March 3, 2022 — Best Best & Krieger LLP Partner Ruben Duran has been elected to serve on the board of the Institute for Local Government (ILG). The ILG is a nonprofit training and education affiliate of the League of California Cities, the California State Association of Counties and the California Special District Association, which represent thousands of local agencies across the state.

Port of San Diego purchases all-electric mobile harbor cranes, first in North America

February 28, 2022 — In support of clean air for all, the Port of San Diego has purchased two all-electric Konecranes Gottwald Generation 6 Mobile Harbor Cranes to replace the diesel-powered crane currently in use at the Tenth Avenue Marine Terminal (TAMT). The all-electric, battery-supported mobile harbor cranes will be the first in use in North America and will support the Port’s Maritime Clean Air Strategy (MCAS) and its “Health Equity for All” vision while also increasing productivity and cargo business opportunities at TAMT.

Terminals 12 and 15 of Taichung Port have been transformed and reborn, ready to go

February 25, 2022 — Taichung Port has entered its 46th year since its establishment, and has fulfilled its mission of shouldering the regional economic development mission as an international commercial port in central Taiwan. In 1999, the loading and unloading volume exceeded 100 million tons, and in 110 years, it grew to 120 million tons. Along with the business growth, the construction of terminals has been put into operation one after another, and 64 operational terminals have been completed so far. Under the test of earthquakes, waves, tides and seawater salt erosion, as well as loading and unloading, berthing and other operations, the early operation of the wharf showed a situation of reduced operating efficiency. Taking into account business development, use efficiency and safety, Taichung Port Branch has planned to list 14 wharfs as priority targets for renovation since 100, and budgets are compiled year by year for renovation. As of the end of January 2011, a total of 12 wharf renovation projects have been completed, and the 12 and 15 wharf renovation projects have been completed recently.

Municipality of Anchorage receives judgement in MARAD case

February 24, 2022 — The United States Court of Federal Claims aw­arded the Municipality of Anchorage (MOA) $367,446,809 in damages from the U.S. Department of Transportation, Maritime Administration (MARAD) due to design, construction, and project management failures at the Port of Alaska Intermodal Expansion Project. This judgement is subject to appeal.

In December, a federal judge ruled in favor of the MOA’s lawsuit regarding this matter. It was determined that MARAD breached its contract with the MOA because of the numerous design and construction defects associated with the Intermodal Expansion Project.

Updated assessment shows Port of Hueneme’s economic footprint at an all-time high

February 23, 2022 — The Port of Hueneme continues to serve as a vital economic engine throughout the region as evidenced by the release of a new economic impact report. The latest results show a steady and significant increase since 2013 in several key areas as demonstrated in the report updated by Martin Associates, a renowned economic consulting company for the maritime industry. The report shows that total economic activity increased by 150% or $1.4 billion to $2.2 billion and tax revenues to local cities and the state topped out at $173.2 million, a stark 224% increase. Since the previous report released in 2018, jobs grew in record numbers to 20,032 jobs, creating 4,200 additional jobs, of which 95% of these traded-created jobs are in Ventura County.

Taiwan and the Philippines sign a Memorandum of Understanding Concerning Maritime Cooperation

February 23, 2022 — The Maritime Port Bureau (MPB), Ministry of Transportation and Communications (MOTC) stated today (1/28) that Taiwan and the Philippines have signed the “Memorandum of Understanding Concerning Maritime Cooperation” to actively increase cooperation in port affairs, promote the development and management of ports, and accelerate the internationalization of the development of maritime industries in Taiwan.

The memorandum was signed separately in different places by Ambassador Peiyung Hsu of the Taipei Economic and Cultural Office in the Philippines and Mr. Wilfredo B. Fernandez, Chairman and Resident Representative of the Manila Economic and Cultural Office. The signing was witnessed by Yeh Hsieh-Lung, Director-General of the MPB and Mr. Jay Daniel R. Santiago, General Manager of the Philippines Port Authority.
