Dear NYC Principals and Administrators,

 

After many months and countless meetings with NYC DOE and NYSED on the topic, we are pleased to announce significantly increased rates for independent Special Education Teacher Support Services (SETSS). For reference, the rates for SETSS, commonly known as "P-3" or "P-4," have not increased for decades. 


The updated rates apply to services provided on or after July 1, 2024 for qualified and vetted independent SETSS teachers. Click here for more information on how to qualify.


While this represents significant progress in supporting special education services in NYC, we will continue to advocate with the NYC DOE, NYSED, and the New York Board of Regents to ensure the full system operates cohesively to provide required services. We thank you for your letters and support which assisted us in reaching this milestone and will continue to count on your participation to address any challenges that may arise as this is rolled out. We are only as effective as the community that rallies behind us. 

 

New Hourly Rates:

  • 1 student: $85.91
  • 2 students: $100.22
  • 3-4 students: $114.54
  • 5-8 students: $143.18

Key Points:

 

Encouraging the use of independent providers and groups:

  • Schools are encouraged to find independent providers to benefit from faster payment timelines, direct payment from NYCPS, and direct collaboration with NYCPS and nonpublic schools.


  • Schools are encouraged to schedule services in groups where appropriate. 


Application Process:

  • SETSS providers not currently on the Independent SETSS Provider Registry must apply to be included. The application can be found here.


  • All providers must pass licensure and background checks.


Authorization Forms and Timeline:

  • Independent SETSS Authorization forms will be distributed by mid-August to parents who requested equitable services within the legally mandated timelines.


  • Schools will receive a list of students whose parents have submitted a timely services request for the 2024-25 school year.


  • Schools with an independent SETSS provider should have parents complete their section of the authorization forms and ensure the provider completes their part before submitting them to the Committee on Special Education.


Service Scheduling:

  • If an independent SETSS provider is not a school employee, services can be scheduled during the school day.


  • If a school employee provides the services, they must be delivered after school hours and after the employee's official work hours.
