The City of Arvin Receives Over $4.9 Million in Clean Water Funding

California Consulting is proud to announce the successful acquisition of a $4,992,209 grant from the State Water Resources Control Board's Clean Water State Revolving Fund for the City of Arvin. This critical funding will finance essential repairs and upgrades to the Water Treatment Plant (WTP) Effluent Pond #3.

Wellnest Emotional Health & Wellness Receives A Transformative Behavioral Health Grant for Almost $4 Million

California Consulting is thrilled to announce the successful acquisition of a $3,975,332 Certified Community Behavioral Health Clinic (CCBHC) Planning, Development, and Implementation Grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) for Wellnest Emotional Health & Wellness. This critical funding will support Wellnest in transforming its community behavioral health systems and establishing new CCBHC programs.

Senior Project Manager David Marquez Secures a Remarkable $117,051,120 for California Consulting Clients

California Consulting is proud to announce that David Marquez, Senior Project Manager, has successfully secured $117,051,120 in funding for our clients. David’s dedication and expertise in navigating complex funding landscapes have resulted in numerous awards that significantly impact our communities.


David has secured several key awards, including $14,366,200 from the Clean Water State Revolving Fund to finance the construction of a sewer for the City of Hollister, ensuring compliance with EPA standards. This project, which involves the construction of a Sewer Force Main from San Juan Bautista to the Hollister WWTP, is contingent on the project's feasibility and the city’s ability to repay through increased water rates. Additionally, he obtained $12,500,000 from the Prop 1 Stormwater Grant Program for the City of Baldwin Park’s Barnes Park Multi-Benefit Stormwater Capture Project. Furthermore, David secured $14,700,000 from the Measure W-Safe Clean Water Program Regional to support The City of Baldwin Park Upper San Gabriel River Watershed project, significantly improving regional water quality and sustainability.

CA Department of Health Care Services: Behavioral Health Continuum Infrastructure Program 

Deadlines: Applications will be due in the Fall and funds will be awarded in early 2025 By November 2024, AHP will require all prospective applicants to participate in a mandatory pre-application consultation (PAC) as part of the RFA process. This PAC will discuss the proposed project, match requirements, statutory and regulatory requirements, how the project meets local needs and state priorities, among other considerations. Conducted with experts in relevant fields, applicants must request a PAC and complete a survey to confirm their understanding of the project requirements. The deadline to request a PAC is eight weeks before the application deadline.

Amount: Round 1 $3.3 billion, Round 2 $1.1 billion

Eligibility: Counties, cities, Tribal entities (including 638s and urban Indian clinics), nonprofit organizations, and for-profit organizations whose projects reflect the State’s priorities and align with facility types listed in Table 1 are eligible to apply for this funding

Adam Rush Joins California Consulting Grant Writing Team

Cal Consulting is excited to welcome Adam Rush to our team as a new project manager. Adam recently served as the Community Services Director for the City of Banning for several years and brings over 20 years of experience as a professional land use and environmental planner; managing high-level projects for cities and counties across California. Adam has written dozens of climate-related documents, including Riverside County’s Climate Action Plan and Renewable Energy Element. His additional work includes sustainable planning grants through Caltrans and the Southern California Association of Governments. Mr. Rush is proficient in resiliency planning, climate adaptation, environmental mitigation, and greenhouse gas inventory efforts associated with short-term and long-range land use and public works projects.


Adam has served as a project manager and economic development consultant for over 20 years, providing environmental support services, professional land planning and design, landscape architecture, ArcGIS, and database management for municipal clients. Adam has also managed General Plan and Specific Plan Amendments, development code updates, preparation, and administration of grants. In conjunction with these professional responsibilities, Adam was elected to the first Eastvale City Council and served 8 years as Mayor and City Council Member, leaving politics in 2018. While on Council, Adam was a member of multiple local and state boards and commissions, including WRCOG, RCTC, SCAG, Metrolink, RCA, and Cal Cities. Adam’s expertise is writing, research, and project management.


This passion began in elementary school, when he won third place, for all of Southern California with a fictional short story about a time-traveling saber-tooth cat. The La Brea Tar Pits sponsored the contest and the prize was a replica of a Giant Sloth’s claw that lived during the Pleistocene period. Adam enjoys spending time with his family, including his wife of 25 years, two teenage daughters, and a younger son. The family’s favorite activity is road-tripping to National Parks.

Jill Suskind Joins Cal Consulting as New Project Manager

California Consulting is thrilled to welcome Jill Suskind to our team as our new project manager. Ten years ago, after retiring from a 30-year career as a high school English teacher, she turned her skills, talents, and expertise to grant writing. She began this second career writing foundation grants, and now she writes local, state, and government grants. Jill has secured millions of dollars in grant funding for various projects--providing English tutoring to adult immigrants here and abroad, Head Start programs for impoverished communities, installing facility-hardening measures against hate crimes, and more. Jill is driven by her commitment to advocating for organizations, agencies, and institutions--to give a powerful voice to the problems they solve and the people and issues that matter to them and to secure the funding they need to fulfill their mission.


Jill graduated from the University of North Carolina at Chapel Hill, earning her undergraduate education degree. Later she pursued graduate studies at the University of Maryland at College Park and Cambridge College, earning her master’s degree in education.
