Local Updates | Bexar County & City Issue New Orders
COVID-19 Recovery Grants for Small Businesses and Nonprofits | In partnership with the non-profit organization LiftFund, the City of San Antonio is utilizing funding provided from the Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, to provide financial assistance in form of grants to small businesses and nonprofit organizations impacted financially by COVID-19.

Local Updates | Bexar County & City of SA Issue New Orders
City of San Antonio and Bexar County issued a new addendum to their public health emergency declarations issued on Tuesday, June 30,  striking the mandate to require businesses take temperatures for each guest/customer entering a business .

July 10 | Governor Greg Abbott Renews COVID-19 Disaster Declaration
Governor Greg Abbott issued a proclamation extending his Disaster Declaration for all Texas counties in response to COVID-19. Originally issued on March 13, the Disaster Declaration provides the state a number of resources to effectively serve Texans as the Lone Star State continues to mitigate the spread of COVID-19.  Read More .
Federal Update | Congressional Actions
 COVID-19 Liability Protection for Employers | Texas Senator John Cornyn is drafting legislation at the request of the Senator McConnell; Other similar legislation has been filed, but it is expected that Senator Cornyn’s bill will lead the way; Governor Abbott and state leaders sent letter to Congress to urge support for Employer Liability Protections

H.R.7010 - Paycheck Protection Program Flexibility Act of 2020 | Passed; Amended Small Business Act and the CARES Act to modify certain provisions related to the forgiveness of loans under the paycheck protection program, to allow recipients of loan forgiveness under the paycheck protection program to defer payroll taxes, and for other purposes.

Health & Economic Recovery Omnibus Emergency Solutions (HEROES) Act | This bill responds to the COVID-19 its impact on the economy, public health, state and local governments, individuals, and businesses. HEROES Act HR 6800 and Bill Summary ; passed by House on Fri, May 16 and remains in discussion in the Senate

Local Chamber, Tourism, and 501(c)(6) Protection Act - 2020 | This bill amends the Small Business Act to expand the Paycheck Protection Program for certain organizations, such as 501(c)6 non-profits. Find details of the bill at Paycheck Protection Program Expansion Bill as introduced and referred to the House Committee on Small Business ; introduced in House with 90+ co-sponsors.
The Government Affairs Council serves as an advocate for Member businesses and their employees before municipal, county, state, and federal officials on political policy issues impacting the economic growth, quality of life, and financial health of local industries. The Council informs and educates Members on proposed initiatives, policies, and legislation which may affect the way business in San Antonio is conducted.
San Antonio Safe & Sick Leave Ordinance

The North Chamber continues to advocate on behalf of our Members to ensure that any mandated paid sick leave consideration is taken out of the hands of local municipalities and left to the state and/or federal governments to enact policy. 

June 5— Austin Third Court of Appeals, had ruled in November 2018 that the ordinance was unconstitutional. This decision will stand after the Texas Supreme Court declined to hear the City of Austin’s appeal in a  one-line order . ( What Texas Supreme Court decision means for SA paid sick leave ) There is still more legal follow through with our case in San Antonio, which remains under temporary injunction as described below. 
 
March 30— A federal judge in the Eastern District of Texas issued a preliminary injunction blocking the City of Dallas’ paid sick leave ordinance, which took effect Aug. 1, 2019, but the City of Dallas was not authorized to engage in any enforcement efforts (other than with respect to the Dallas Ordinance’s anti-retaliation provision) until April 1.
The Infrastructure Council serves as a resource and strategic advocate for San Antonio regional infrastructure planning and development to improve the quality of life for our members and stakeholders.
June 16 | The North SA Chamber Infrastructure Council welcomed VIA CEO & President, Jeff Arndt to discuss details of its plans to move forward with on-going need for transportation services with its competing budget challenges amid the COVID-19 pandemic.
Jun 5 | Airport Strategic Expansion Plan-New Airport Director provided an update to City Council | Airport Readiness Plan

August 12| New City of San Antonio, Airport Director, Jesus Saenz, Jr. will join us for the Council meeting. Members interested in joining the Infrastructure Council may contact the NSAC team at Membership@northsachamber.com .
June 3 | Summary of The Invest in America Act ; House version of a FAST Act (surface transportation) reauthorization bill:
  • The most significant change from a January (pre-COVID) outline is additional funding as “backstop” for State DOTs, cities, counties, transit agencies, etc.
  • House hearings expected within next few weeks – followed by efforts to reconcile with the Senate version passed summer 2019.
July 10 | TxDOT posted its draft 2021 Unified Transportation Program (UTP), the Department’s Ten Year Plan . The document is available using the provided link.

The public comment period is open from July 10, through August 10. A virtual public hearing will be held July 28, at 10 a.m. Details on the public comment and hearing processes are available here .

Texas Association of Business, CEO & President, Jeff Moseley, has resigned. As TAB begins its search process for a new CEO, the officers of TAB have asked TAB Board Member Eddie Aldrete to step in as Chairman of the Transition Task Force.

Eddie's reputation and work at IBC Bank, throughout the business community, and around the Capitol are well regarded. Within TAB, Eddie chairs the Texas/Mexico Trade Coalition, National Affairs Committee and TAB’s Federal Political Action Committee.
