February as American Heart Month

On Tuesday, we closed February with a commemoration of American Heart Month. Cardiovascular disease (heart attacks and strokes) is the leading cause of death in the United States, killing more than 858,000 Americans in 2021.


As many of you know, I was diagnosed with heart problems at a young age, and medical care has been a literal lifesaver for me. Not everyone is lucky enough to receive cardiac care at the moment they need it most; nearly 90 percent of those suffering sudden cardiac arrest die before reaching the hospital.


I encourage everyone to learn the risks of cardiovascular disease, stay fit through exercise and good nutrition, know the signs of Stroke, Heart Attack and Sudden Cardiac Arrest, and learn critical lifesaving skills such as CPR and AED use and when to call 9-1-1. Learn more at www.heart.org

Mobile Disaster Recovery Center Available to Residents Impacted by Winter Storms, County Approved for Public Assistance 


(Martinez, CA) – A mobile Disaster Recovery Center (Center) is now open for Contra Costa County residents impacted by the December and January winter storms to connect with federal recovery resources in person. 


The Federal Emergency Management Agency (FEMA) will open the mobile center on Sunday, Feb. 26, making it the second and third locations in the County. The mobile center will be available at these dates and times, depending on need:

Richmond Civic Center Parking Lot Between 24th and 25th streets in Richmond

Time: 8 a.m. to 6 p.m. daily

Dates: Feb. 26 to March 1 


Community Presbyterian Church 200 E. Leland Road in Pittsburg

Time: 8 a.m. to 6 p.m. daily

Dates: March 2 to March 4 


The mobile centers will only be able to help residents with FEMA individual assistance. For assistance from state agencies or the Small Business Administration please visit the Recovery Center in Danville.

Other resources through the California Office of Emergency Services (CalOES) and the Small Business Administration (SBA) will also be available. 



For those who have experienced personal property damage, please contact your insurance company first to determine available resources. FEMA provides assistance to applicants for uninsured or underinsured disaster-caused expenses and serious needs.

Contra Costa County to hold 5 Community Visioning Sessions for Arts and Culture Planning

(Martinez, CA) – Artists, arts and cultural leaders, and the community are getting together to share their vision for the future of Contra Costa County’s arts and cultural landscape. 

During the week of March 14, five Arts & Culture Community Visioning Sessions will be held throughout the County. The events are free, and all are welcome. 


The County is developing an “Arts & Culture Strategic Plan” as part of its effort to identify an organization that will serve as a new countywide arts council. The County has contracted with Arts Orange County, the nonprofit arts council in that community, to lead the planning process as the project manager and to facilitate the visioning sessions. 


The goal is to guide an arts and cultural planning effort through an inclusive community engagement process that recognizes and respects the geographic and demographic diversity of the County. It will also inventory the County’s arts and cultural assets, including organizations, venues, and public art. 



The Arts & Culture Community Visioning Sessions will be held in various locations around the county in Danville, Oakley, Pittsburg, Richmond, and Walnut Creek. Each session is approximately 90 minutes in duration, and light refreshments will be provided. Registration is recommended, but walk-ins are welcome. A Spanish-speaking interpreter will be available at each session to assist.

A3 is Contra Costa County’s innovative approach to provide timely and appropriate mental and behavioral health crisis services to anyone, anywhere at anytime in the county.


When someone is in a crisis — a fire, crime or medical emergency — they call 911, expecting immediate emergency services. However, when that emergency is a mental or behavioral health crisis, the lack of a timely and clinically appropriate response too often results in unnecessary suffering, loss of life, criminalization

Contra Costa Health Opens Online Survey About Emergency Ambulance Service


Contra Costa Health (CCH) seeks public participation in an online survey this month to help gather opinion and experience related to emergency ambulance service in the county.

 

Data collected will help CCH evaluate the current state of Contra Costa’s emergency medical services in advance of writing and issuing a request for proposals for a new emergency ambulance services contract in a large section of the county.

 

The survey, conducted by consultant Fitch & Associates, includes questions about the responsiveness and quality of county emergency medical services, both for residents who have used them and who have not. The survey only takes a few minutes and does not ask for names or other personal identifiers.

Applications for Civil Grand Jury Service Sought

The Contra Costa County Superior Court is accepting applications for Civil Grand Jury Service for the Fiscal Year 2023-2024 term.


The Civil Grand Jury is made up of 19 members who serve for one year, July through June, to monitor, review and report on city and county governments, special districts and school districts.


Every effort is made to ensure that the Grand Jury reflects the makeup of the residents of the county. Approximately 75 applicants will be selected to be interviewed by the Grand Jury Selection Committee, which is composed of Superior Court Judges. After interviews, the judges will nominate approximately 30 applicants to constitute a grand jury pool from which the final panel of 19 will be selected by random drawing.

The drawing is scheduled to be held on Friday. June 16, 2023.


Individuals selected for service will be expected to be available from June 20 to June 23 and June 26 to June 29, to attend an orientation where they will meet with department heads, become familiar with their colleagues, learn about juror responsibilities and procedures, and select committees on which they will serve.


Grand jurors must be a United States citizen, 18 years of age or older, who have been a resident of Contra Costa County for at least one year prior to selection. They cannot currently hold any elected position within the county. Applicants should have reliable transportation to Martinez, and must be prepared to devote at least 30 hours per week to Civil Grand Jury service. Applicants should have access to a computer, be familiar with Microsoft Word, and be able to send and receive email. Citizens who work should apply only if they can be released from their jobs to perform the jury duties.


Applicants selected as one of the 30 nominees will be fingerprinted before the drawing. Jurors receive a stipend for attending full jury and committee meetings and are reimbursed 62.5 cents per mile for allowable jury travel.

FEMA Storm Disaster Assistance for Contra Costa County Residents & Businesses


The Federal Emergency Management Agency (FEMA) has approved Individual Assistance for Contra Costa County residents. FEMA provides Individual Assistance to eligible individuals and households who have sustained losses as a direct result of a disaster that receives a federal disaster declaration. Contra Costa residents who have property or business damage from the series of winter storms December 31, 2022, through January 30, 2023, can seek assistance directly from FEMA.


Contra Costa Storm Response information and updates are available on the County website, including Disaster Recovery FAQs (also in Spanish). The County’s social media notifications about FEMA’s Individual Assistance are reposted on EHSD’s Twitter @ContraCostaEHSD.

East Contra Costa County Habitat Conservancy.

Application Deadline Extended to April 5th!

 

Members needed for the Public Advisory Committee: The East Contra Costa County Habitat Conservancy seeks four (4) individuals or organization representatives to serve on the Public Advisory Committee (PAC) to provide input on the implementation of the East Contra Costa County Habitat Conservation Plan / Natural Community Conservation Plan (HCP/NCCP or Plan) to the Conservancy’s Governing Board. The PAC is composed of members representing a variety of interest groups, including three members from the development community, three representatives from the conservation community, three private landowners and/or agriculturalists, three representatives of suburban and/or rural residents within the Plan area, as well as staff members from interested public agencies.   

 

The current vacancies are for: 

  • 1 permit seeker from the development community 
  • 1 representative from the conservation community 
  • 1 private landowner and/or agriculturalist (or their representatives) 
  • 1 suburban or rural resident from the Plan Area

 

The PAC meets quarterly and is responsible for reviewing and commenting on the general implementation processes of the HCP/NCCP including providing input on implementation policies, workplan, restoration projects, a small research grant program, the operation of preserves, adaptive management, and the adherence to plan commitments.

Would You Like to Serve on the Advisory Fire Commission?

The Contra Costa County Board of Supervisors is seeking individuals to serve as an At Large Alternate member of the Contra Costa County Fire Protection District’s (CCCFPD) Advisory Fire Commission. The Commission is responsible for confirming cost of abatement reports; conducting weed abatement appeal hearings; approving surplus equipment declarations; reviewing CCCFPD operations and budget reports; and advising the Fire Chief on District service matters. The Commission also serves as a liaison between the Board of Directors and the community and may be asked to perform other duties by the Board of Directors. Applicants must reside or work within the boundaries of the Fire District to be considered for appointment.  

 

Regular meetings of the Advisory Fire Commission are held on the second Monday of even-numbered months at 7:00 p.m. in Concord. The appointment will be to complete the current term of office that will expire on June 30, 2024. Commissioners are not compensated.

Contra Costa Senior Legal Services Seeking Volunteers

Contra Costa Senior Legal Services (CCSLS) in Concord ( www.ccsls.org ) is seeking volunteers to help answer phones, screen clients, make referrals, and schedule attorney appointments. CCSLS’ volunteers have a key role in advancing CCSLS’ mission of helping low-income seniors facing eviction, elder abuse, scams, debt collections and contract disputes so that they can stay independent and vital as they age. Volunteers generally work 3 to 8 hours per week at CCSLS’ office at 2702 Clayton Road, a short walk from the Concord BART Station.

Pass2Class offers free bus passes to Contra Costa students at the beginning of the school year to encourage the use of bus transportation to and from school. Pass2Class reduces traffic congestion and air pollution by reducing the number of cars being driven to school.

The 2022 program offers free County Connection, Tri Delta Transit, WestCAT, or AC Transit bus passes for up to two (2) students per household for up to two months.

Have you noticed a pothole or graffiti and wanted a quick and easy way to report it?

The Contra Costa County Public Works Department now uses a versatile and user-friendly Smart Phone (Android, iOS) application called Mobile Citizen to help.

Residents can report concerns such as potholes, graffiti, illegal dumping, and other service requests simply by taking a photo, providing comments, details about location, and submitting it directly to the Public Works Department.

The Mobile Citizen application is free and can be downloaded from the App Store (iOS) or Google Play (Android).

“We’re excited to provide a fast and easy tool that makes it more convenient for our customers to report many types of service concerns for our unincorporated communities,” said Brian Balbas, Public Works Director.
