Residents bring electronics, paper and medications for Community Service Day recycling event in Markham

Metropolitan Water Reclamation District of Greater Chicago (MWRD) President Kari K. Steele and Vice President Patricia Theresa Flynn, in collaboration with 5th District Cook County Commissioner Monica Gordon and Cook County Sheriff Tom Dart, hosted a successful community service day on July 27 at Canterbury Shopping Center in Markham, IL.

The event featured a drug take-back, electronics recycling, and document shredding service, promoting environmental sustainability and public safety. Community members were provided with a safe and convenient way to dispose of unused or expired medications. These services were free to encourage responsible waste disposal and promote protecting the planet today and for future generations.

“Proper disposal of medications, electronics, and sensitive documents is crucial for protecting our environment and Cook County waterways,” said President Steele. “This event provided a convenient and secure way for residents to contribute to a healthier and safer community. I encourage everyone to take advantage of these important services."

The Metropolitan Water Reclamation District of Greater Chicago is an award-winning, special-purpose district responsible for treating wastewater and providing stormwater management for residents and businesses in our service area which encompasses 882.1 square miles and includes Chicago and 128 suburban communities throughout Cook County. The MWRD serves approximately 12.72 million people each day, including 5.19 million residents.

MWRD President Kari K. Steele host various community events throughout the year to encourage residents to get involved in protecting the plant and Cook County waterways. Community Service Days help keep harmful items out of landfills, aids in preventing pollution, conserves natural resources and energy and produces economic opportunity through creating jobs.

Cook County Commissioner Monica Gordon added, "community events like this not only encourage public involvement, but also strengthen our commitment to environmental stewardship. By working together, we can ensure that hazardous materials are properly disposed of, reducing the risk of contamination and identity theft while also promoting a cleaner environment."

In addition, President Steele also encourages residents to sign up to receive MWRD Overflow Action Days text alerts that remind residents to reduce their water usage to necessity before, during and after rainstorms to limit the amount of water flowing into the sewer system. Despite MWRD’s improvements to local water quality, Chicago area waterways are still subject to stormwater damage throughout Cook County. Mother nature is an unpredictable source of rainfall; therefore, it is important to be a good neighbor and reduce water usage to necessity when rain is forecasted. These efforts help mitigate flooding and prevent excessive stormwater from going to unwanted places.

“We are excited to collaborate with community leaders throughout Cook County to share MWRD’s essential work and inform residents of the many ways that they can assist in a healthier environment by choosing to recycle, properly dispose of medications and help keep harmful items out of our waterways. This is another opportunity to also educate future leaders about the importance of a clean and healthy eco-system,” said Vice President Flynn.

There are many ways to preserve the planet and live environmentally friendly. The MWRD’s essential work is to protect the health and safety of the public in its service area, protect the quality of the water supply (Lake Michigan), improve the quality of water in watercourses in its service are, protect businesses and homes from flood damages, and manage water as a vital resource for its service area.

CTA’s $3.6 Billion Red Line Extension Project Now Expected to Receive $764 million in 2025, the Project’s First Year, a $396 Million Increase in Funding

U.S. Transportation Secretary had earlier recommended $350 Million to CTA’s Red Line Extension project in President Biden’s Fiscal Year (FY) 2025 Budget; Funding Boost Moves Historic Transit Equity Project on Far South Side Closer to Groundbreaking

The Chicago Transit Authority’s transformational Red Line Extension (RLE) Project has received a significant funding boost by the federal government, which has pledged to more than double funding for the project in its first year to $764 million from the previous pledge by the Biden-Harris administration of $350 million.

The $396 million increase in first year funding for 2025 underscores the commitment by the Federal Transit Administration (FTA) and the Illinois congressional delegation, including Sen. Dick Durbin, Sen. Tammy Duckworth, Rep. Robin Kelly, Rep. Jonathan Jackson, Rep. Danny Davis and Rep. Mike Quigley, to the $3.6 billion Red Line Extension Project. The RLE Project is the largest transit project in CTA history and one of the biggest equity investments in Chicago history.

“Transit provides important connections for Chicago’s residents, workforce and visitors,” said FTA Acting Administrator Veronica Vanterpool. “This accelerated funding shows our confidence in the Red Line project and the leadership at CTA, while redirecting taxpayer dollars spent on borrowing costs, putting those millions back into the transit system.”

“This is a game-changer for the South Side of Chicago,” said Mayor Brandon Johnson. “I want to thank the Biden-Harris Administration and our federal partners for investing in equitable infrastructure to address the longstanding disparities in our public transit system. With this significant boost in funding, we are not just laying new tracks – we are laying the foundation for economic growth, job creation, and improved quality of life for tens of thousands of Chicagoans.”

“We greatly appreciate the steadfast support of the federal government to moving CTA closer to breaking ground for the Red Line Extension, a once-in-a-lifetime project for Chicago,” said CTA President Dorval R. Carter, Jr. “I thank the Biden-Harris administration, the Federal Transit Administration and the Illinois congressional delegation for their unwavering commitment to invest in new rail service on the Far South Side, which has been promised equitable transit access for decades. We look forward to continuing our critical work with all our federal partners in the coming years.”

The CTA’s RLE project, which will extend the Red Line 5.6 miles to the Far South Side of Chicago, is one of three projects in the nation that is being proposed in the 2025 federal grant pipeline, which were recommended in prior budgets but have not yet entered into a construction grant agreement.

The CTA was notified last year that it was in line for almost $2 billion in critical grant funding needed to build the project. CTA then began the “Engineering” phase of the project, which includes further design and engineering needed to build the project and identifies the federal grant dollars CTA can receive for the project once the engineering phase is completed and approved by FTA. The Engineering phase of the project is expected to continue this year, and CTA anticipates a Full Funding Grant Agreement (FFGA) by the end of 2024 subject to federal review and approvals.

The announcement that CTA will receive an increase in first year funding means that CTA will receive more money in the first year of the project, in 2025, from the Full Funding Grant Agreement than previously expected.

All funding sources for the $3.6 billion RLE project have been identified and include:

·    $1.973 billion: Federal “New Starts” – this includes the $350 million recommended in the FY 2025 budget request

·    $950 million: Local Transit TIF

·    $130 million: Congestion Mitigation and Air Quality Improvement (CMAQ)/Carbon Reduction Program

·    $281 million: State funding (anticipated*)

·    Remaining funding (~$266 million): CTA bond funds and other sources

Red Line Extension Project Overview

The transformational RLE project is a community-input driven investment in Chicago’s Far South Side that will:

·    Build a 5.6-mile extension of the Red Line starting at 95th Street Terminal to the vicinity of 130th Street.

·    Include four new accessible stations near 103rd Street, 111th Street, Michigan Avenue, and 130th Street, each of which would include bus, bike, pedestrian and parking facilities.

·    Build a new rail yard and related rail facilities to improve operational efficiency for the entire Red Line and CTA system.

·    Provide long-awaited and much needed connection to jobs, education, and commerce, while also serving as a catalyst for economic development.

The RLE Project will provide a new, more direct connection to downtown via the Red Line – this means an easier trip and less time commuting. Once the extension opens, it is expected to provide up to 30 minutes in time savings to riders traveling to downtown from the future 130th station.

Other project benefits for surrounding communities include:

·    An award-winning RLE Transit-Supportive Development (TSD) Plan in partnership with Chicago’s Department of Planning and Development (DPD). The Plan is a proactive effort to guide the future development of the long-disinvested communities located near the RLE project area, and it reflects the vision of those who currently reside and conduct business in these communities.

·    Creation of more than 25,000 jobs to Cook County in future years.

·    Opportunities for workforce training and jobs and participation in the project by small Disadvantaged Business Enterprise (DBE)-certified small businesses. CTA supports DBEs through efforts including the Building Small Business program and partnerships with its construction contractors.

Veterans who claim Veteran’s preference must submit the following at the time of onboarding:  DD214, Certificate of Release or Discharge from Active Duty that must show the Veterans’ character of service upon discharge.  If an individual is still in the Reserve or National Guard, a letter from the Commanding Officer, Unit Representative, or Personnel Staff Officer (S-1) stating the individual is serving in “good standing” and has completed their first term of their initial contract.  In order to receive the veterans preference, candidates must answer “yes” to the question on the online application that asks, “Have you been discharged or released therefrom the United States Armed Forces under Honorable Discharge or General Discharge (Under Honorable Conditions) OR have you completed the term of your initial contract as a Reservist or member of the National Guard and are actively serving in good standing AND do you wish to be considered for a Veteran’s preference in hiring with the understanding that you must provide required documentation at the onboarding stage AND if you cannot produce the required verification your conditional offer may be revoked?”  In addition, you must provide documentation to verify your military service at the time of on-boarding. Veterans who claim Veteran’s preference must submit the following at the time of onboarding:  DD214, Certificate of Release or Discharge from Active Duty that must show the Veterans’ character of service upon discharge.  If an individual is still in the Reserve or National Guard, a letter from the Commanding Officer, Unit Representative, or Personnel Staff Officer (S-1) stating the induvial is serving in “good standing” and has completed their first term of their initial contract.   If an individual indicates they are a veteran but fails to provide required documentation at the time of onboarding the conditional offer of employment may be rescinded.

To promote the social and economic well-being of residents in socio-economically disadvantaged areas which are disproportionately impacted by low household income, high poverty and high levels of unemployment, the City of Chicago has amended city ordinance 2-74-075 to include a hiring preference for residents of socioeconomically disadvantaged areas. Under section 2-92-390 of the municipal code, the Commissioner of Planning and Development is authorized to designate socioeconomically disadvantaged areas.  These designations will be used to provide residents from within these areas a hiring preference.  Unless otherwise prohibited by the hiring plan, collective bargaining agreement or federal state or local law and subject to the availability of eligible applicants, each referral list for a covered position shall include 25% of eligible applicants who are residents of socioeconomically disadvantaged areas.

CPFTA Preference NOTE: Qualified applicants that have successfully completed the Chicago Police and Fire Training Academy (CPFTA) will be granted preference for this position, providing the preference is not superseded by a collective bargaining agreement. To qualify for the preference, the applicant must otherwise qualify for the job and must be eligible for the position. In order to receive the CPFTA Graduate Preference, candidates need to indicate whether or not they are a CPFTA graduate by answering "yes" or "no" to the question on the online application that asks, "Did you complete the Chicago Police and Fire Training Academy (CPFTA) program and receive high school credit for your participation and do you want to be considered for this preference?" In addition, you must attach documentation to verify your successful completion of the CPFTA program. You must attach a copy of your high school transcripts that indicate your participation or the Certificate of Completion from the Chicago Police & Fire Training Academy.  Failure to answer the question and attach the required documentation will result in you not being considered for CPFTA Preference.

FAIR CHANCE HIRING EMPLOYER: The City of Chicago is committed to being a Fair Chance Hiring employer. We value applicants with diverse experiences, including those who have had prior contact with the criminal legal system. Having a criminal history, including prior incarceration, arrest(s), and/or conviction(s) does not automatically disqualify you from employment with the City of Chicago.

If you receive a conditional offer of employment, the City will conduct a background check. The resulting report will be used to conduct an individualized assessment to determine if the nature of any prior conviction conflicts with the specific duties and responsibilities of the job for which you have been selected. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances.

Residency Requirement: All employees of the City of Chicago must be actual residents of the City upon their start date as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
