The Boyne City Commission reduced property taxes by slightly more than one mill at their regular meeting on Tuesday. Mayor Tim Nemecek read a statement thanking city staff and department heads for their “dedication and hard work throughout the budgeting process. Their expertise and commitment have been instrumental in shaping the fiscal direction and success of our city.” 
He also thanked the other members of the City Commission “for their diligent efforts and commitment to making impactful changes for the future success of our community. Your dedication to rolling up your sleeves and delving deep into the budget material has not gone unnoticed.”
Nemecek noted six areas as key highlights of the new budget:
  1. Reduction in Operating Millage: We successfully reduced the city operating millage from 15.51 to 14.95, demonstrating our commitment to fiscal responsibility and easing the tax burden on our residents.
  2. Reduction in Debt Millage: The Debt Millage has been reduced from 1.70 to 1.235, further alleviating financial strain on our community members.
  3. Total Millage Reduction: With reductions to both millages, we achieved a grand total millage reduction of 1.03, marking a significant milestone in our efforts to support our residents.
  4. Housing Opportunity Initiatives: The City Commission has allocated budgeted funds towards housing opportunity initiatives, taking concrete steps to address the housing crisis and affirming our commitment to action.
  5. Road Maintenance and Repair Plan: A new budget plan for road maintenance and repairs has been implemented, ensuring significant savings for taxpayers on future road-related expenses.
  6. Capital Improvement Action Plan: We have introduced a 10-year capital improvement action plan to address all unpaved roads within Boyne City limits, aiming to transform local and major streets into paved roadways.

In other action Tuesday, the City Commission:
  • Approved a resolution to apply to the Michigan Department of Transportation to reclassify six Local Street segments as Major Streets, which would result in increased state funding if approved. The proposal would reclassify portions of Vogel Street, Call Street, East Street, and Charlevoix Street.
  • Approved spending up to $3,000 to retrofit equipment and exterior decals for an Ambulance Department ECHO vehicle. The department will be upgrading from a 2011 vehicle to a 2019 vehicle formerly used by the Police Department. 
  • Appointed Bruce Barget to fill a vacancy on the Airport Advisory Board. The board is still looking to fill additional vacancies - email mcain@boynecity.com if interested.
  • City Manager Mike Cain reported that he had appointed Steve Schnell to a vacancy on the Boyne City Housing Commission and reappointed Julie Hasse to the Housing Commission. 
  • Changed their next regular meeting from 12 noon April 23 to 12 noon April 30.
  • Decided to change city policy and allow weddings to be held in City Hall.

ARBOR DAY CELEBRATIONBoyne City has declared Friday, April 26th as Arbor Day, celebrating 20 years as a “Tree City USA.” To celebrate the City, the Boyne Valley Garden Club and the Friends of the Boyne River will be giving away trees at the Veterans Park Pavilion from 10 a.m. to noon. Each tree will be accompanied by a brochure with planting and care instructions, making it easy for residents to start their own backyard arboretum. Members of the Boyne Valley Garden Club, the Friends of the Boyne River and the Northern Michigan Master Gardener Association will all be onsite to answer tree questions. In addition to the tree giveaways, the Boyne District Library Bookmobile will be on site. Local environmental groups will also have displays. Full press release.

Aging Gracefully Symposium

Learn from aging experts about the impact of managed insurance, the importance of estate planning and why having a medical advocate is essential.

For many of us, aging with grace is important. Becoming more aware of maintaining an active lifestyle, ensuring we keep healthy relationships, managing financial and other affairs, and more are all key to healthy aging.

Independence Village of Petoskey is once again hosting an expert panel of advisors and resources for successfully navigating the aging process. This year, the symposium will cover Medicare insurance, the importance of estate planning and medical advocacy. After the event, guests are encouraged to take a tour of the community. They may even take home a door prize from the event!

SPONSOR -A-SENIOR Basket Project
Who:
Anyone can “SPONSOR-A-SENIOR” - Friends, teachers, local business owners, neighbors, grandparents, coaches, BCHS Alumni, parents and siblings are welcome to participate! You can choose to be anonymous, or let your senior know who you are at the basket reveal time. We will NOT be sharing sponsor names with the student—BUT YOU CAN (but not before the basket is given to your senior)!! We will not sponsor a student to their own family members.

What:
Once you tell us that you are willing to sponsor a senior, we will provide you with a student name, along with a basket and a Class of 2024 student survey with their likes/dislikes. You will then fill the basket with fun goodies (as an individual/family/ neighborhood/co-workers/friends-it’s up to you!) for your senior to enjoy. The survey provided will give you a glimpse of the seniors' likes and dislikes. There will not be any restrictions as to what can be placed in the baskets, or what dollar amount can be spent (on average, last year’s baskets were valued at roughly $100 each). We have been doing his project since 2020, and have had AMAZING results since. Our students were very thankful and surprised with the generosity of our hometown!

Where:
This project is multi-functional. Yes, we want the seniors to be gifted with a great basket filled with fun things from the community, but it’s also a fun way to bring a little bit of BOYNE PRIDE back into the local economy!

When:
The deadline for basket delivery to Megan Neidhamer or Erin Zucker will be Thursday, May 23, 2024. Baskets will be picked up by the Class of 2024 before graduation. We will have seniors pick up the baskets from BCHS during Graduation Rehearsal on Friday, May 31st.

Why:
To spread joy and love to the Boyne City Class of 2024! Get creative, have fun, think outside-the-box. It’s up to you! If you need ideas, please contact us, our info is below!

Boyne City to Charlevoix Non-motorized Trail – Phase 3
Approximate Project Schedule: April 1, 2024 to August 30, 2024

After years of planning, discussion, design engineering, and fundraising, Phase 3 of the Boyne City to Charlevoix Trail is finally becoming a reality! Construction is scheduled to begin in April and run to the end of August.

Once completed, this phase will begin where Phase 1 ends at N. Springwater Beach Road (near Park of the Pines) and will continue along Boyne City Road, within the road right-of-way, to Horton Bay. On the east side of Horton Bay, the trail will connect to the shoulder of the road. The trail will utilize the existing 6-foot-wide paved shoulders of the road through Horton Bay to the Rufus Teesdale Nature Preserve just east of Horton Creek. The total length of this phase will be 2.37 miles.

New Charlevoix Walk-in Clinic Opens Monday, April 1
Offering same-day care to Charlevoix and surrounding communities
CHARLEVOIX— Munson Healthcare is excited to announce the Charlevoix Walk-in Clinic will open on Monday, April 1, conveniently located at 14704 W. Upright Street, Building D in Charlevoix – just look for the Walk-in Clinic flags.
Open Monday to Friday, 8 am to 6 pm, the Walk-in Clinic will be staffed by experienced providers, including Melodie Brown, MD, who recently worked in the emergency department, and Jean McDonough, FNP-BC, a seasoned family medicine provider with years of experience in emergency department and critical care settings.
“I'm excited to offer same-day care to our community," McDonough expressed. "This innovative care model will offer patients a more cost-effective and convenient option."
Common ailments treated will include fever, ear pain, pink eye symptoms, sore throat, sinus infections, flu symptoms, cold symptoms, bug bites or stings, vomiting, sprains, shallow cuts, minor injuries (cuts, blisters, wounds), skin conditions (rashes, sunburns, athlete's foot, lice), non-life-threatening allergic reactions, and more. Necessary imaging services will be conveniently accessible at Charlevoix Hospital, located just across the street.
The new Walk-in Clinic is part of the Regional Care Transformation Plan to provide more patient-centric care. The clinic will prioritize walk-in availability and same-day call-ahead appointments, ensuring timely access to care for patients. Additionally, the Walk-in Clinic will offer more affordable options for the community, with a patient’s insurance billed as a specialist visit to support cost-effective healthcare delivery.

NCMC OFFERS FULL-TUITION SCHOLARSHIP FOR GRADUATING HOME SCHOOL SENIOR
The Presidential Scholarship covers tuition and fees for four consecutive semesters. 
PETOSKEY, Mich. — North Central Michigan College will again provide a full-tuition Presidential Scholarship to one graduating senior from a home school within its service area. 
Presidential Scholarships are offered for full tuition (up to 20 contact hours per semester) and mandatory fees for four consecutive semesters (fall and winter only). Field study fees are not included. Scholarship recipients must register for the fall semester immediately following their spring high school graduation.
NCMC ANNOUNCES SUMMER LEARNING ACADEMY FOR KIDS

PETOSKEY, Mich. — North Central Michigan College has launched its Summer Learning Academy, an 8-week experience designed to ignite young minds and foster a love for learning during the summer break.
The academy runs June 24 through August 15 and offers a variety of engaging programs tailored for children entering grades 3 through 8. Morning classes (9 a.m.—12 p.m.) and afternoon classes (1—4 p.m.) are available. All classes are held on North Central’s campus.
A $99 registration fee covers four days of instruction plus class supplies. Scholarships are available for eligible students.

Student Research Project: The Siebert Family, 1882-1925

Attendees to this free event will learn how these student-researchers became interested in this work, their approach to discovery, what they’ve learned about Petoskey's Siebert family.
NCMC student-researchers have been working with Sociology and Anthropology Professor Kerri Finlayson to investigate the history of the Siebert family, who previously owned 120 acres of what is now the NCMC Natural Area.
Attendees will learn about how these researchers became interested in this work, their approach to discovery, what they’ve learned about the Siebert family.
About the Presenters:
Phoenix Backus - Phoenix is graduating in May with their Associate of Arts degree. Following graduation, Phoenix is heading to GVSU to begin working toward their Bachelor of Anthropology with a minor in Archaeology. Following this, Phoenix plans to obtain a master’s degree in Arts, Cultural Management, and Museum Studies.
Anna Ruhling - Anna is a current NCMC student focusing on humanities and the social sciences. Anna has a long-term plan of obtaining a master’s degree in classical archaeology due to a Rick Riordan-fueled love of mythology.

This little doll is Honey! Honey found herself her as a stray and looked like she had recently had puppies. We were able to get her spayed, current on vaccines and microchipped. Now she is ready to find her forever home!
Honey is very sweet to her people and loves attention. She could use a little refresher on her manners as she does tend to jump up. Honey is very small for her breed weighing in at only about 30 pounds full grown.
She is not a fan of the other dogs here and we are unsure of how she would be with cats. Besides the jumping, Honey would likely do well with children.
