Key Points from the Regular Meeting

held on April 24, 2024

  • The Board approved three planning and zoning items with stipulations, as recommended by the Planning Commission, to allow the development of an Eco-Resort, located east of U.S. Highway 60 off Peralta Road, at the end of Gold Rush Road in Gold Canyon. (Items 16/17/18)
  • Recorder Dana Lewis gave a 2024 Primary and General Elections Report on Election Preparations and the Election Infrastructure Update on video since she is currently out of state. Click below to view the video. (Item 4)
  • The Board approved a year-end report from the School Superintendent's Office. Pursuant to ARS 15-365, the office must submit annual reports to the Board of Supervisors related to programs administered under the statute: The Pinal County Data Processing Consortium, and the Pinal County Professional Development Department. (Item 11)


  • The Board approved three planning and zoning items with stipulations, as recommended by the Planning Commission, to allow the development of a photovoltaic (PV) solar project and associated facilities, located south of E Pinal Air Park Road and east of S Trico Road, north of Marana. (Items 13/14/15)
  • The Board approved two proclamations. Firstly, they declared the week of April 21 through 27, 2024, as "National Crime Victims’ Rights Week." The Victims’ Rights movement began more than 30 years ago and has been observed at a national level in honor of crime victims. The Proclamation was read into the record by Sharon Woodard, Justice Services Manager in the County Attorney's Office, who is retiring having joined the County in 2005. Members of the County Attorney's Office Victim Services Unit are pictured below left with Supervisors Cavanaugh, McClure, Goodman, and Serdy. Supervisor Miller was absent from the meeting. Secondly, the Board adopted May 12 through May 18, 2024, as "Peace Officers Memorial Week" and May 2, 2024, as "Peace Officers Memorial Day." Sheriff Lamb is pictured with the Board, below right.   • In the Supervisor District Updates item, District 1 Supervisor Kevin Cavanaugh congratulated Randolph on being listed in the National Register of Historic Places. The unincorporated town, located south of Coolidge, is commonly known as the oldest predominantly African American community in Arizona. Click here to read more. Cavanaugh and District 4 Supervisor Jeffrey McClure both addressed recent news that the FCC (Federal Communications Commission) has agreed to a request to split Satellite provider signals within Pinal County, a rare move. Until now, residents in the south of Pinal County have received Phoenix news stations through their satellite provider, which it was argued is dangerous in the event of an emergency, such as a wildfire, since it is more likely to be covered by Tucson news stations. District 5 Supervisor Jeff Serdy touted a pilot workforce program for Summertime Youth Employment in Kearny, Superior, and Dudleyville in the east of the County. Serdy also played a video highlighting the important role that Environmental Health and the Sheriff's Office play in ensuring Country Thunder in Florence is a successful event. Click below left to view the video. Finally, District 2 Supervisor Mike Goodman focused on water, explaining that last week he took a helicopter tour with SRP to view Arizona's reservoirs. Goodman was told that these reservoirs are currently 90% full. He also played a video from a recent tour that he took of the new EPCOR Copper Basin Wastewater Plant, which will replace the Section 11 facility in San Tan Valley.   • The Board approved Supervisor Jeff Serdy's appointment of Richard Andersen to the Open Space & Trails Advisory Commission, term of service from April 2024 through April 2028. Richard is pictured right with Supervisor Serdy. (Item 5)
  • In the County Manager's report, Leo Lew spoke about an LG Energy Solution Project Update event that he and Supervisor Goodman attended earlier in the month. He thanked both the Board of Supervisors and the County staff involved in bringing the project to fruition, and played a video from the event. Click below to view the video. (Item 2)
  • The Board approved a Proclamation adopting the week of April 21 through 27, 2024, as "National Volunteer Week." After the meeting, the Board hosted a Volunteer Appreciation Luncheon for all those community members who volunteer their time to be part of one of eighteen Boards and Commissions. further consideration and decision at a later date.
