Update from the Chair

Dear AmCham,

Tech stocks propelled U.S. markets last week. Investors were encouraged by positive corporate results and announcements, more than by May’s favorable inflation report. Markets now expect only one Fed rate cut this year, which is a stark contrast to expectations at the start of this year. On the local front, different estimates project Vietnam’s GDP to grow between 5.5 to 6% in Q2. 


A delegation from IMF is currently conducting its annual member country consultation, meeting various stakeholders including government agencies, representatives of the private sector, and academia across Vietnam. 


Vice-Chair Winnie Wong (Mastercard) hosted representatives from J.P. Morgan’s Trade & Working Capital teams based in the U.S., Singapore and India, for an overview of Vietnam’s and HCMC’s economic outlook. Long-term opportunities such as semiconductors requiring significant human capital investment were themes discussed as part of an overall optimistic outlook.


U.S. markets, federal offices and most banks will observe a holiday on Wednesday for Juneteenth. Commemorating the abolishment of slavery in the U.S., the day is observed every year on June 19th. AmCham joins Juneteenth celebrations in recognition of its diverse membership and its commitment to diversity.

Advocacy Update

We thank all members who have recently shared their comments on draft legislation currently being discussed.


  • Liquefied Natural Gas (LNG) Power Projects Development Mechanism: members are asked to submit their comments to the Energy Committee through June 21st to be compiled, before inputs from the Advocacy Panel and Hanoi chapter, and submission to the Ministry of Industry and Trade (MoIT).


  • Letter to the Central Institute for Economic Management (CIEM) on difficulties affecting investment and business activities in the food sector: this was submitted last week.


Members are encouraged to bring forward any advocacy needs or related questions the relevant Committees, or by email to advocacyaction@amchamvietnam.com.

[VN Express International] UOB forecasts 6% GDP growth for Vietnam in Q2. Singapore-based United Overseas Bank (UOB) has projected the economic growth rate of Vietnam at 6% in the second quarter of 2024.

[The Investor] Vietnam a ‘bright spot’ in Southeast Asia: BofA economist. Vietnam remains a bright star in Southeast Asia despite power shortages seen last year and the weakened real estate sector, said Kai Wei Ang, ASEAN economist at BofA Securities Inc., formerly Bank of America Merrill Lynch.

[Vietnam Briefing] Vietnam’s 2024 Law on Credit Institutions. Financial analysts anticipate that the forthcoming 2024 Law on Credit Institutions will bolster the security of Vietnam’s credit institutions through fortified risk prevention measures, heightened oversight of credit entities, and deterrence of cross-ownership and undue influence within the sector.

[The Investor] Vietnam Jan-May exports to US up 22.3%. Vietnam’s Jan-May exports to the U.S rose 22.3% year-on-year to top $44.4 billion, according to the Vietnam Customs.

[Reuters] US manufacturing group calls for stronger protection against Chinese imports. A policy group led by the United Steelworkers union and domestic manufacturers is calling for the U.S. to enact stronger trade barriers to Chinese imports after President Joe Biden imposed steep tariffs on Chinese electric vehicles, solar panels and other strategic goods.

[Reuters] Vietnam president in meeting with US ambassador calls for stronger defence, economic ties. Vietnam's newly elected president To Lam on Thursday called for a strengthening of ties with the United States, the government said.

[Vietnam Investment Review] MoF proposes a 10 per cent special consumption tax on sugary drinks. The Ministry of Finance (MoF) has maintained its view that sugary drinks should be subject to a special consumption tax (SCT) of 10 per cent in a message sent to the government regarding the draft revised SCT Law.

[Viet Nam News] Pfizer ties up with 2 national hospitals for combating antimicrobial resistance. Pfizer Vietnam signed a memorandum of understanding with the Viet Nam National Children's Hospital on June 14 and Viet Duc University Hospital on June 13 to carry out a programme for antimicrobial resistance awareness and stewardship.

[The Saigon Times] Fulbright Vietnam, Impact Link Asia join hands to support social impact businesses. The Impact Business Lab, a collaborative initiative co-organized by the Center for Entrepreneurship and Innovation (CEI) at Fulbright University Vietnam and Impact Link Asia, is set to launch its inaugural program designed to support social impact businesses and university students.
