Village of BHI Proposed FY 23-24 Budget


From the Village BHI:

The proposed FY24 budget has been released and presented to the Village Council. It can be viewed HERE and includes the Manager’s Budget Message (starting on Page 3), slides from the 4/25 budget workshop (Pages 14-52), followed by the suggested budget ordinance and proposed fee schedule (Pages 53-70).


Public Hearing — The Village Council will be conducting a public hearing on the proposed FY24 budget on Friday, May 19, 2023, during its regular meeting, which begins at 10:00am. The meeting will be held in the multipurpose room at the Department of Public Safety (273 Edward Teach Ext., Bald Head Island, NC). Those who wish to comment on the proposed budget are encouraged to attend this meeting in person. Written comments are due to the Village Clerk by 5:00pm on Thursday, May 18, 2023. The Village Council is expected to adopt the budget at its June regular meeting (Friday, June 16, 2023). The Village must adopt a budget by July 1, 2023, per NCGS.

The public hearing notice (see above link) for the Friday, May 19, 2023 meeting includes details for attending the meeting via Zoom, public review of the proposed budget, speaking at the hearing and submitting written comments.


At the top of page 4 of the budget presentation, Village Manager Chris McCall identifies the primary factors influencing the proposed FY24 rate increase. Page 15 of the budget presentation discusses points of emphasis, and page 16 identifies other major factors influencing the FY24 budget. Members are encouraged to review and educate themselves on the Village's proposed budget.


To learn about the 2023 Brunswick County Revaluation, click HERE. Per Brunswick County, "A revaluation (also known as a reappraisal) is a routine update to property tax values to bring them back in line with the current sale price of properties." At its May 2 budget workshop and regular meeting, Brunswick County staff presented the preliminary budget, rate and fee recommendations and information on the county's revenue neutral rate calculations for FY24. NC Utilities Commission (NCUC) Filing


On May 10, a filing was submitted to the NCUC related to the transfer of the transportation system to SharpVue Capital. Click HERE to read the filing.

Commercial Area Planning Task Force


The Village of BHI Commercial Area Planning Task Force met on May 9 and discussed the Existing Commercial Site Plan Analysis Review and Future Recommendations presentation. Click HERE for the presentation.


The Village is preparing a site plan analysis for all current commercially zoned properties on the Island. The purpose of the analysis is to create a framework to guide future commercial development related to buildings, parking, vehicular and pedestrian circulation, stormwater and landscaping. The analysis may result in recommendations for enhancing the existing Code of Ordinances.

This committee has the crucial job of identifying qualified candidates to run for future BHA Board positions and continue the tradition of strong leadership for BHA. Public Safety Day

Saturday, May 13, 9:00am-12:00pm

BHI Department of Public Safety


Public Safety Day will be held Saturday, May 13, 9:00am-12:00pm at the BHI Department of Public Safety (273 Edward Teach Ext.). Come out and join in learning about YOUR Public Safety Department. Tour the various apparatus used to provide a safe and healthy environment on the Island. A 5K race will be held on Edward Teach Extension, with members of the staff running in full turn-out gear!  


Bicycle and scooter safety will be a focus of your public safety volunteers, along with other various fun activities. Plan to come out and visit YOUR Public Safety department and meet the staff and volunteers. 

Smith Island Art League

Show and Sale

May 27-28, 10:00am-5:00pm

BHA's Association Center


The Smith Island Art League (SIAL) will hold a member’s show and sale from 10:00am-5:00pm on Saturday, May 27, and Sunday, May 28, at BHA's Association Center (111 Lighthouse Wynd), beside the Village Chapel. The show is open to the public with free admission. The Art League members show a variety of styles and mediums such as ceramics, oil and watercolor paintings; cards; jewelry; fabric art; photography and more. Yoga Classes

Ongoing ~ Mondays and Wednesdays

11:45am-1:00pm


Yoga classes taught by Pam Moulin are held in BHA's Association Center (111 Lighthouse Wynd) on Mondays and Wednesdays, 11:45am-1:00pm.


Note that yoga classes will not be held on May 29 and 31, June 5 and 7, and July 3 and 5.


Pam has 36 years of experience as a fitness instructor and 19 years of experience as a yoga instructor, and she's been teaching yoga on Bald Head Island for 13 years. All levels are welcome. Classes are $20, and participants must bring their own yoga mat. Pam requires that all participants show proof of vaccination against Covid-19. For all new participants, it's strongly suggested to email Pam beforehand (and let her know of any physical limitations) at pammoulin@ec.rr.com.

BHA's Board of Directors invites property owners and others to view its monthly public meetings remotely via Zoom. Board meetings are typically held the second Friday of each month beginning at 11:00am EDT. Agendas, approved minutes of previous meetings and a link to the current monthly Zoom meeting can be found on the meeting information web page. Click on the link below to learn more.
