How school systems can promote strategic talent management at scale

Teaching effectiveness is the most important in-school factor for student achievement. Thus, decisions about how to attract, retain, develop, and organize excellent teachers are the most important decisions that school leaders make.

But school leaders can't do it alone. Our new guide describes how school systems can empower all principals to be strategic talent managers. It starts when the central office maps out the what, who, when, and how of strategic talent management, and organizes data, support, and timelines around the most critical talent decisions. The guide offers clear examples, practical solutions, and a comprehensive list of talent decisions for principals, principal supervisors, and more.

A tool that helps school systems empower all principals to be strategic talent managers

The Talent Decision Planner (TDP) is a new tool that helps central office HR teams clarify the role of each decision-maker (e.g. principals, principal supervisors, the central office, and teachers); use data more effectively; and prompt strategic thinking.

HR teams can use the TDP to map out:
  • What decisions in the six talent areas (shown to the right) are a priority
  • Who should make each type of decision
  • When decisions should be made
  • How "guiding questions" and the right data promote strategy over compliance
Enterprising principals could also use the tool to support their own planning. The TDP comes with comprehensive list of research-backed talent decisions and guiding questions that each district can customize to their context. Leaders can also create practical tools like calendars, monthly support materials, and a data action plan.

A new website with metrics and tools to drive visioning, planning, and organizing

The Urban Schools Human Capital Academy (USHCA) has been a valued thought partner in our talent management work. And they just launched a new website: Human Resources in Education. It provides tools to support the journey from visioning to implementation of strategic human capital management . The foundation of their tools are the "Puzzle Pieces," which break down strategic talent management into eight key topics.

WHY NOW?
Because our children deserve more than a few great schools.

Ensuring college and career readiness for all students, especially lower-income students and students of color, requires redesigning school systems to enable new ways of organizing schools for student and teacher learning. School System 20/20 is our vision for transforming school systems so every school succeeds for every student, because of the system - not in spite of it.

Education Resource Strategies (ERS )  is a non-profit organization dedicated to transforming how urban school systems organize resources - people, time, and money - so that every school succeeds for every student.
