May 2023

CAP Safety News is new monthly email publication to inform commanders and safety officers of important safety-related changes, reminders, and areas of emphasis.

This month's safety news includes:

Safety Significant Occurrence Status Renaming

  • Initial reporting - Report has not been submitted: The initiator of the report has not yet submitted the report.
  • Assign Review Officer: The report has been submitted but a review officer is not yet assigned.
  • Verification: An assigned review officer has not yet verified the completion and accuracy of the report
  • Review and Analysis: An assigned review officer has verified the report and is conducting the SSO review.
  • Mitigation Review - Wing: The assigned review officer has submitted a mitigation plan and is awaiting wing level review.
  • Mitigation Review - Region: The wing has completed their review of the submitted mitigation plan and it is now awaiting region level review.
  • Mitigation Review - NHQ: The region has completed their review of a mitigation plan containing actions recommended to an NHQ OPR and it is awaiting NHQ level review.
  • Mitigation Plan Accepted: All OPRs have accepted their respective mitigating actions but they have not been implemented / completed.
  • First-Aid Only: The injury or illness involved only first aid treatment and the SSO was closed without an extensive review.
  • Completed: All mitigating actions by all OPRs have been implemented / completed.

In some areas, mentors may be hard to find. If you are working on a rating in the Safety Officer Specialty Track or just need some advice or coaching in a safety role and looking for a mentor, the National Mentoring Program may be able to help!

Applying for your Safety Officer Master rating?


CAP's Chief of Safety is the final approving authority for the Master rating in the Safety Officer specialty track.


Don't Forget, in accordance with CAPP 40-160:

"After approval by the wing commander, the Safety Officer Master Level Checklist will be forwarded to the CAP Assistant Chief of Safety, with supporting documentation, prior to being forwarded to CAP/SE (or designee) for final approval."

Which safety reports do you use?

May and June Safety Emphasis Areas


These focus areas represent common occurrences across CAP for the months of May and June.


  • Aircraft: Ground handling, tail strikes on landing
  • Vehicles: Limited visibility vehicles, backing occurrences, use of spotters
  • Injuries: hiking injuries, wildlife encounters, animal bites, insect stings
  • Illnesses: communicable diseases and foodborne illnesses
