A Note from the Executive Director
Dear Members and Friends,

As summer draws to a close, we find ourselves at the cusp of a new season, marked by the familiar rhythms of back-to-school preparations. We hope that you leave behind summer memories that will forever warm your heart.

We'd like to take this opportunity to welcome the new members to our community and also extend a heartfelt thank you to our returning members (listed below). We very much appreciate each and every one of you. Your involvement on the organization is what keeps our community thriving.

As BABC OC gears up for what promises to be an exciting period of activity, the buzz and excitement in the air are palpable. The remaining months of 2023 are brimming with excitement as we unveil a stellar lineup of events. Amidst this exciting roster, the standout highlight is undoubtedly the Annual Christmas Luncheon—a crowd favorite that promises joy, connection, and the spirit of the season. Mark your calendars and prepare to immerse yourself in a festive atmosphere like no other. Early bird tickets and tables will be available for purchase following the Labor Day weekend, so be sure to secure your spot and share in the merriment with friends and colleagues.

Remember, as a valued member of the BABC community, your influence extends beyond attendance. Embrace the opportunity to shape our 2024 events by considering event sponsorship or contributing your ideas to define event topics.

WORLD AFFAIRS COUNCIL OC EVENT
Unmasking Fentanyl: Navigating its Impact at Home & Abroad
California is facing an unprecedented drug crisis both in scale and nature, requiring timely legislative responses. Fentanyl, a type of synthetic opioid, is responsible for over two-thirds of drug-related deaths, which spiked last year to 21,000 in California alone. The crisis is especially prevalent in Orange County, with deaths by fentanyl overdose reported to have gone up by 177%, and more potent analogs of fentanyl continue to be found. Moreover, fentanyl is often unknowingly consumed by individuals who believe they are taking other drugs, meaning that the fatal risk of a fentanyl overdose is not taken into consideration by those accidentally taking them, resulting in preventable deaths. Fentanyl precursors are largely sourced from abroad, in places like China and India, which are then shipped to Mexico, where most production takes place. Collaboration with these countries to crack down on fentanyl’s production and movement is integral if we wish to halt the fentanyl epidemic in the United States.

BAB Policy Analysis:
The Windsor Framework

Duncan Edwards
CEO
British American Business
On 27 February 2023, Prime Minister Rishi Sunak and European Commission President Ursula Von der Leyen announced the UK and the EU had reached a political agreement setting out new provisions for trade between Northern Ireland (NI) and Great Britain (GB). The agreement followed months of negotiations between the UK and EU to address outstanding concerns related to the Northern Ireland Protocol, including on the movement of goods between GB and NI, state aid rules, and medicines, among others. The new agreement, called “The Windsor Framework”, is a significant achievement, and it recognises the economic and political challenges created by the original Northern Ireland Protocol.
In this paper, BritishAmerican Business analyses what led to to the signing of this agreement, why it matters, and what you need to know.
