. The City of San Jose’s DOT staff members came out to support this innovative technology on April 19th and a variety of professionals from cities, Airport Engineers, and Consulting Engineers and Technicians came out on April 20th to support the Women of Asphalt California Branch event.
Due to the popularity of the events, organizers intend to conduct follow-up field demonstrations in the Fall, which will be announced through CalAPA and the Women of Asphalt California Branch.

Free webinar to be held May 18 on asphalt cracking and rehabilitation strategies
|
The National Asphalt Pavement Association, a CalAPA partner, will be putting on an educational webinar May 18 focused on asphalt cracking and rehabilitation. The webinar is free, but advanced registration is required. The registration page is HERE.
The webinar is targeted to civil and geotechnical engineers and architects who are seeking to learn more about designing asphalt pavement maintenance systems. The webinar will cover the value and benefits of performing asphalt pavement maintenance, types of cracks, where they start and how they can be mitigated. The webinar will also discuss the appropriate asphalt treatment during the life of asphalt pavement. The webinar features Tim Murphy, president of Murphy Paving Technology, Inc.

RESURFACING: Existing surfaces may be improved by resurfacing (or overlaying) with a plant mix asphalt mat of varying thicknesses. It may be considered in two categories: (1) overlays to provide smooth, skid- and water-resistant surfaces or to make improvements in grade and/or cross section; and (2) overlays to strengthen existing pavements to handle heavier loads or increased traffic. Sometimes called overlays.
