It is with great pleasure that the Human Resources Division announces the recipients of the 2024-2025 Commonwealth and Harvard Kennedy School Bradford Fellowship Program for Excellence in Public Administration. This year, two Commonwealth employees were selected to be Fellows attending the Mid-Career Master in Public Administration (MPA) Program at the Harvard Kennedy School of Government for the 2024-2025 academic year.

Senior Policy Manager/Ombudsperson

Heidi serves as Senior Policy Manager and Ombudsperson at the Executive Office of Education. Her experience in the public and private sectors spans roles as caseworker, advocate, analyst, project manager, and more. Passionate about harnessing the power of data to break down silos and improve lives, Heidi holds a Masters in Social Work and a certificate in Business Analytics, driving informed decision-making and positive change. Heidi applied for the Bradford Fellowship to pursue a dream! She is thrilled to be going to Harvard Kennedy School to immerse in profound learning, meet people from around the world, and come back to State service with new skills and deeper passion.

Director of Mobility Policy and Program Development

Massachusetts Department of Transportation


Jackie serves as the Director of Mobility Policy and Program Development at MassDOT. Her strategic leadership has expanded the agency's mobility, safety, and resiliency work. Passionate about making streets and public spaces comfortable and welcoming for all, she created interagency initiatives, launched community programs, and led the implementation of statewide plans. She championed the State’s adoption of the Safe System approach for roadway safety and now serves as a Safety Integration Advisor to the Federal Highway Administration. Jackie is eager to reflect on and synthesize her past experiences with what she learns at the Harvard Kennedy School and return to deliver solutions across state government.

Since 1996, more than 60 exceptional Commonwealth managers who have demonstrated a strong potential for continued achievement and leadership in public service have received an MPA from the Harvard Kennedy School. Our new Bradford Fellows were selected through a competitive application process and participated in a cross-secretariat structured interview panel. Each Fellow brings a strong passion and dedication to leadership in public service; and a commitment to serve the Commonwealth with their expanded educational and life experience when they return.


Bradford Fellows learn from renowned faculty and staff and engage with other students from around the world. We recognize the opportunity and capacity for our Bradford Fellows to dramatically impact the future of the Commonwealth, through the innovations they will inspire and the contributions they will continue to make to their secretariats and agencies upon their return.
