Hayward Increases Affordable Housing Fee
Hayward's affordable housing impact fee on new residential development will increase 15 to 19 percent on Jan. 1, 2017, per the city's previously adopted annual adjustment formula. But Councilmembers Al Mendall and Elisa Marquez successfully pushed for staff to bring back new analyses within six months of the feasibility of doubling the fee or more, noting that Hayward's affordable housing impact fee is the lowest in Alameda County. Under the annual adjustment calculation adopted in 2015, the fee for a single-family detached for-sale unit will increase next year from $4 per sq. ft. to $4.61 per sq. ft. while the rate for an attached unit will rise from $3.24 per sq. ft. to $3.87 per sq. ft. Hayward Considers New Fee Methodology
Based on an updated fee study, Hayward staff is recommending the city switch its building permit fee methodology from a flat rate to to a valuation-based fee. The only comparison offered in the staff report presented to the Hayward City Council on Oct. 18, 2016, shows a 42 percent decrease in the plan check fee for a new single-family detached 3,000 sq. ft. house from the current rate of $6,043 to $3,476. The new methodology calls for building fees to be calculated based on valuation (fair market value of materials and labor for the work or the ICC Valuation, whichever is higher.)

Livermore Looks To Hike In-Lieu Fee
Livermore's affordable housing in-lieu fee is scheduled to increase 71 percent from $11.65 per sq. ft. to $19.95 per sq. ft. under the city's adopted adjustment formula. The new rate is scheduled for a public hearing before the Livermore City Council on Oct. 24, 2016. If approved, it will go into effect in 60 days after the vote. For a 2,000 sq. ft. single-family house, the increase will add $16,600 per unit to the developer's costs and push the total in-lieu fee to nearly $40,000 per home. Full Story

Livermore To End Fee 'Subsidies'
Livermore staff will recommend ending what they reference as "subsidies" and restore the city's wastewater connection and storm drainage fees. Ending the subsidies - in place since Jan. 7, 2011 -would effectively increase the wastewater connection fee by $634 from $5,576 to $6,210 per single family house and increase the storm drainage fee by 31 percent from $0.32 to $0.42 per square foot of impervious surface. To present the proposal, the city is inviting members of the development community to attend an outreach meeting on Nov. 1, 2016, from 4-5 p.m. in the Cabernet Room at City Hall, 1052 S. Livermore Ave. in Livermore.
