Dear Colleagues,
JNCL-NCLIS is working with the American Society of Association Executives on advocacy for COVID-19 relief for non-profit organizations. As you may know
, the Coronavirus Aid, Relief, and Economic Security (CARES) Act provides relief for 501(c)3 non-profits, but not for (c)4 or (c)6
non-profit organizations. We encourage our member organizations to sign on to
ASAE's letter
urging Congress to expand legislation for non-profit federal aid relief.
In addition, we have been asked to document the economic impact of the crisis on non-profits, and your responses to last week’s survey were part of the evidence upon which the Congress acted in passing the CARES Act. Your responses to
this survey
will help us advocate for broadening the relief to more types of non-profits.

The shift to distance learning has created unique challenges for English language learners and their parents, who are tasked with keeping them on track despite their own struggles and lack of familiarity with the educational system.
There were more than 4.8 million English language learner students in public schools in 2016, nearly a tenth of total enrollmen
t, according to the most recent U.S. Department of Education statistics. While some teachers are taking extra measures to help them, there is concern these students will be left behind the longer schools are closed during the pandemic.

Now, more than ever, your voice matters in Washington, DC. Through your responses to action alerts and messages to Capitol Hill, and through your support for JNCL-NCLIS, the COVID-19 relief bills enacted in the past two weeks have included:
- Small Business Administration (SBA) assistance - loans, disaster relief grants, payroll protection programs - for 501(c)3 organizations;
- SBA programs expanded to include for-profit businesses with less than 500 employees, regardless of the SBA’s normal small business thresholds;
- Access to the SBA relief for Independent Contractors and Sole Proprietorships;
- Aid to our nation’s public schools to support the unprecedented, nationwide, and very rapid shift to online learning.
