In partnership with the non-profit organization LiftFund, the City of San Antonio is utilizing funding provided from the Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, to provide financial assistance in form of grants to small businesses and nonprofit organizations impacted financially by COVID-19.

Governor Greg Abbott issued a
proclamation
extending his Disaster Declaration for all Texas counties in response to COVID-19. Originally issued on March 13, the Disaster Declaration provides the state a number of resources to effectively serve Texans as the Lone Star State continues to mitigate the spread of COVID-19.

COVID-19 Liability Protection for Employers
| Texas Senator John Cornyn is drafting legislation at the request of the Senator McConnell; Other similar legislation has been filed, but it is expected that Senator Cornyn’s bill will lead the way; Governor Abbott and state leaders sent letter to Congress to urge support for Employer Liability Protections
H.R.7010 - Paycheck Protection Program Flexibility Act of 2020
| Passed; Amended Small Business Act and the CARES Act to modify certain provisions related to the forgiveness of loans under the paycheck protection program, to allow recipients of loan forgiveness under the paycheck protection program to defer payroll taxes, and for other purposes.

The Government Affairs Council serves as an advocate for Member businesses and their employees before municipal, county, state, and federal officials on political policy issues impacting the economic growth, quality of life, and financial health of local industries. The Council informs and educates Members on proposed initiatives, policies, and legislation which may affect the way business in San Antonio is conducted.

San Antonio Safe & Sick Leave Ordinance
The North Chamber continues to advocate on behalf of our Members to ensure that any mandated paid sick leave consideration is taken out of the hands of local municipalities and left to the state and/or federal governments to enact policy.
June 5—
Austin Third Court of Appeals, had ruled in November 2018 that the ordinance was unconstitutional. This decision will stand after the Texas Supreme Court declined to hear the City of Austin’s appeal
in a
one-line order
.

) There is still more legal follow through with our case in San Antonio, which remains under temporary injunction as described below.
March 30—
A federal judge in the Eastern District of Texas issued a preliminary injunction blocking the City of Dallas’ paid sick leave ordinance, which took effect Aug. 1, 2019, but the City of Dallas was not authorized to engage in any enforcement efforts (other than with respect to the Dallas Ordinance’s anti-retaliation provision) until April 1.

- The most significant change from a January (pre-COVID) outline is additional funding as “backstop” for State DOTs, cities, counties, transit agencies, etc.
- House hearings expected within next few weeks – followed by efforts to reconcile with the Senate version passed summer 2019.
