SB 1013 Glass Market Development Payment Program Instructions & Forms

The passage of SB 1013 (Atkins, Chapter 610) added Public Resources Code Section 14549.7 to develop California markets for glass beverage containers collected for recycling in the state and to allow the Department to, subject to the availability of funds, pay a market development payment to a glass beverage container manufacturer who purchases recycled glass collected within this state for use in manufacturing new beverage containers in this state.


CalRecycle recently announced the publication of the Glass Market Development (GMD) Payment Program instructions and related forms (links located below). The claims are quarterly with the first claim period for July 1, 2023 – September 30, 2023 and due November 10, 2023.


To determine whether an entity is eligible to claim GMD payments, a GMD Determination of Eligibility Form must be completed and submitted to CalRecycle for review and approval. Only eligible entities, as determined upon completion of this form, will be eligible to submit claims for GMD Payments. The review of the GMD Determination of Eligibility Form can take up to 45 days and GMD claims will not be accepted until approval of the GMD Determination of Eligibility Form. SB 54 June Workshop Slides Available, Other Announcements

On June 28-29, 2023, CalRecycle hosted informal rulemaking workshops on the topics of recyclability and compostability determinations, the covered material category listimpacts on local jurisdictions and individual compliance for producers, small retailers and wholesalers, , small retailers and wholesalers. The workshop included an informational session and provided an opportunity for public feedback on several rulemaking concepts. 

 

The slides are available for both the June 28, 2023 workshop and June 29, 2023 workshop. As a reminder, CalRecycle will accept written feedback on the June workshop content until July 18, 2023. The rulemaking concepts can be found in the discussion documents on the SB 54 webpage, along with suggested guidance for submitting written feedback in the discussion documents. 

 

Upcoming Workshops: 

On July 24-25, 2023, CalRecycle will host informal rulemaking workshops for SB 54. CRA will send out workshop materials as soon as we receive them. Workshop times and content are still in development and are subject to change.
