State and Local Governments

Justice Department to Publish Final Rule to Strengthen Web and Mobile App Access for People with Disabilities (Title II Entities)

  • This rule sets a specific technical standard that state and local governments must follow to meet their existing obligations under Title II of the ADA for web and mobile app accessibility.


  • State and local government web content and mobile apps will usually need to meet the Web Content Accessibility Guidelines (WCAG) Version 2.1 Level AA technical standard.


  • State and local governments must ensure that their web content and mobile apps meet WCAG 2.1, Level AA, within two or three years of the rule's publication, depending on their population.

National Aging and Disability Transportation Center 2023 Innovations Showcase This publication presents 14 Transportation Innovations selected by the National Aging and Disability Transportation Center (NADTC) through a nationwide competition. The Showcase profiles out-of-the-box thinking and alignment of resources. Innovations may be entirely original or represent a creative adaptation of an approach that has worked in other places or program settings or with different populations.

Federal Emergency Management Agency and International Code Council News (ICC)

The Great Plains ADA Center (GPADA) and International Code Council (ICC)

have a longstanding and effective collaboration toward bettering the lives of

persons with disabilities. We at the GPADA recently became aware that the ICC

is proposing the use of their family of I-Codes by the Federal Emergency

Management Agency (FEMA) toward emergency preparedness and response.

The ICC released the following statement for distribution. The GPADA is not

endorsing or advocating for any outcome in this proposal.



"FEMA has proposed updates to its Public Assistance Consensus-Based Codes,

Specifications, and Standards (CBCSS) policy with comments due April 26th.

This policy establishes minimum standards for federally funded reconstruction of

public infrastructure after a major disaster. The International Code Council is

circulating an organizational sign-on letter, which urges FEMA to ensure that

accessibility is built into the Agency’s federally funded recovery efforts.
