U.S. Department of Homeland Security FEMA: SECOND FY 2020 Assistance to Firefighters Grant Program – COVID 19 Supplemental (AFG-S)

Amount: The population of the jurisdiction served by the recipient will determine the maximum amount of AFG-S funding a recipient is eligible to receive but no recipient may receive an award that exceeds one (1) percent of available grant funds in FY2020, or $1,000,000.
Match: In general, eligible applicants shall agree to make available non-federal funds to arry out an AFG-S award in an amount equal to and not less than 15 percent of the grant awarded. Exceptions apply to entities serving smaller communities: 1) Jurisdiction of 20,000 residents or fewer – 5%; 2) Jurisdictions of more than 20,000 but not more than 1 million, 10%
Eligibility: Volunteer and combination Fire Departments ONLY (Due to a lack of qualifying applications in the initial application cycle, the AFG-S will have a second application round for volunteer and combination fire departments only; NAEMS and SFTAs are not eligible to apply under AFG-S round 2)
Rule on Applying Again: Volunteer and combination fire departments are eligible to apply in this round even if they had a successful application in the first round. However, applications must support new capabilities. Departments that applied in the first round but were unsuccessful must reapply to be considered for funding in this round. Applications from the first round will not automatically carry forward to this round for consideration.
Summary: Supplemental funding under AFG. The objectives of the AFG-S program are to provide critically needed resources that equip personnel to respond to the COVID-19 public health emergency and support community resilience. All activities under this solicitation are limited to the purchase of Personal Protective Equipment (PPE) and supplies to prevent, prepare for, and respond to the COVID-19 public health emergency. This includes reimbursement for expenditures made since Jan. 1, 2020.
