Free Webinar: How Biocides Are Regulated in China
14 Sept | GlobalThere is no single law or single government body regulating all types of biocides in China. Even though a majority of biocides are regulated as pesticides in China and administered by the Institute for the Control of Agrochemical of the Ministry of Agriculture (ICAMA), some biocides such as disinfectants and preservatives are subject to a variety of other regulations and are administered by different ministries such as the Ministry of Health and the State Food Drug Administration (SFDA). CIRS is delighted to invite you to attend a free webinar given by Mr David Wan & Ms Ema Huang about how different types of biocides are regulated in China, what kind of data is required for pre-market registration and whether there is specific labeling requirement.

Invitation to Attend The 2nd Shanghai Summit on Chemical Regulations in China, Korea and Japan
Dear all,
We would like to invite you to participate in the 2nd "Shanghai Summit Meeting on Chemical Regulations in China, Korea and Japan" held in Shanghai on 24-25 October 2012.
CIRS, KTR and JEMAI are jointly planning the 2nd "2012 Shanghai Summit Meeting on Chemical Regulations in China, Korea and Japan". The topics of this summit include chemical registrations in China, Korea, Japan, Taiwan and Europe, risk assessment, GHS implementation and supervision of the import and export of chemicals in China, Korea and Japan. This summit is aimed at assisting collaboration between the three countries, building transparent sharing of regulatory updates and enforcement measures, and promoting the safety and sustainability of chemical industry in Asia-pacific region.

New EU Biocidal Products Regulations (BPR) and Treated Articles by David Wan
The EU Regulation (EU) No 528/2013 concerning the making available on the market and use of biocidal products (BPR) was finally published on 27 June 2012 in the Official Journal of the European Union (EU). This new regulation will apply from 1 September 2013 and will replace the old biocidal products directive (BPD) in EU. Upon it entering into force, the regulation will bring great changes to how biocides and biocide treated articles are regulated in the EU.
The key principle is that treated articles should not be placed on the EU market unless all active substances contained in the biocidal products with which they were treated or which they incorporate are approved for use in BPR. In addition to this, biocide treated articles require additional labeling under BPR.

China NRCC Publishes Supporting Documents for Hazardous Chemicals Registration for Public Comments
12 July 2012, China NRCC has published a series of supporting documents for hazardous chemicals registration for public comments. The deadline for comments is 25 July 2012.
The 8 supporting documents consist of hazardous chemicals registration form for manufacturers, registration form for importers, user application form, application form for renewal, and NRCC's draft notices to reject one application or request more data.

The measures for the administration of registration of hazardous chemicals enters into force on 1 August 2012
11 July 2012, The final version of the measures for the administration of registration of hazardous chemicals is published by the State Administration of Work Safety(SAWS). The measures will trigger important new obligations for companies, especially importers in China.
The measures has set out the detailed requirements and procedures for registration as required by the regulations on safe management of hazardous chemicals (Decree 591) that came into force on 1 December last year. The new measures will replace those issued in 2002 and enter into force on 1 August 2012.

China SFDA Publishes The Second Batch of IECIC
1 July 2012, China SFDA published the second batch of the Inventory of Existing Cosmetic Ingredient in China (IECIC) for public consultations. The deadline for comments is 15 July 2012. There are 673 ingredients in the second batch of IECIC (2012). The first batch of IECSC (2012) was revised on 1 May 2012 and includes 1674 cosmetic ingredients.

Management of Non-agricultural Pesticides in China
Non-agricultural pesticides, regulated as biocides within OECD countries, are regulated as public health pesticide and rodenticide in China. Ms Ema Huang has written an article to summarize how non-agricultural pesticides are regulated in China.
