I hope everyone is having a pleasant summer, enjoying the weather, but also avoiding the excessive heat we have been experiencing. Due to that excessive heat in July and minimal rain this season, Loudoun County is in extreme drought conditions. While there are no restrictions in place and there is no threat to drinking water, please consider taking steps to reduce your water usage by following suggestions in the newsletter below along with other summer weather tips.


In July, I was pleased to welcome Freedom Mobility to the Broad Run District. Freedom Mobility Solutions is a wheelchair and mobility equipment rental and retail store that offers ramps, stairlifts, scooters, and much more. Earlier this month I also attended the National Association of Counties' (NACo) Annual Conference. The NACo conference brings county officials from across the nation to discuss policy, education, and other opportunities to help improve our residents’ lives and county government efficiency. Out of the several sessions I attended, I joined one discussion on how counties can leverage cultural assets to drive tourism and enhance conditions for economic development. This was a great educational session in learning how other counties are promoting their culture and history to increase tourism and will be helpful as I continue to look for other ways to diversify Loudoun’s economy and expand our access to the arts. I also had the opportunity to visit the Tampa Museum of Art and to learn about some of their educational opportunities, such as their summer art camps for children. Educational art workshops and programs would be a great addition for the future Eastern Loudoun Community Arts Center, which is why my initiative to build the facility aims to include classrooms and other learning spaces that would enhance Loudoun’s cultural education. I also attended the NACo Human Services and Education Policy Steering Committee meeting, of which I am a member, where we discussed several topics, including how to best deliver human services during natural disasters and how to power healthy SNAP purchases with innovative technology.


The Claiborne Parkway Cell Tower Special Exception application is scheduled to appear at the Planning Commission's July 30th Public Hearing. The public hearing will take place at 6:000pm in the Board Room of the Loudoun County Government Center (1 Harrison Street SE, Leesburg 20177). Dominion Energy has also announced plans for another power lines project from a substation off Old Ox Road near the airport, up either the Broad Run or Loudoun County Parkway, to a substation near Pacific Boulevard and Waxpool Road. Drought Conditions Affecting Loudoun County and the Region

Loudoun County officials encourage residents to be aware of the drought conditions affecting Loudoun County, the Commonwealth and the region. The combination of a lack of precipitation and excessive heat has resulted in rapid intensification of drought conditions.

 

Current Drought Conditions:

The National Integrated Drought Information System classifies most of Loudoun County as experiencing an extreme drought. The Virginia Department of Environmental Quality (DEQ) has issued a drought warning advisory that includes Loudoun and several other counties in the state. 

 

Loudoun Water:

Loudoun Water reports that for water providers on the Potomac River, upstream storage reservoirs are full and there is no current threat to drinking water supplies. There are no voluntary or mandatory water restrictions in place in the region for residents who rely on the Potomac River as the source of their water. Regional water suppliers are monitoring and coordinating water supply data.

    

Water Conservation and Drought Monitoring:

DEQ’s Virginia Drought Monitoring Task Force monitors drought conditions and makes recommendations. Officials indicate voluntary steps can be taken now by Loudoun residents to help slow the impact of the drought conditions.

 

Loudoun Water, which provides water and wastewater services to more than 80,000 households in Loudoun County, also encourages wise water use at all times, not only during periods of drought. 


Loudoun residents may consider the following steps:

  • Begin voluntary water conservation, such as suspending lawn irrigation.
  • Check for leaks in faucets and outside spigots.
  • Fix toilet leaks.
  • Run dishwashers with a full load. If doing dishes by hand, turn off the faucet while scrubbing.
  • Shorten your showers or use less bath water.
  • Turn off the faucet while brushing your teeth.
  • Use drought-resistant plants in your yard.

The Loudoun County website provides links to current hydrological conditions in Loudoun, including precipitation, groundwater and streamflow data collected by the National Oceanic and Atmospheric Administration and the United States Geological Survey. Animal Services Updates and Announcements

A black bear has been spotted for the last several days in the Broadlands and Ashburn Village areas of Broad Run. This happens when bears have access to food such as on trash day, following neighborhood cookouts, or find a neighborhood full of bird feeders. Nothing has been reported as abnormal with the bear in question, and it will likely stick around for a few days before moving on to a more wild area. While it is an unexpected sight to see a bear in a suburban area, the bear is more afraid of people that one might think. Loudoun County Animal Services encourages residents to keep trash cans in garages when not on pickup day, not fill birdfeeders in the summer months, and never feed or encourage interactions with wild mammals, including bears.


Now through next Wednesday, July 31st, Animal Services is waiving all cat adoption fees. The Loudoun County Animal Shelter’s adoption hours are 11:00am to 5:30pm, Monday through Sunday. Those interested in adopting are strongly encouraged to arrive by 5:00pm to allow time for adoption counseling and paperwork. Weather Tips and Information

The combination of hot temperatures and high humidity may cause heat illnesses to occur. In addition to avoid being outside for long periods of time, Loudoun County officials remind residents to take other precautions to prevent heat-related illnesses and to stay safe from severe thunderstorms. Health Department Services and Annoucements

Did you know the Loudoun County Health Department offers a variety of patient care services? Learn more about their services here: Loudoun.gov/1278/Patient-Care-Services.


The Health Department offers dental services, including dental referrals, oral cancer screenings, information on dental health techniques, and emergency care to those who meet eligibility requirements. The Health Department can also help coordinate free prenatal and postnatal care for pregnant women who meet income eligibility requirements. Services include physical exams, laboratory tests, teaching, and counseling. Whether at the pool, lake, or beach, the Health Department reminds you to remain vigilant with children around bodies of water. Drowning happens fast.

Next Loudoun Household Hazardous Waste Event is July 27 in Lovettsville

The next Loudoun County Household Hazardous Waste (HHW) collection event is scheduled for Saturday, July 27, 2024, 8:30 a.m. - 2:30 p.m., at Lovettsville Elementary School, 49 South Loudoun St, in Lovettsville. To support this initiative and inform this vision, COG and WMATA are conducting a survey to understand residents’ needs and desires about the future of public transportation in the region.

2024 VDOT Repaving Plan

The Virginia Department of Transportation (VDOT) has released their list of roads that will be resurfaced in 2024. The exact dates for the road work are unknown at this time, as it is dependent on weather and contractor schedules. Resurfacing projects can last from a few days to a few weeks, depending on the size of the project. View VDOT’s repaving map here. Ashbrook Building 11

This project, consists of building a flex-industrial building in the existing parking lot located behind the building at 20098 Ashbrook Place in Ashburn. The flex-industrial building was approved by the Board of Supervisors in 2022. Building construction will not begin for several months and will be maintained by Merritt Properties as part of their Ashbrook office complex. Sidewalks on Ashbrook Place to Atwater Drive will be built as part of this project.

Ashburn Crossing Phase II

This project, consists of building two flex-industrial buildings on the vacant land located on the northeast corner of the Gloucester Parkway and Ashby Ponds Boulevard intersection. The flex-industrial buildings were approved by the Board of Supervisors in 2023. Site grading is underway and will be maintained by St. Johns Properties as part of their Ashburn Crossing office complex. A trail will be built along Gloucester Parkway.

Ashburn Station / Regency Property

ZMAP-2018-0010

This project, at the southwest corner of Ashburn Village Boulevard and Waxpool Road, was approved by the Board of Supervisors in 2019 as a rezoning for up to 254 residential units will be built. The developer installed a series of sidewalks and trails to connect the area to the Metro station, and dedicating around 70 acres of parkland to the County. Building construction is underway and will continue for several months, and units are being occupied.

Belmont Chase, Regency at

ZMAP-2013-0003

No Change

This project, on land in between Claiborne Parkway, Ashburn Road, and Russell Branch Parkway, was approved by the Board of Supervisors in 2018, and allows for the construction of 105 age-restricted townhomes and 33,000 square feet of retail space. The construction of the age-restricted townhomes is almost complete. The retail space has yet to begin construction. Uses allowed in the retail space are those usues that are seen in strip malls and retrail centers around the county.

Broadlands Ashburn Metro

This project, on land between Demott Drive, the Dulles Greenway, Waxpool Road, and Old Ryan Road, was approved by the Board of Supervisors in 2019. The application allows Van Metre to construct townhomes and multifamily units, office space, retail space, a hotel site, and educational spaces. Townhouse construction is nearing completion. The attainable housing building at Demott Drive and Mooreview Parkway held its ribbon cutting earlier in May. Leasing at that View at Broadlands apartment building is open.

Broadlands CyrusOne

STPL-2023-0041

This project entails the construction of a 1 million square foot data center on 50 acres of vacant land located between Belmont Ridge Road, Broadlands Boulevard, Education Court, and the Dulles Greenway. This by-right data center did not need Board of Supervisors approval, as the property’s current office park zoning allows for its construction. Supervisor Glass has been working with CyrusOne and the Broadlands HOA to discuss landscaping and architectural enhancements in an attempt to make the data center blend in with the surrounding community as best as it possibly can.

Broadlands Section 104

This project, on land at the northwest corner of the Broadlands Boulevard and Van Metre Drive intersection, consists of the construction of 45 townhouse units, 27 condo units, and 64 apartment units, for a total of 136 residential housing units. The application was approved by the Board in December 2023. 30 of the housing units will be attainable housing units available to households making less than 100% of the Area Median Income (AMI). The Area Median Income for Loudoun County for a household of four is $154,700. The developer will also install sidewalks throughout the development to connect to the future Ashburn Recreation and Community Center.

Commonwealth Center

Commonwealth Center Motor Club is a special exception application to build an exhibition facility and restaurant on the vacant land to the east of XCAL. This application is currently in the Planning and Zoning staff review stage and has not been scheduled for a Public Hearing. Commonwealth Residential North was approved in 2022 and consists of 222 condo and 285 apartment units located on the southeast corner of Route 7 (Leesburg Pike) and Loudoun County Parkway. Commonwealth Residential South was approved in 2023 and consists of 118 attainable apartment units in a building located behind Silver Diner.

Data Center Projects

No Change

Several data center projects, located throughout Loudoun's "Data Center Alley," were either approved by the Board of Supervisors under previous years and are now being built, or the data centers are allowed "by-right" under the property's current zoning and did not need Board of Supervisors approval. Most of the unbuilt or in development data centers are located along Waxpool Road, around Beaumeade Circle, around Red Rum Drive, and near the intersection of Loudoun County Parkway and Shellhorn Road. For any questions regarding a specific parcel or a specific data center project, please reach out to Supervisor Glass for a response.

Dominion Energy Powerlines

and Substations

Dominion Energy has submitted an application to the Virginia State Corporation Commission (SCC, PUR-2024-00032) to construct powerlines down the southern side of Route 7 from Belmont Ridge Road to Loudoun County Parkway, in addition to a new project to run powerlines up Loudoun County Parkway or the Broad Run to Waxpool Road from Old Ox Road. Community meeting information on the new project can be found here: DominionEnergy.com/NOVA. Dominion is also constructing powerlines near Kincora that cross Route 28 to reach a new substation by Dulles Town Center, with information here. The NIVO substation is also being built on Smith Switch Road.

This application is for a special exception to build a car wash next to the Wawa located at the northeast corner of Russell Branch Parkway and Gloucester Parkway. The application is in the Planning and Zoning staff review stage and has not been scheduled for a Public Hearing. The Kincora project, located at the southwest corner of the Route 7/Route 28 interchange, had its most recent iteration approved by the Board of Supervisors in 2021, consisting of 2,400 housing units, over 2 million square feet of non-residential uses, and approval of the two museums (NMISO and NVSC).

Loudoun Station and

This project is on land south west of Shellhorn Road, and southeast of Ashburn Metro Drive, near the Ashburn Metro Station. The project was approved by the Board of Supervisors in 2003. The project is divided into two sections. Loudoun Station is the portion closest to Shellhorn Road and is currently under development. Loudoun Station plans to develop 1,159 multi-family units and 165,500 square feet of retail in three phases. Gramercy District is the vacant parcels closest to the Metro Station. The developers of do not have immediate plans to develop the site.

Milestone Tower Claiborne Interchange

This application proposes to construct a cellphone tower in the southeast corner of the Claiborne Parkway and Route 7 interchange. The tower would be located within the VDOT right-of-way and inside of the interchange cloverleaf. The application is scheduled to appear at the Planning Commission's July 30th Public Hearing for resident comment (sign up to speak) before going to the Board of Supervisors for a final vote of approval or denial. More information on the project can be found at BelmontROWWireless.com. The Board of Supervisors cannot take health concerns regarding cell towers into consideration when making a land use decision.

Moorefield Station

This project, approved by the Board of Supervisors in December 2002, allows for the construction of up to 6,000 residential units and up to 9,750,000 square feet of non-residential uses on land between the Dulles Greenway, Old Ryan Road, and Loudoun County Parkway. The next phase of development will be known as Southmoore, near the intersection of Loudoun County Parkway and Claude Moore Drive. Quantum Park

This application is still being reviewed by county staff.

Silver District West

This project was approved by the Board of Supervisors in March 2019 as a rezoning from industrial and office park to transit center. The development is in both the Broad Run and Sterling Districts, with the portion in Broad Run located at the western corner of the Dulles Greenway and Loudoun County Parkway interchange. The development has approval to construct up to 3,706 residences and over 1 million square feet of non-residential space in an urban, transit-oriented environment. A series of road improvements will be built through this project.

Telos/North Branch Place

The 25-acre Telos headquarters site at the northern end of Ashburn Road was sold to a developer in 2019 and is being leased back. The developer has submitted both a site plan for a data center to be built on the parcel, along with an application to rezone for a 336 unit townhouse and condo development. The parcel is currently zoned industrial, which allows for the data center to be built by-right (without Board of Supervisors input). The housing development is currently in the staff review stage. Neither plan is currently being built on site.

Tillett's View

This project is on vacant land southeast of Waxpool Elementary School and surrounding the area near the old Tillett's Auction Barn site at Black Angus Drive. The project consists of constructing up to 101 single family units and 199 townhouse units, for a total of 300 units. The project will also contain a pool house with community amenities along with historic signage and trails/sidewalks in the area.

Waxpool Crossing

This project, at the northwest corner of Ashburn Village Boulevard and Waxpool Road, was approved by the Broad of Supervisors in 2021 as a rezoning from a church property to residential. The developer will build 384 multifamily units, including 44 attainable housing units. Site work and street construction is underway along with unit building, which are being purchased and occupied.

Broad Run District Recreation and Pedestrian Projects

Ashburn Recreation and Community Center

The project will construct a 117,000-square-foot recreation and community center on Broadlands Boulevard, west of the intersection with Claiborne Parkway, behind the Lidl. The two-story facility will feature a 50-meter competition pool, a leisure pool, full size gym, basketball, pickleball, and volleyball courts, along with classrooms and meeting spaces. Concrete has been poured for the pools and for the competition pool bleachers. Exterior finishes are being worked on has well as the drilling for geothermal wells. The center is scheduled to open for use in 2025 after construction is complete and all facility staff has been hired.

Beaverdam Run Trail Under Ashburn Road

This project consists of constructing an asphalt trail on the northern side of Beaverdam Run and underneath Ashburn Road, to connect the existing trails for Ashburn Village and Ashburn Manor. The construction will be completed in two years to coincide with the dredging reconstruction work being done to the Ashburn Lake as part of the Ashburn Lake Water Quality Project. A study was also completed to determine the best way to add pedestrian facilities crossing Beaverdam Run from the north and south. An approximately $4 million pedestrian bridge on the west side of Ashburn Road was determined as the best option.

Broad Run Toll House and Broad Run Stream Valley Park

The Board of Supervisors has approved a stewardship management plan for the restoration of the historic Broad Run Toll House near Route 7 (Leesburg Pike) and Route 28 (Sully Road) to be restored to its near-original condition. The Toll House will be used as a trailhead with parking and picnic spaces for the Broad Run Stream Valley Park, which is being developed under the county's linear parks and trails system, to run the entire length of the Broad Run.

Community Arts Center

In April 2024, Supervisor Glass was successful in having an Eastern Loudoun Community Arts Center added to the county's Capital Improvement Program (CIP). The county undertook a feasibility study to determine an initial draft scope of such a facility. The determination was a 500-seat theater with classroom and gallery spaces. The County Administrator is preparing to return to the Board's Finance Committee with additional review about an appropriate size for the community arts center.

Glass Recycling at One Loudoun

After hearing from several Broad Run constituents about the lack of a glass recycling drop off site in Ashburn, Supervisor Glass submitted an initiative to construct a purple glass recycling center at the One Loudoun Park and Ride Lot that is behind the Ashburn Sheriff’s Station (20360 Savin Hill Drive, Ashburn 20147). General Services staff continue to work to finalize zoning permit approvals for the development of the center. The One Loudoun HOA is supportive of the project, and construction is estimated to begin by June once the project has received the necessary approvals. Metro Station Area Pedestrian Improvements

This project will construct missing sidewalk and trail segments in the bicycle and pedestrian network within two miles of the future Loudoun Gateway and Ashburn Metrorail stations, in an effort to improve accessibility and connectivity to the stations. Currently land acquisition for several of the missing links is underway, which will be followed by utility relocation and sidewalk or trail construction. Different links will be completed between 2025 and 2029, based on the extent of utility relocation and construction site difficulties.

Northern Virginia Science Center

This project involves the construction of a regional science center through a multi-party agreement. The Science Center will be built on an approximately 5-acre site backing to the Broad Run at the Kincora development. Currently, the land is in the final stages of being transferred from the developer to the center. Loudoun is contributing $19 million and the Commonwealth of Virginia is contributing $40 million of the $75 million cost of the project. Construction is estimated to begin in fall 2024 with a ceremonial groundbreaking event and take 24 months to complete.

W&OD Trail Crossing at Ashburn Road and Smith Switch Road

Ashburn Road Improvements

A study (PDF) was completed in 2020 on driver and pedestrian safety along the corridor of Ashburn Road between Gloucester Parkway and Farmwell Road/Ashburn Farm Parkway. Ashburn Road will be repaved in summer 2024, which will incorporate to painting of additional bike Sharrows and high visibility crosswalks. The gateway signage will be changed to say "Old Ashburn" in fall 2024.

Belmont Ridge Road Widening

This project provides for the widening of Belmont Ridge Road from two to four lanes from Truro Parish Drive to Croson Lane. Construction is estimated to reach substantial completion by fall2024, weather permitting. Paving work along the corridor is underway. Drivers should use extra caution in this area and follow directions from the posted signs and road crews who may use brief traffic stoppages to complete paving work safely.

Croson Lane Widening

This project provides for the widening of Croson Lane from a two lane road to a four-lane, median-divided roadway, from Claiborne Parkway and Old Ryan Road. Design plans have reached 60% and are currently under review. A utility survey will be begin in summer 2024 which will guide the 90% design plans along with utility relocation coordination. A traffic signal at Croson Lane and Old Ryan Road is not currently warranted with this project, but a four-way stop will be constructed.

Farmwell Road Intersection Improvements

Route 7 Additional Eastbound Lane Widening from Loudoun County Parkway to Route 28

This project provides for the construction of an additional travel lane along eastbound Route 7 between the Loudoun County Parkway entrance ramp and the Route 28 exit ramp, to eliminate the need to merge in and out of traffic between the two interchanges. The project is currently in the design phase with field surveys underway. Construction is estimated to be completed in 2029.

Russell Branch Parkway Corridor

This study looked into vehicular and pedestrian safety improvements, along with intersection improvements, on Russell Branch Parkway from Ashburn Village Boulevard to Ashbrook Place. Findings included widening trails and constructing traffic signals at Atwater Drive/Lumbee Way, Navajo Drive/Ashbrook Commons Plaza, and Ashbrook Marketplace Plaza. Funding has not been allocated at this time but One Loudoun will build the signal at Atwater Drive.

Smith Switch Road Corridor Study

This study is currently underway and is looking into vehicular and pedestrian improvements along Smith Switch Road from Waxpool Road/Farmwell Road to Gloucester Parkway. The study is inclusive of a grade-separated bridge crossing with the W&OD Trail, along with coordination of other county sidewalk projects along the road. Project findings will be presented later along with funding determinations by the Borad of Supervisors.
