Congratulations to Taos Pueblo, which was awarded $14.3 million in RAISE funding for the Four Roads Project.
This project will reconstruct four single lane dirt roads that are collector roads comprising the main thoroughfares through the Pueblo. The roads will be widened and paved, with drainage improvements and pedestrian infrastructure added.

Congratulations to North Central Regional Transit District, which was awarded $9.5 million in RAISE funding for the Mobility Hubs Project.
This project will complete final design, site acquisition, and site development for the seven mobility hubs between Santa Fe and Taos. The project will also purchase seven diesel electric hybrid buses for Phase One Implementation.

The North Central Regional Transit District (NCRTD) “Blue Bus," a member of the Northern Pueblos Regional Transportation Planning Organization (NRTPO), won the Community Transportation Association of America (CTAA) 2024 Community Transit System of the Year Award - Small System for its versatile ride services and meeting evolving community needs.

$7 million in New EDA Awards Go to Fire Affected Communities | |
Congratulations to Luna Community College, City of Las Vegas, Mora County, San Miguel County, and Collins Lake Autism Center, which were awarded funding under EDA's Disaster Supplemental Funding Opportunity.
- Luna Community College was awarded $500,000 to develop a Wildfire Resiliency Training Center
- City of Las Vegas was awarded $1.9 million to revitalize the Douglas-Sixth Historic District
- Mora County was awarded $3.0 million to continue construction on the Mora County Complex
- San Miguel County was awarded $1.0 million to support wood production and processing after the Calf Canyon Hermit's Peak fire
- $690,000 was awarded to Collins Lake Autism Center to develop an integrated therapy center for mental health and trauma recovery

Solar Financing 101 Workshop for Local Governments and Tribes | |
Join NCNMEDD and our Partners from Adelante Consulting and Sovereign Energy for this in-person and online training.
The training will provide an overview of options available to local governments and tribes to fund solar or solar + storage projects, including links to resources, next steps, and examples. Learn about financing solar for local governments and tribes and about the "Direct Pay" option for local governments created through the Inflation Reduction Act.
Speakers include:
Maxine Paul, Adelante Consulting. Maxine and her team consult with local governments to advance climate mitigation initiatives and programs and access federal funding from the Inflation Reduction Act. Maxine formerly developed environment, climate, and energy programs for the Pueblo of Santa Ana and is the former Chair of the Albuquerque-Bernalillo County Air Quality Control Board, a former member of the New Mexico Recycling and Illegal Dumping board, and a member of the National Tribal Air Association Executive Committee.
Mayane Chavez Barudin, Founder, Sovereign Energy. A member of Kewa (Santo Domingo) Pueblo, Mayane started Sovereign Energy as a native-led nonprofit organization to help center Tribal energy sovereignty and Indigenous voices within the renewable energy transition to enable energy reparations and sustainability for Indigenous peoples. She hopes to enable economic prosperity and environmental justice for her community and Indigenous peoples by advocating for an inclusive clean energy transition.

132 grant application have been submitted through the program, with 70 awards totaling $62.5 million dollars. Technical Assistance such as project planning, environmental assessments, grant administration, and funding research is also available through the program.

NCNMEDD received funding through the New Mexico Legislature as well as NMDOT State Planning and Research funding to provide grant writing, engineering, and technical assistance services for local governments and tribes. The program launched in July 2023 and the northern NM Legislators have continued to fund us to provide this service.

Restore and Revitalize Your Community with help from the NMED Brownfields Program | |
Does your community have abandoned or dilapidated buildings or properties that are under consideration for purchase, sale, or redevelopment?
If you have concerns about potential environmental contamination such as asbestos or lead-based paint, there is free assistance from the New Mexico Environment Department’s Brownfields Program. The Brownfields Program staff offers no-cost targeted Brownfields Assessments like sampling, asbestos surveys, due diligence review and clean-up planning.
NCNMEDD will be partnering with the NMED Brownfield Program on a Brownfield Inventory for our region. We will identify priority properties for redevelopment that may be eligible for Brownfield funding.

AmeriCorps VISTA Members in Service in Northern New Mexico | |
NCNMEDD VISTAs convened for the second time. The convening included sharing time, team building, and direct service, with lunch provided by YouthWorks Catering. VISTAs helped Habitat for Humanity and YouthWorks construction to install three air conditioners in a local homeless shelter.

AmeriCorps VISTAs commit to serve on a specific project at a non-profit organization or public agency. They assist in building the organizational, administrative, and financial capacity of organizations that fight illiteracy, improve health services, foster economic development, and otherwise assist low-income communities.

Tribal Economic Diversity Fund Deadline: August 15.
Awards businesses owned by a federally-recognized Tribe or by an enrolled member(s) of a federally-recognized Tribe for critical technical services and equipment. Awards are made on a competitive basis and are intended to provide services to Tribal business entities that diversify revenue, leverage other investments, create new jobs, and/or put systems in place that lead to growth.
The New Mexico PTAC/APEX helps small businesses who want to sell their goods or services to the government. Staff advisors are experienced in government contracting and provide a wide range of services, including individual counseling and training to enable businesses to successfully compete for government contracts. The APEX Accelerators, formally known as the Procurement Technical Assistance Program (PTAP), was authorized by Congress in 1985 to expand the number of businesses capable of participating in government contracts. EPA Environmental and Climate Justice Community Change Grants Program, Rolling Deadline: November 21, 2024, Apply Early! Funds community-driven projects that address climate challenges and reduce pollution while strengthening communities through thoughtful implementation.
EDA FY23 Public Works and Economic Adjustment Assistance Programs (PWEAA), Ongoing. To meet the full range of communities' and regions' economic needs, from planning and technical assistance to construction of infrastructure.
USDA Community Facilities Program Disaster Repair Grants, Deadline: Until funds are exhausted.
To eligible public bodies, non-profits, and federally recognized Tribes. Grants may cover up to
75% of total project cost. There is no minimum or maximum award amount.

HRSA New Access Points Grant, Deadline: August 15.
To support new health center service delivery sites to expand affordable, accessible, and high-quality primary health care for underserved communities and populations.
NMDOT Que Linda Program, Deadline: August 15.
To develop and implement a local beautification program that aligns with the statewide Que Linda beautification efforts.
USDA RUS Broadband Technical Assistance, Deadline: August 20.
Funding to entities to receive or deliver broadband technical assistance and training.
DOT Charging and Fueling Infrastructure Grants Program, Deadline: August 28.
To install level 2 and level 3 electric vehicle charging infrastructure in rural and underserved communities. Minimum request is $500,000.
HUD Indian Housing Block Grant Competitive Program, Deadline: August 29.
To develop, maintain, and operate affordable housing in safe and healthy environments on Indian reservations and in other Indian areas and carry out other affordable housing activities. Grant funds must be used to primarily benefit low-income Indian families.
NPS Historic Preservation Fund Underrepresented Communities Grant, Deadline: August 29. To diversify listings in the National Register of Historic Places to include communities that are currently underrepresented. Projects include surveys and nominations of historic sites associated with communities underrepresented in the National Register.
DOT Safe Streets and Roads for All Funding (SS4A), Deadline: August 29.
Funds support planning and demonstration activities, as well as projects and strategies to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micro-mobility users; motorists; and commercial vehicle operators.

SEPTEMBER DEADLINES
BOR WaterSMART Cooperative Watershed Management Program Phase I for FY23, Deadline: September 3, 2024. States, Indian Tribes, irrigation districts, water districts, local governmental entities, non-profit organizations, existing watershed groups, and local and special districts (e.g., irrigation and water districts, conservation districts, natural resource districts) may submit proposals for Phase I activities to develop a watershed group, complete watershed restoration planning activities, and design watershed management projects.
NRCS Compost and Food Waste Reduction Program, Deadline: September 4.
To assist local and municipal governments with projects that develop and test strategies for planning and implementing municipal compost plans and food waste reduction plans.
DOT Railroad Crossing Elimination Program, Deadline: September 24.
For highway-rail and pathway-rail grade crossing improvement projects that focus on improving the safety and mobility of people and goods.
DOT Reconnecting Communities Pilot Program, Deadline: September 30.
To advance and support reconnection of communities divided by transportation infrastructure – with a priority on helping disadvantaged communities improve access to daily needs (jobs, schools, healthcare, grocery stores, and recreation).
USDA Tribal Access to Emerging Private Markets for Climate Mitigation and Forest Resilience, Deadline: September 30. For tribal participation in emerging markets for climate mitigation or forest resilience. Examples include markets for water quality and quantity, carbon, biodiversity, and wetland restoration.
USDA Forest Service Inflation Reduction Act Forest Landowner Support: Landowner Cost Share Payment Programs for Climate Mitigation and/or Forest Resilience Practices, Deadline: September 30. To deliver technical and financial assistance to private forest landowners—including Tribes, underserved landowners, and smaller-acreage landowners.
BOR WaterSMART: Large-Scale Water Recycling Projects. Deadline: September 30.
Provides technical assistance to local water agencies for the planning, design, and construction of water reclamation and reuse projects. Projects develop and supplement urban and irrigation water supplies through water reuse, thereby improving efficiency, providing flexibility during water shortages, and diversifying the water supply.

EPA Tribal Wetland Program Development, Deadline: October 1.
To develop or refine tribal programs which protect, manage, and restore wetlands.
NTIA Digital Equity Competitive Grant Program, Deadline: October 22.
To address barriers to digital equity.
HUD Continuum of Care Builds, Deadline: November 21.
To address and reduce homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation through one-time INSiDE awards under the CoC program.
EPA Diesel Emissions Reductions Act Tribal and Territory Grants, Deadline: December 6, 2024. For retrofit or replacement of existing diesel engines, vehicles, and equipment with the EPA and California Air Resources Board (CARB) certified engine configurations and verified retrofit and idle reduction technologies.

USDA Grants Help People Repair Homes Damaged in 2022 Forest Fires
Rural Disaster Home Repair Grant Program. Residents in Mora, San Miguel, and Colfax Counties may be eligible for funding of up to $40,675 to repair their homes.
