ETHICS TRAINING IS IS FOR EVERYONE!

All New York State officers and employees are required to attend

ethics training every year. 

The workforce-wide mandatory Comprehensive Ethics Training Course (CETC) is the only ethics course that satisfies the mandated live ethics training requirement.


Once the live CETC requirement is fulfilled, New York State officers and employees will then take on-demand refresher training the following year. Then, back to live CETC in year three and on-demand refresher year four, and so on.


The Training Team at the Commission on Ethics and Lobbying in Government (COELIG) offers live trainings via WebEx every month:

  1. Open CETC sessions – these sessions are open to all officers and employees across New York State.
  2. Agency Specific CETC Sessions – these sessions are reserved ONLY by agency Ethics Officers and/or Agency Trainers requesting COELIG Trainers deliver live training to a large population of their agency employees.

Learn More About Contracting with the State

Am I allowed to seek a no-bid contract from a state agency?

No, Public Officers Law § 73(4) prohibits a state employee from seeking a no-bid contract from any state agency.


Please speak to your agency Ethics Officer regarding your agency’s specific policies on contracting with the state. If in doubt, please contact COELIG for guidance.

2023 COELIG ACCOMPLISHMENTS

In its first full year, the Commission on Ethics and Lobbying in Government (COELIG) and its agency partners achieved the first of the Commission’s targets by providing instructor-led (by videoconference and in-person) comprehensive ethics training to more than half of the state’s 330,000 executive branch officers and employees.

In addition, the Commission provided on-demand ethics training to another 15,736 state employees, through Feb. 1, 2024, and supplied on-demand online lobbying ethics training to more than 80% of state and local lobbyists and clients.  

In that same period, COELIG’s ethics and lobbying units responded to 39,000 workforce, user, and public inquiries and requests for guidance and assistance.

Further, as the agency strengthened its investigations and enforcement staff, the unit commenced a significant number of new matters and completed and resolved a substantial number of investigations of pending matters, many of which had carried over from the prior agency.

Earlier this week, the Commission on Ethics and Lobbying in Government announced that it continues to expand with several key appointments who will play critical roles in continuing the Commission's mission to exemplify the highest ethical standards and restore public trust in government through education, compliance, and vigorous enforcement of the state’s ethics and lobbying laws.

Your 'need to know' ethics updates

PHASE ONE OF THE NEW YORK STATE ETHICS TRAINING APPLICATION LAUNCHED!

Phase 1 of the Statewide Ethics Training Application (SETA) launched on February 6, 2024. Going forward, agencies must report their January 2024 and future monthly aggregate training statistics in the Statewide Ethics Training Application. All Agency Users (Ethics Officers, Training Compliance Officers and Agency Contacts) must have a NY.gov ID to access the online Statewide Ethics Training Application.


Phase 2 will be launched later this year and will automate most of the processes, including the reporting functions facilitated by Phase 1. 


COELIG, in partnership with its ITS development team, has already provided access to the Training Application to hundreds of Agency Users. Agency Users will begin receiving system-generated email notifications, including reminders and overdue notices, to submit monthly training statistics.
