2. Frank's journey with the county began in 1995 as a humble staff accountant. Since then, his rise through the ranks has been nothing short of spectacular. He has donned many hats, from the Director of Administration and Finance for the Orange County Probation Department to the interim reuse manager at the former Marine Corps Air Station El Toro.
3. Beyond Orange County, Frank's influence is acknowledged at the state level. He currently serves as the President of the California Association of County Executives (CACE).
4. His academic credentials are just as impressive. With a Master of Public Administration and a Bachelor of Accountancy from California State University, Long Beach, Frank's foundation in public service is rock-solid.
