One of the many things folks love about Southern Oregon is that amazing phenomena of change over time called "seasons". Where I grew up in Eastern Oregon, we had what most folks would call winter for about 9 months, followed by 1 month each of spring, summer and fall. Repeat. When grass was green and trees were budding in the Rogue Valley, we were still shoveling snow and knocking icicles off the eaves. And burning firewood, lots of firewood.
Here, at only 1200' above sea level and surrounded by a protective ring of mountains, Spring can occasionally do a pretty good imitation of summer. But don't trust the weather, it will seduce you with 65 degrees of "mostly sunny" and then soak your shirt to the skin an hour later. Treacherous. This year's Southern Oregon Home Show, however, did not disappoint! Many exhibitors and attendees told us it was the best Home Show they could remember. With a packed out slate of exhibitors, a waiting list of hopeful vendors and over 12,000 attendees, this year's event was a "blow out the walls" success! Huge congratulations to our Home Show Team, Jessica Bennington and Anita Wright! Front and center, was a display of Luxury Tiny Homes we brought down from Portland that had everyone talking. Inside we had over 200 vendors and 1000's of products and services that were 90% BASO members representing our commitment to local economic development. In our Seminar area, we put on an amazing 28 well attended classes. This year saw many new exhibitors, such as "In Thee Garden", who's only complaint was, "I needed more booth space!"! We heard that "complaint" more than once.
As we move into spring, demand for construction services is at an all-time high. Consumer confidence, low interest rates and a persistent shortage of both contractors and skilled labor will keep us all hopping. Also, no one is safe while our legislature is in session. We'll track the bills that may affect our industry and let you know what's going on in our newsletter. No matter what your needs, let us know if we can help. Bill considers moving Oregon public land to state control

Four Republican lawmakers want to study the idea of transferring Oregon's federal public lands to state control. House Bill 2365 would create a task force to analyze the benefit and cost of an idea that has become a political lightning rod both nationally and locally. The bill's chief sponsor, Rep. Carl Wilson (R-Grants Pass), emphasized that his bill was only asking for a study.

NAHB Chair Granger MacDonald issued the following statement regarding the joint resolution of disapproval that was introduced in the House today to overturn the Occupational Safety and Health Administration's (OSHA) recordkeeping rule known as the Volks rule:
"NAHB commends the U.S. House of Representatives for using the Congressional Review Act in an effort to overturn OSHA's Volks rule. We have vigorously opposed this rule from the start, and have led the charge alongside dozens of other industry groups who stand ready to fight this unlawful example of regulatory overreach.

"In 2012, the U.S. Court of Appeals for the District of Columbia Circuit held that OSHA could not issue citations for failing to record an injury or illness beyond the six-month statute of limitations set forth in the Occupational Safety and Health Act. In a clear attempt to circumvent congressional authority and in spite of the court's decision, OSHA went on to introduce this new recordkeeping rule, which went into effect last month. The Volks rule will subject millions of small businesses to citations for paperwork violations, while doing nothing to improve worker health and safety.
"The rule directly contradicts clear statutory language and the decision of the U.S. Court of Appeals. This abuse of authority cannot stand. We urge Congress to move swiftly in passing a joint resolution of disapproval for this burdensome, unlawful rule."

Housing shortage a complicated issue in Douglas County
The News-Review
Supply and demand are basic economic principles that can affect a given market. But the theory is too simple when considering Douglas County's housing shortage, says economist Joshua Lehner with the Oregon Office of Economic Analysis. And yet, just like the Portland area and the rest of Oregon, Douglas County is struggling with a shortage of housing, affordable or otherwise. Just 3 percent of the county's homes are for sale or rent, reads Oregon Office of Economic Analysis data.

2017 CCB classes (laws, regulations and business practices)
The Construction Contractors Board (CCB) offers continuing education classes throughout Oregon. These classes provide the three hours of CCB classes that residential contractors need every two-year license renewal period.

The CCB asked Oregon retired insurance broker Kelly Atwood some questions about liability insurance and bonds. Atwood specialized in contractor insurance during his 45 years in business. Here are some of the questions discussed:.
