Loudoun County News
During its May 7, 2024, meeting, the Board of Supervisors ratified a tentative collective bargaining agreement (CBA) between the International Association of Fire Fighters (IAFF) Local 3756 and the Loudoun County government. The ratification serves as the Board’s good faith commitment to appropriate funds necessary to implement the terms of the CBA.

“This is a historic vote for our firefighters and for Loudoun County,” said Chair Phyllis J. Randall. “I am thrilled and honored that the Board voted to help to keep the firefighters we train in Loudoun County, to demonstrate our appreciation of our firefighters, and to commit to giving our firefighters a seat at the table to negotiate the terms and conditions under which these dedicated public servants work on behalf of the Loudoun community.”

This is the first CBA to be ratified in Loudoun following an amendment to the Code of Virginia permitting collective bargaining for public employees as a local option and the Board of Supervisors’ adoption of a collective bargaining ordinance in December 2021. The CBA is the result of 30 bargaining sessions and two days of mediation held between February 2023 and February 2024.

The CBA between the county and IAFF Local 3756 has a total cumulative fiscal impact above the pre-contract baseline (the status quo of pay, benefits and other provisions in effect as of Fiscal Year (FY) 2024 of approximately $47.2 million over three years. The FY 2025 Adopted Budget includes funding for costs associated with the first year of the CBA, including one new position for a county-funded full-time union representative.

The CBA contains the following provisions:

  • Compensation – Wages and Specialty Pay: Increases for the uniformed salary scale plus step increases for uniformed personnel in each of the next three fiscal years. Additional stipends and specialty pay, and increased values for existing stipends and specialty pay are effective for FY 2025.
  • Union Activities: One full-time union representative. A Union Leave Bank of 750 hours annually for bargaining unit employees to use for other union business.
  • Annual Leave: Effective in FY 2025, an increase to the maximum amount of accrued annual leave that can be carried over from year to year and paid out upon separation. In FY 2026, an increase to annual leave accrual rates.
  • County 401(a) Matching Contributions: Beginning in FY 2026, an increase in the county’s match to employee contributions to the 457(b) deferred compensation plan.

The IAFF was certified in September 2022 as the exclusive bargaining agent for Loudoun’s fire and rescue bargaining unit members. Fiscal provisions in the CBA for future fiscal years must be approved by the Board during its annual budget development and approval process. The annual costs over the next three fiscal years to fund the CBA range from $11.1 million to $20.3 million. Fiscal year budgets are adopted by the Board annually in April.
The nation’s top bond rating agencies have again affirmed Loudoun County’s triple-A ratings on its general obligation bonds, noting the county’s strong financial performance, a robust economic profile with a diverse tax base and strong management. Loudoun County has held the Aaa rating from Moody’s since 2004, and AAA from Fitch Ratings and S&P Global since 2005. The three ratings agencies also affirmed Loudoun’s AA+ and Aa1 ratings on the upcoming sale of public facility revenue bonds through the Economic Development Authority, as well as its outstanding appropriation-backed bonds. The rating outlook for all three rating agencies is “stable.”

“The County Board and staff have once again demonstrated their top-notch commitment to preserving our fiscal reputation—this couldn’t be accomplished without sound fiscal policies,” said Board of Supervisors Chair Phyllis J. Randall. “Maintaining our AAA bond rating from the three major ratings agencies continues to provide Loudoun with great flexibility to meet the county’s capital and operational needs at the lowest possible cost.”

Fitch Ratings noted the county’s:

  • Broad and diverse economy, strong employment, educational attainment and household income levels.
  • Strong financial performance and resilience, resulting from a stable unrestricted general fund balance maintaining the county’s ability to respond to fiscal stresses and allowing for strong budgetary flexibility.

Moody’s noted the county’s:

  • Large and dynamic tax base with income levels more than double the national median.
  • Financial position and reserves, supported by the county’s policies, proactive management and solid leverage position.

S&P Global noted the county’s:

  • Historically strong financial performance, with available reserves exceeding 30% of expenditures, resulting from conservative revenue and expenditure assumptions and strong adherence to fiscal policies.
  • Robust economic profile, supported by proactive management policies and long-term planning.
  • Rapid debt amortization and low debt compared with market value, supporting its sizable Capital Improvement Program.

"The Board of Supervisors’ strict adherence to sound fiscal policies continues to pay dividends through achieving the best possible credit ratings, directly leading to reduced costs for taxpayers on capital projects," said Dulles District Supervisor Matt Letourneau, Chairman of the Board's Finance, Government Operations and Economic Development Committee. "I appreciate the year-round efforts of County staff to work with the Board and in particular the Finance Committee to ensure Loudoun's strong financial footing and smart debt management."

A triple-A rating is important to the county government and taxpayers because it helps the county continue to get the best possible interest rates to finance capital projects, saving millions of dollars. The reaffirmation comes in advance of the county’s upcoming sale of general obligation bonds and public facility revenue bonds through the Economic Development Authority, the proceeds of which will be used for school and general government projects.

Loudoun County residents who are struggling to pay their rent or facing eviction may be eligible for assistance through two new programs launching May 15, 2024. The programs are funded by the Loudoun County government and administered by the nonprofit Loudoun Cares in association with Northern Virginia Family Service, Crossroads Jobs, and Legal Services of Northern Virginia.

Who is Eligible to Apply for Assistance?

Individuals and families must meet specific criteria to be considered eligible for the two programs. All applicants must:

  • Live in Loudoun County;
  • Have a current lease for which rent is more than 30% of household income;
  • Have a total household income of no greater than 80% of the Area Median Income; and
  • Be disproportionately impacted by COVID-19. (This includes historically marginalized populations, adults who have complex needs, households who have lost wages during the pandemic, or those who have experienced challenges in accessing services.)

In addition, the applicant’s landlord must agree to participate in the program and provide documentation, including a current ledger, signed lease and an IRS W-9 form. Individuals seeking eviction prevention assistance must have an eviction summons for unlawful detainer.

While homeowners are not eligible for financial assistance with mortgage payments, they may be eligible for other programs offered by Loudoun Cares. Individuals who are delinquent on paying their mortgages may seek assistance from housing counselors that are approved by the U.S. Department of Housing and Urban Development (HUD). More information is posted on the HUD website here.

How to Apply for Assistance

All applicants will be required to submit a short, online pre-screening form to Loudoun Cares to determine eligibility for the programs. The online form will be available at loudouncares.org/help, beginning May 15 at 12:00 p.m. Any applicant who does not have access to the internet may call Loudoun Cares at 703-669-4636 for assistance in submitting an application.

Approved applicants may be required to work with staff at either Crossroads Jobs or Northern Virginia Family Service (NVFS) to determine the household’s ability to afford future rent payments without financial assistance. If the household is not able to do so, Crossroads Jobs and NVFS will assist families with job readiness to improve employment opportunities or assist families with finding and relocating to a more affordable home.

Program Funding

The Loudoun County Board of Supervisors approved limited funding for the temporary rent assistance and eviction prevention programs as part of the county’s efforts to distribute available funds from the American Rescue Plan Act to address lingering economic impacts from the COVID-19 pandemic.

The number of households that will receive rent assistance will vary based on several factors. Loudoun Cares will sign up and recommend financial assistance for as many households as possible. Loudoun Cares will make rent payments directly to landlords on behalf of approved applicants. The program will end by December 31, 2026, or sooner if funds are exhausted.

Loudoun County, in collaboration with the Waterford Citizens Association, the Waterford Foundation, and the Waterford Leadership Council, is managing several design projects in and around the Village of Waterford. Prior to the start of any work, Loudoun County will conduct an archeological field investigation to identify any artifacts in this historic area. Residents received notification letters in February 2024 regarding the archeological field investigation, which is scheduled to begin Monday, May 20, and is expected to last approximately two weeks, weather permitting. Field crews will be walking the field-testing site and will be shovel-testing to locate and define boundaries of potential archeological sites. An informational flyer with a map of the survey area is online at loudoun.gov/waterford.

The Village of Waterford is the country’s first National Historic Landmark District. With this designation, federal historic preservation laws require this early-stage archeological fieldwork to identify any artifacts in the area. Excavation of shovel test pits will be done 75 feet from the center of the roads and at 50-foot intervals within the survey limits. Crews will remove a circular testing area, screen the removed soil for artifacts and then cover up the testing area. If artifacts are found, additional shovel tests around the initial pit are necessary. Paved or visibly excavated surfaces will not be disturbed.

Background

The Loudoun County departments of Transportation and Capital Infrastructure, and General Services, in collaboration with the Waterford Citizens Association, the Waterford Foundation and the Waterford Leadership Council, are managing several infrastructure projects in and around the Village of Waterford. The proposed Village of Waterford Landmark Infrastructure Improvements project may include upgrading road and sidewalk infrastructure, improving roadway drainage and stormwater, traffic calming and safety improvements, relocating existing overhead utility lines underground, and the design of a new potable water distribution system.

Anybody who observes them is bound to be captivated by their bright colors and aerial acrobatics. While they may snack on some of the pollinators in your garden, they are also feasting on mosquitoes and gnats, and their presence is a good indicator of the success of your garden and the health of our waterways.
