Artist Haiying Wu brings out Billy Frank Jr.'s smile

Renowned artist Haiying Wu is hard at work on a clay model of Billy Frank Jr. His careful work seeks to capture every detail, including his signature smile.

Billy Frank Jr.'s activism and perseverance paved the way for the Boldt decision, which affirmed the right of Washington treaty Tribes to take up to half of the harvestable salmon in Western Washington and established the tribes as co-managers of the salmon resource.

Once complete, the clay model will be cast in bronze to produce two statues. One will go to National Statuary Hall in Washington, D.C. The other will go in the State Capitol in Olympia, Washington.
