Meet Open Lands, Rivers, & Trails Advisory Committee Chair:

1. How/why did you get involved in land and water conservation?
I am a 4th generation native Coloradoan with a rural background, and have spent about 40 years working in natural resources. I have seen rapid, uncontrolled
development in our state, resulting in important wildlife habitat loss. I feel it is my passion and duty to help preserve and protect the remaining natural resources in our county.

2. What is your relationship with CHLT?
I have worked closely with Colorado Headwaters Land Trust on several
conservation projects protecting private lands in Grand County.
3. For the uninitiated, what is OLRT?
OLRT, Open Lands, Rivers, and Trails, is a committee of nine appointed members, representing each municipality across Grand County, and including three at-large appointees. OLRT is funded by a ballot resolution which collects 0.3% of retail sales tax. It commenced in January, 2017, and will sunset in January 2027. The committee’s job is to fund projects that keep water in the Colorado River and other rivers for agriculture and recreation. We fund land acquisition and conservation projects that protect natural areas, scenic open lands, wildlife habitat, wetlands, and river access. We also fund the maintenance of existing hiking, skiing, and biking trails. Twice a year, the committee receives grant applications, which are reviewed and ranked; the funds are awarded based on the conservation value of the project and its benefits to the people of Grand County. The committee then meets with the County Commissioners, who give final approval for the funding of the awarded projects. A paid administrator keeps the committee running smoothly, tracks the budget, orchestrates the public relations, and follows through on all projects.
4. How did you come to work with OLRT?
After 34 years, I retired from Colorado Parks and Wildlife as a Wildlife Manager. I was approached by the Town of Hot Sulphur Springs to apply for the first OLRT committee.
5. What is something you'd like to accomplish while at OLRT?
I am most interested in preserving and protecting in perpetuity large tracts of
agriculture, wildlife habitat and movement corridors, keeping water in the
Colorado River, and preserving scenic view sheds in a rapidly developing Grand County. I also hope that the voters will reauthorize this voter resolution before the ten year sunset.
6. What is your single best argument why folks should support CHLT and land conservation in general?
Our quality of life in Grand County is dependent upon healthy wild landscapes and rivers. Existing trails require more maintenance with increased use. Protection and management of these lands, rivers, and trails is imperative for future generations to be able to appreciate the essence of Grand County’s wonder.

Carolyn Hackman Education Fund Scholarship
Are you a Grand County student interested in: land conservation, land management, forestry, agriculture, soil science, hydrology, ecology, wildlife biology, environmental engineering, environmental law, landscape architecture, or another related field?
Apply for the Carolyn Hackman Scholarship at Colorado Headwaters Land Trust!
Carolyn Hackman wished to provide financial assistance to Grand County students who are looking to increase their knowledge of land conservation and management, and who wish to carry such knowledge and appreciation into their adult years.
CHLT awards two $1,000 scholarships to graduating Grand County seniors, from either MPHS or WGHS, to help with their pursuit of their environmental passions. Please use your school's standard application packet (and deadlines) to apply, but also include a one-page essay detailing your interest in environmental science, land management, or a related field, and how you might apply that major or field of study to future work!
