County Officials Attend the North Policy Committee Meetings


There's still time to register for the South and Federal Policy Committee Meetings.


More than 80 county officials and staff from across the state traveled to attend the first round of ACCG Policy Committee Meetings in Bartow County on August 7-8. Attendees heard from various state agency representatives about resources and programs available for counties along with legislative updates from the ACCG Governmental Affairs team. During the meetings, county officials recommended the top three legislative priorities, from each committee, for the Policy Council to consider for ACCG’s 2025 Policy Agenda.

Get Ready for the 2024 Legislative Leadership Conference


Appoint Your County Voting Delegate


Registration is now open for ACCG’s 2024 Legislative Leadership Conference. This year's conference will take place October 9-11 at The Classic Center in Athens-Clarke County. Counties will vote to approve the 2025 ACCG Policy Agenda and receive updates on legislative issues that impact county governments. Prior to the conference, counties are encouraged to designate their county voting delegate to vote on the 2025 ACCG Policy Agenda and Legislative Priorities during the Business Session.


The Business Session will be held on Thursday, Oct. 10. Please be sure to appoint your county's voting delegate by Friday, Aug. 30, to ensure your county is represented during this important session. The voting delegate form must be completed by Friday, Aug. 30 and emailed to Avis White at awhite@accg.org

2025 ACCG Salary Guide Now Available


The "Computing County Official Salaries for 2025" guidebook is now available. ACCG publishes this guidebook annually to assist counties in calculating salaries (as of January 1, 2025) of certain county officials, as well as state officials who receive supplements to their salaries from the county.

HB 581 - Joint ACCG/GMA Training Coming in October  


House Bill 581 passed during the 2024 legislative session and will usher in significant changes to Georgia’s property and local sales tax systems if adopted by voters in the 2024 general election. This legislation authorizes a statewide floating homestead exemption for all local governments including an opt-out provision, and revises the tax estimate, three-year lock, sales ratio study, and settlement conference statutes. It also simplifies the local sales tax cap and creates a new type of local sales tax for property tax relief. For a thorough summary of this bill, please click here.  


ACCG and the Georgia Municipal Association (GMA) are currently working on a Q&A document which will be ready in the coming weeks. The two associations will host joint training sessions in October. Meeting dates and locations can be found below with each session will be taking place from 9:30 a.m. to 12:00 p.m. ACCG and GMA will be holding a live webinar following the training sessions.

ACCG Bids Farewell to Gabriel Carter


ACCG's Associate Director of Governmental Affairs, Gabriel "Gabe" Carter, has left ACCG to attend law school at Georgia State University. Since joining our association in 2021, Gabe has been an invaluable asset. While his presence will be greatly missed, we are thrilled to see him embark on his dream of practicing law. Please join us in congratulating Gabe for his exceptional service at ACCG and in wishing him all the best in his future endeavors.

ACCG Welcomes New Governmental Affairs Associate


ACCG is proud to welcome Kaylon Day as our newest Governmental Affairs Associate. Kaylon will be staffing ACCG’s General County Government Committee and will assist with other policy issues as appropriate. She previously served as a Legislative Assistant with the Georgia State Senate and is a former ACCG policy and research intern. She earned her bachelor’s degree in political science and American government from Valdosta State University and her Master of Public Administration from the University of Georgia – Go DAWGS! Kaylon was born and raised in Lowndes County. We look forward to working with her in ACCG’s continued pursuit of sound public policy for Georgia’s counties.

Cherokee County Completes Investor-Owned Housing Analysis


Major metropolitan areas across the country are facing an unprecedented wave of institutional investors buying up existing and new entry-level, single-family housing stock and turning it into rental housing. Metro Atlanta is ground zero for this hedge fund buying spree, with an estimated 25% of the nation’s share of the investor-owned single-family housing market, or about 72,000 properties, and with investor housing purchases exceeding $1 billion in the first quarter of 2024 alone. Cherokee County, working with its tax assessor and GIS department, has identified investor-owned, single-family homes countywide and their analysis can serve as model for other counties in understanding how this new business paradigm has impacted the availability of owner-occupied housing within their jurisdictions.

DCA Announces Georgia Supportive Housing Institute


The Georgia Department of Community Affairs (DCA) recently launched the Georgia Supportive Housing Institute. The partnership between DCA and Corporation for Supportive Housing (CSH) will allow communities and stakeholders to build capacity and knowledge to create housing for residents with supportive service needs. Georgia is the first state in the Southeast to implement the Supportive Housing Institute, an initiative designed to kick start supportive housing projects. DCA is hosting an information session for interested applicants this Monday, Aug. 19 at 1:00 p.m. To register, click here.

Legislative Study Committees 


Both the House and Senate of the Georgia General Assembly are engaged in several study committees that impact counties during the 2024 legislative interim. Please click the below links for additional information on these respective committees and their meetings.  



Senate Study Committees – Farmland Preservation and House Rural Development Council 


ACCG’s Executive Director Dave Wills will be speaking at two upcoming legislative study committees. Wills has been asked to address the House Rural Development Council, meeting in Floyd County on August 29, speaking about challenges facing rural counties, including those related to providing state-mandated services, training and education for county officials, and county viability. The following day, Wills will speak to the Senate Preservation of Georgia’s Farmlands Study Committee, meeting in Habersham County, to provide a perspective on policies that affect the use of land, particularly as it relates to the continuing loss of farmlands to development. 


Governor Kemp Announces Details for $1.5 Billion Transportation Infrastructure Investment 


New details regarding the historic $1.5 billion transportation infrastructure investment have been released. The investment will more than double the state’s funding to cities and counties for local transportation infrastructure, provide an increase in funding for general aviation airports, to resurface more state highways, accelerate the completion of key transportation projects already underway, and kickstart new strategic projects to prepare for Georgia’s future. Of the funding, $250 million will go to local governments for road projects.

2024 Georgia Environmental Conference


Registration is still open for the 17th Annual Georgia Environmental Conference (GEC). Taking place on August 21 - 23 on Jekyll Island, GEC aims to provide attendees with new, relevant, and diverse educational opportunities that will positively impact them and Georgia's environment. Over a course of three days, environmental professionals will exchange knowledge and share ideas around environmental concerns in Georgia and across the Southeast region.

Counites Asked to Provide Feeback to FEMA on Public Assistance Program and Policies


The Federal Emergency Management Agency (FEMA) coordinates with federal, state and local governments to provide public assistance and disaster relief. FEMA is currently inviting county leaders to provide feedback on the newly updated Public Assistance Program and Policy Guide. The public comment period is open until Monday, Aug. 19.

Norfolk Southern Grant Programs Available for Local Governments


Norfolk Southern is currently accepting applications for its two grant programs, the Safety First Grant and Thriving Communities Grant. Both grant programs are designed to support entities that promote safe and sustainable operations, develop the local work force, and build strong, resilient communities. Applications for both programs will be accepted until Tuesday, Oct. 1.
