ANNUAL NET COST REPORT REQUIREMENTS
CalRecycle has posted the signed Public Notice detailing the requirement that approved collectors and approved recyclers in California’s CEW Recycling Program calculate and submit Net Cost Reports for operations conducted in 2023. This information was discussed as an informational item at the December 19, 2023, CalRecycle monthly meeting. The notice can be found here.
Net Cost Reports, required pursuant to Title 14 of the California Code or Regulations (CCR), section 18660.10, are intended to describe the costs and revenues associated with the handling of CEW within the scope of the CEW Recycling Program. Recyclers should note that regulations (18660.10(d)) require them to report their cathode ray tube (CRT) CEW and non-CRT CEW recycling information separately. As in past years, collector reporting does not require a distinction between CRT CEW and non-CRT CEW. Early in the New Year, approved collectors and recyclers will receive an invitation from CalRecycle to submit their reports online. Reports will be due on or before March 1, 2024.

Participants are cautioned to not confuse this report with their obligations to also comply with the Department of Toxic Substances Control’s (DTSC) annual reporting requirements by February 1, 2024, which is accessible from DTSC’s Electronic Hazardous Waste (E-Waste) webpage.
REVISED CEW NET COST REPORTING FORMS
As noted above, CalRecycle revised the Net Cost Report forms for use by approved recyclers and collectors to conform to current regulatory requirements and improve accessibility for the visually impaired. The revised forms and guidance document are available on the Program's forms and information webpage, but all participants are encouraged to use the secure internet portal for their report submission. Approved participants will receive direct communications regarding access to the online system in the near future.

Reminder- CEW Recycling Fees Effective January 1, 2024
As a reminder for our members, on September 27, 2023, the Office of Administrative Law (OAL) approved emergency regulations governing the covered electronic waste (CEW) recycling fee. The emergency regulations maintained and adopted the CEW recycling fee at the current rates in each size category:
- Four dollars ($4) for each covered electronic device (CED) with a screen size greater than 4 inches, but less than 15 inches measured diagonally.
- Five dollars ($5) for each CED with a screen size greater than or equal to 15 inches, but less than 35 inches measured diagonally.
- Six dollars ($6) for each CED with a screen size greater than or equal to 35 inches measured diagonally.
