ANNOUNCEMENTS

The New York City Emergency Management Department has issued a Travel Advisory for Friday, January 19, for snow and possible impacts to the evening commute. The National Weather Service (NWS) has issued a Hazardous Weather Outlook in effect citywide for tomorrow. Light snow is expected throughout the day as a low-pressure system passes offshore to our south. A few flurries are possible tonight, but accumulating snowfall most likely begins between 6:00 a.m. and 9:00 a.m. tomorrow and begins to taper off in the afternoon, coming to an end sometime between 6:00 p.m. and 8:00 p.m.

Snowfall totals of around 3 inches at rates of a half inch an hour or less are expected in New York City.

Cold conditions continue through the weekend, allowing snow to stick around. Temperatures will remain several degrees below the norm with lows in the low 20s to upper teens and wind chills in the teens to single digits. Even colder air moves over the area following the storm. Wind chills could approach zero over the weekend with gusty winds of 20 to 30 mph. Sub-freezing temperatures will persist until Monday. Melting of snow and a refreeze will be possible Monday night.

NYC Emergency Management has proactively activated the City's Winter Weather Emergency Plan in response to the forecasted conditions. This includes conducting coordination calls with the National Weather Service and city and state agencies and utility partners, and bolstering staffing at the Emergency Operations Center, which is already operational due to the city's ongoing asylum seeker operations. The administration announced that Alternate Side Parking Regulations will be suspended tomorrow, Friday January 19, 2024. Payment at parking meters will remain in effect throughout the city.

Residential building owners are legally required to maintain indoor temperatures at 68 degrees when the temperatures fall below 55 degrees outside during the day and a minimum of 62 degrees indoors overnight, regardless of outdoor temperatures. If an apartment lacks appropriate heat, a tenant should first attempt to notify the building owner, managing agent or superintendent. If heat is not restored, the tenant should register an official complaint via 311. Tenants can call 311, visit 311 online at NYC.gov/311, or use the 311 mobile app (on Android and iOS devices) to file a complaint. Hearing-impaired tenants can register complaints via a Touchtone Device for the Deaf TDD at (212) 504-4115.

NYCEM urges all New Yorkers to prioritize their safety by remaining alert and well-informed, including with real-time updates by subscribing to Notify NYC and listening to news broadcasts for the latest weather information.

DSNY Issues Snow Alert for Friday, January 19, 2024,

Beginning at 3 a.m.

Alert continues until 1 a.m. Saturday, January 20

The New York City Department of Sanitation has issued a Snow Alert for Friday, January 19, 2024, beginning at 3 a.m. The alert is in effect through 1 a.m. Saturday, January 20.

Based on current forecasts, 1-3” of snow are possible, although the forecast is subject to change. Precipitation is expected to begin as early as 3 a.m. Friday and last as late as 10 p.m. that day. All winter weather information and information about the City’s response to the storm can be found by visiting the City’s Severe Weather website at nyc.gov/severeweather or by calling 311.

In a Snow Alert, the Department coordinates with NYC Emergency Management and the Department of Transportation on snow clearing protocol in accordance with each agency’s written snow plan. All relevant city agencies have been notified of the Snow Alert.

Trash/Recycling Collection:

Trash collection is ongoing, although delays are possible given this week’s holiday and the earlier Monday/Tuesday snow event. Residents should follow their regular schedule. Due to recent investments in DSNY’s headcount, only limited and sporadic delays are expected in this storm.

Snow Clearing Information

While DSNY clears streets and bike lanes, property owners are responsible for clearing sidewalks. As a reminder, property owners, including restaurants with outdoor dining structures, may NOT push snow into the street, including bike lanes. This impedes snow clearing operations and is illegal. Snow may be moved against the building, to the curb line, or areas on private property. Sidewalks should be passable for all pedestrians, including a minimum 4-foot clear path, where possible.

If the snow stops falling between:

  • 7 a.m. and 5 p.m., property owners must clear sidewalks within 4 hours
  • 5 p.m. and 9 p.m., property owners must clear sidewalks within 14 hours
  • 9 p.m. and 7 a.m., property owners must clear sidewalks by 11 a.m.

Find information on Sanitation snow operations along with residents’ responsibilities during and after snow at nyc.gov/snow.

Open Streets Application

DOT works with community-based organizations, educational institutions, and business groups to execute Open Streets citywide. In coordination with community partners, DOT can also help to develop operational plans to manage the street for multiple uses, including outdoor dining, programming, and outdoor learning/recreation for schools.

DOT works with partners and local stakeholders to ensure loading, deliveries, and emergency access is coordinated as part of the Open Streets' operations. The Open Streets application is for partners that want to manage their own Open Street. Returning partners may use previously submitted data based on their application ID for an even more streamlined application process. New partners must submit a full application.

The 2024 application features important deadlines partners should consider before applying:

  • For Open Streets launching on or before June 30, 2024, the application deadline is January 31, 2024.
  • For Open Streets launching on or after July 1, 2024, the deadline is March 1, 2024, which is also the deadline is also for any school applying for the 2024-2025 academic year.

You can volunteer to survey homeless individuals if you are:

  • 16 or older (those under 18 must be accompanied by a guardian)

How to Report Elder Abuse

In 2011, the New York State elder abuse prevalence study found that 76 out of 1,000 older New Yorkers experienced elder abuse during a one-year period. This abuse is in the form of physical abuse, verbal abuse, neglect, financial exploitation, and sexual abuse.

Elder abuse is frequently not reported by those experiencing it. There are multiple reasons someone might stay or refuse help, including cognitive diseases such as depression or dementia, fear of retaliation, shame, immigration concerns, cultural factors, and more.

DSS Adult Protective Services (APS) helps New Yorkers 18 years and older regardless of income, and among other mandates, helps individuals experiencing elder abuse. APS advocates and works to ensure that individuals receive the services and support they need to live in the community safely and with dignity. If you suspect an elderly person is the victim of abuse, please call 311
