- A doctor shortage in California has prompted the state to take action, including paying off school loans for doctors, but some believe the fixes will do little to address the underlying problems. In addition, on Aug. 6, the California State Auditor released a report that found the state Department of Health Care Services has not ensured an acceptable level of care for some Medi-Cal beneficiaries, who were forced to "travel excessive distances to receive care." After the Affordable Care Act was signed into law in 2010, more than four million new people joined the state's Medi-Cal program, according to CalMatters, increasing the pressure on California's health care system.
- The California Department of Health Care Services began the process for transitioning pharmacy services from Managed Care to Fee-for-Service. DHCS held an informational hearing to outline the changes that will occur. DHCS opened bidding for a single Pharmacy Benefit Manager to administer he FFS pharmacy benefits. CPhA will be participating in the comment period and will be submitting a letter warning of the catastrophic impact of a single third-party contracted PBM. - The California Medical Association asks all California practices to schedule appointments with their Members of Congress during the month-long August Congressional Recess, August 1 - September 9, to discuss CMA's Congressional priorities that include the surprise medical billing legislation moving swiftly through Congress. Young Investigator Award
(YIA) for a qualified Northern California early-career cancer researcher through Conquer Cancer®, the ASCO Foundation.
We encourage all eligible Northern California Fellows and Trainees to apply. The YIA is a one-year, $50,000 grant that provides research funding to promising physicians to support their transition from final years of subspecialty training to faculty appointment and to encourage and promote quality research in clinical oncology. National News
- More than 24 health care organizations have supported a proposal to require the use of US Postal Service standards for addresses in EHRs. Some also suggest using additional data captured in EHRs, such as email addresses and phone numbers, to improve patient matching. A recent study found that adopting the USPS standard could reduce the number of unlinked records by 20%, and standardizing surname as well could cut the number of unmatched records in half.
- A coalition of labor, business, patient groups, and health care providers united to form a new initiative called the PBM Accountability Project of New Hampshire. The group will collaborate on real and effective solutions to drive prescription drug savings back to patients and purchasers. You can

- A new pilot project from the Centers for Medicare and Medicaid Services (CMS) will give physicians access at the point of care to Medicare claims data for new patients through Blue Button 2.0 data as well as third-party applications and electronic health records (EHRs) data, via application programming interfaces (APIs). Read more
- Proposed changes to CPT code 99457 and a new code, 994X0, in the 2020 Physician Fee Schedule would expand coverage of remote patient monitoring. The change to 99457 covers the first 20 minutes, and the new code covers subsequent 20-minute intervals of provider interaction during remote physiologic monitoring treatment management services, and the proposal would expressly allow billing by supervised auxiliary personnel under CPT code 99457. mHealth Intelligence
- Proposed revisions to the CMS' Merit-Based Incentive Payment System are designed to alleviate challenges with MIPS reporting and the Quality Payment Program, which 80% of group practice leaders called their top regulatory burden in a 2018 Medical Group Management Association survey. Providers will have a "transitional" year in 2020 before the changes take effect.

- CMS has posted the
final decision memo
for CAR-T therapy for cancers
. The final decision memo removed the coverage with evidence development requirement and provides coverage for products for either United States Food and Drug Administration (USFDA)-approved indications (according to the label) or for off-label uses of USFDA-approved products supported in one or more CMS-approved compendia.
