Preparing a Local Road Safety Plan (LRSP) facilitates the development of local agency partnerships and collaboration, resulting in a prioritized list of improvements and actions that can demonstrate a defined need and contribute to the statewide plan. The LRSP offers a proactive approach to addressing safety needs and demonstrates agency responsiveness to safety challenges.

An LRSP provides a framework for organizing stakeholders to identify, analyze, and prioritize roadway safety improvements on local and rural roads. The process of developing an LRSP can be tailored to local protocols, needs, and issues.

KTC Research:

Developing Guidelines for the Use of Lightweight Materials in Culvert Preservation

This study addresses challenges that arise during highway embankment construction on road widening projects when additional fill is placed above existing culverts. Researchers conducted reduced-scale model laboratory tests to simulate culvert behavior under different loading conditions and to determine how well lightweight materials (LWMs) perform when subjected to changing loads.

Following the development of empirical formulas, researchers developed a user-friendly web app practitioners can use to efficiently identify the best LWM installation profile for individual projects. Adopting the insights, methodologies, and tools presented in this study will enhance infrastructure resilience and sustainability on highway widening projects.

News Release from TRIP Reports 30% Increase

in Kentucky Traffic Fatalities

In a July 2024 report by TRIP, a national transportation research nonprofit organization, statistics show a 30% increase in Kentucky transportation fatalities over the last decade. Aligned with the national rate of 25% increase in fatalities across the United States, Kentucky is not an outlier, but there is still work to be done.

The report leans on the U.S. Department of Transportation's comprehensive National Roadway Safety Strategy, released in 2022, relying on the Safe System approach to reduce fatalities on roadways.

"We are experiencing what can only be described as a crisis on our roadways as it relates to safety, and it is imperative that transportation agencies address this crisis using all means and methods at our disposal," said Craig Thompson, president of the American Association of State Highway and Transportation Officials.
