Bike Ped Master Plan Update:

Draft Facility Networks

The MPO is currently updating its Bicycle and Pedestrian Master Plan, which was previously updated in 2015. Based on analysis of existing conditions and public feedback provided at workshops last fall, the consultant team has prepared draft bicycle and pedestrian facility networks. Great care was taken to provide context specific solutions for vulnerable roadway users. The consultant team continues to request feedback from the public as these draft products will support larger policy aims established in the larger update. Later this spring, the consultant team will identify potential projects and a prioritization plan for those improvements. A draft report is anticipated to be ready this summer.


Significant projects in the Bicycle/Pedestrian network include:


  • Multimodal improvements along the 26th Street/Aviation Boulevard corridor from 66th Avenue to 41st Street to include bike lanes and sidewalks.
  • Proposed shared use paths along the Main Relief Canal and South Relief Canal.
  • A primary East/West corridor along 4th Street in the South County to add bike lanes and sidewalks from 98th Avenue to Indian River Boulevard.
  • Extension of the Trans-FL Railroad Trail eastward along CR 512 to US 1 to complete a multi-use path from downtown Fellsmere (Broadway Street) to the Sebastian riverfront.
  • A proposed shared use path along the Wabasso Causeway from US 1 to Highway A1A in anticipation of the future replacement of the bridge.
  • A shared use path along US 1 from CR 512 to 53rd Street (a shared use path is currently programmed as part of the six-lane widening of US 1 from CR 510 to 53rd Street).
  • Bike lanes along Schumann Drive and Barber Street within the City limits of Sebastian.
  • Sidewalk extensions along Willow Street in the City of Fellsmere to connect to 101st Street that will provide connectivity to the residents of Grace Meadows Subdivision.
  • Multimodal improvements along CR 510 from CR 512 to US 1 including 7-foot buffered bike lanes and sidewalks on both sides.
  • All proposed bike lanes are presumed to be buffered with the final configuration to be determined based on corridor conditions at the time of design.

2020 Community Characteristics Report (CCR)

Recently, the MPO staff updated its Community Characteristics Report (CCR) using data from the 2020 Census and American Community Survey (ACS). As with previous reports, community boundaries were established using census tract boundaries. For this effort, census tracts are used because they are the smallest geographic unit at which most ACS data is available. Using this methodology, the MPO was able to divide the county into 24 census tract-based communities. For each community, the report includes data on population, age, race/ethnicity, disability, Limited English Proficiency (LEP), educational attainment, income, poverty, housing, vehicle ownership, and travel time to work.

 

The 2020 data show that the population of Indian River County continues its trend of growing in size and growing older. The county’s population grew from 112,947 in the 2000 Census to 159,788 in 2020, according to the U.S. Census Bureau. During that period, the median age of Indian River County’s population increased by 8.2 years (from 46.9 years in 2000 to 55.1 years in 2020).


The CCR is utilized to support data modeling, environmental justice, and civil rights programs.


Additionally, the CCR is a great way to see our community at a more local level.

Draft Unified Planning Work Program (UPWP)



The Unified Planning Work Program (UPWP) is the MPO's budget and description of upcoming transportation planning activities for the next two fiscal years (FYs 2024/25 and 2025/26). In the state of Florida, MPOs adopt a new UPWP every two years. The period covered by this UPWP is from July 1, 2024 to June 30, 2026 (two state fiscal years).

 

Within the UPWP, the MPO’s planning activities are organized into seven tasks. For each task, the UPWP provides a project description, an estimated cost for the planning task, and an overall budget that identifies the total funding amount requested and a breakdown of total funding by source. 


The MPO's 7 tasks are aggregated into the following lines of effort:
