Sand Creek Road extension breaks ground in Brentwood

As East County continues to grow, our transportation and infrastructure needs are growing as well. One of the biggest local road improvements is the new Sand Creek Road extension in Brentwood, which broke ground Tuesday in a ceremony that had been many years in the making. This extension will save lives by providing a more direct and safer route to Kaiser Permanente, and it will provide better access to Dozier-Libbey Medical High School and more.


The City of Brentwood's staff and elected officials have been hard at work for years planning the extension, which will lead west from Highway 4 toward Dear Valley Road and connect with other extensions that are already completed.


I had the unique opportunity to speed up the project in February as Chair of the East Contra Costa Regional Fee and Financing Authority (ECCRFFA), when I, along with the four mayors of Brentwood, Antioch, Oakley and Pittsburg, voted unanimously to prioritize funding this shovel-ready extension. I'm proud of our elected officials for working together as a region and putting taxpayer dollars toward a project that will have immediate impacts for public safety and economic development.

Contra Costa County Public Works to Install Traffic Control as part of the Marsh Creek Road Bridges Replacement Project

The Contra Costa County Public Works Department will install one-way traffic control on Marsh Creek Road from approximately 1.3 miles northwest of Deer Valley Road near the Clayton Palms Community to approximately 0.6 miles west beginning on Monday, August 14, 2023, through April 2024, barring unforeseen circumstances. (This is a change from the original plan to begin August 7.)


The traffic control will include installing a temporary traffic signal system to allow one direction of traffic at a time through the Marsh Creek Road Bridges Replacement Project work area for the public’s safety. Message boards and signage will alert drivers about the traffic control. Drivers should expect delays up to 15 minutes.


The project will replace two (2) bridges on Marsh Creek Road with two (2) new concrete bridges. Work will take place on Marsh Creek Road at Bridges 143 and 145. Bridge 143 is located approximately 1.5 miles northwest of Deer Valley Road near the Clayton Palms Community. Bridge 145 is located approximately 3.0 miles east of Deer Valley Road near the road transition to Camino Diablo. Work also includes reconstruction of the bridge approach and construction of drainage facilities. The temporary traffic signal system to allow one direction of traffic will be installed at the Bridge 143 site only.


Funding for this project is provided by the federal Highway Bridge Program and local Gas Tax funds.

Seeking Farmers: Apply by August 14 for the BirdReturns-Delta Farmlands Program

Get paid for short-term flooding of fields that benefits birds


The BirdReturns Program creates short-term wetland habitat that migratory birds desperately need by paying farmers to flood their fields. Since 2014, BirdReturns has generated over $10 million in direct payments to farmers and created over 120,000 acres of seasonal wetland habitat.


Who is eligible?

Farmers with row or field crops who can manage shallow flooding in the Sacramento-San Joaquin Delta Region. 


What is required?

Manage crop stubble post-harvest, flood, and hold water for a minimum of three weeks between August 28, 2023 and October 13, 2023. Flooding periods start the first Monday of each week.


How and when to apply?

Submit a one-page online bid form at BirdReturns.org with the field location, preferred timing and duration of flooding (21 days +), crop type of harvested fields, and your best price per flooded acre. The application period is now open and closes at noon on Monday, August 14, 2023 at BirdReturns.org.



Applicants interested in this practice should expect to be sprayed by mosquito abatement districts and should work with local district representatives to determine the approximate abatement fees prior to applying to ensure that they are accounting for these fees in their bids. Office of the Sheriff Accepting Applications for Fall Citizens Academy

Contra Costa County Office of the Sheriff is now accepting applications for the Fall 2023 Citizens Academy! The Citizens Academy provides community members with an inside look at the Office of the Sheriff and its mission, duties, responsibilities, and services.



The Citizens Academy will take place in Martinez. It begins on September 18, 2023, and runs for 6 consecutive weeks. Classes meet Wednesday evenings from 6:00 pm - 9:00 pm with one Saturday session scheduled for September 30, 2023, 9:00 am - 3:00 pm.

CASA Volunteers Needed to Advocate for Children

Court Appointed Special Advocates (CASA volunteers) are regular people who do great things for children in need, and are often the only voice for a child that’s experienced distress and mistreatment. Community members have the ability to provide an amazing service by providing a stable and loving presence in a foster child’s life by volunteering as a CASA volunteer. Children who find themselves in unfamiliar situations may appear tough or angry, but are often breaking with sadness inside. Their family is gone. Their living situation has changed. Nothing is what it used to be, and they’re often left feeling as though it’s their fault. Imagine taking these children to the park. Eating ice cream together. Laughing after a movie or a soccer game. Encouraging them in school. Showing up to advocate for them in court. Watch as they begin to experience excitement and joy again. Picture their face lighting up when you’re there for them when others aren’t. You are that support they need.


You have the powerful opportunity to impact the life of a child in your community when you volunteer with CASA of Contra Costa County as an advocate for foster children in Concord and the surrounding areas. Foster children come from homes where they were abused and neglected. This is never the child’s fault, but children in the foster system are left to experience the trauma of their past situation as well as this new change in their life. Over 800 children in Contra Costa County feel scared, confused, and lonely every year as a result of being placed in foster care. Children such as these crave hope and support. They long for someone they can trust and depend on and someone who cares.

Antioch resident Ali (right) kept coming up against failing a test that would have gotten him a job promotion. After working with a few big-hearted community volunteers like Jim (left), Ali did better than passing the test—he found a new job that aligns more closely with his professional goals, and his new job is paying for him to go to community college!


Ali improved his English reading and writing skills at his local library through Project Second Chance, Contra Costa County Library's free, confidential adult literacy program. Did you know that 1 in 5 Contra Costa County adults lack the reading and writing skills they need to get ahead? In under 20 hours a month, volunteer adult literacy tutors help improve this statistic.

Kids Fishing Derby this Saturday

The annual Kids Fishing Derby will be held on Saturday, August 12th. The derby is for children up to age 15 and registration is FREE. This is a “catch and release” derby so children will be assisted to release the fish after they have been logged.


Registration and check-in is from 8 AM – 9 AM. The Derby runs from 9 AM – 11 AM, followed by a complimentary snacks and awards. The Derby will be held at the Antioch/Oakley Pier off Bridgehead Rd. in Oakley.

Candidates for these positions must live in District 3 or any specified boundary area for special districts.

Contra Costa County Hazardous Materials Commission

  • have demonstrated interest in hazardous materials issues;

Description:

The Commission is a voluntary body appointed by the Board of Supervisors and makes policy recommendations to the Board and County staff on issues concerning hazardous materials and hazardous waste.

The Commission’s 14 members and alternates serve four-year terms and include representatives of industry, labor, civic groups, environmental organizations, environmental engineers, the general public, cities and Environmental Justice communities.

County Service Area Citizen Advisory Committee

Description:

The County Service Area P-6 Citizen Advisory Committee creates reports and recommendations to the Board of Supervisors on extended police protection services which includes, but is not limited to, enforcement of the State Vehicle Code where authorized by law, crime prevention, and litter control.

Assessment Appeals Board

The Assessment Appeals Board conducts impartial hearings on property assessment disputes between taxpayers and the county assessor. Based on the evidence presented at these hearings, the appeals board determined the value of the disputed property or determines other matters of property tax assessment within the board’s jurisdiction.

 

Qualifications:

Applicants should possess five or more years of professional experience in California as one of the following: licensed real estate broker, attorney, certified public accountant (CPA) or public accountant, property appraiser accredited by a nationally-recognized professional organization, property appraiser certified by the Office of Real Estate Appraisers, or property appraiser certified by the State Board of Equalization. 

 

 

Mental Health Commission

1 Seat (Seat 3 – Family Member)

To review and assess the community's mental health needs, services, facilities, and special problems, in order to advise the Board of Supervisors concerning local mental health services and programs.


The Mental Health Commission meets the first Wednesday of each month from 4:30-6:30 p.m. at 550 Ellinwood Way, Pleasant Hill. Note: The Commission may not meet during the month of December. Check the Meeting Schedule page for a complete list of meetings.

 

 

Emergency Medical Care Committee

1 Seat

The Emergency Medical Care Committee reviews the County's ambulance and other emergency services as required in State law; and serves in an advisory capacity to the County Board of Supervisors, and to the County EMS Agency, on matters relating to emergency medical services as directed by the Board.


Meetings will normally be held at the Contra Costa County Emergency Medical Services (EMS) Administrative Office, 777 Arnold Drive, Martinez, CA, from 4 p.m. to 5:30 p.m.

 

 

Knightsen Town Advisory Council (KTAC)

1 Seat

The Council advises the Board of Supervisors on land use and planning matters affecting the community of Knightsen and may represent the Knightsen community before the Board of Supervisors, the East County Regional Planning Commission, the Zoning Administrator and the Local Agency Formation Commission on proposed boundary changes affecting the community.

 

The Knightsen Town Advisory Council (KTAC) consists of five (5) members, each of whom must reside within the boundaries of the Knightsen TAC. KTAC meets the third Tuesday of every month at 7:30pm. Meetings are still being held virtually and will be subject to change.
