On Tuesday, the House of Representatives passed Congresswoman Julia Brownley’s (D-CA) Biliteracy Education Seal and Teaching (BEST) Act , as part of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (H.R. 6395).

Brownley’s legislation creates a federal grant program to help states create and implement a Seal of Biliteracy program that encourages and recognizes high school students who achieve proficiency in both English, and at least one other language, to better enable young people to compete in the global workforce.

Since 2012, language advocates from around the country have looked forward to JNCL’s annual Language Advocacy Day , attending high-level meetings with Congressional offices and engaging in professional networking with experts from every sector of the Language Enterprise. Your voices have catalyzed change for our field as a result of this important event.

With the many uncertainties this year has brought, we have taken time to carefully consider how to proceed with our annual event. Like many of our member organizations facing similar challenges, JNCL has been heavily engaged with navigating hotel contracts and researching potential alternatives.
