This is just one of the ways the Council and its members were able to G.I.V.E. (Gift, Impact, Value, and Elements) in 2021.
GIFT. The Gift that keeps giving is the 12 Department of Health & Human Services’ National Institutes of Health (NIH) Contract Awards. The Council is proud to announce that council members Anacapa Micro Products, Inc. and Westwind Computer Products, Inc.
were two of the recipients of these highly sought-after contracts.

IMPACT. In 2017, Annette Owens-Scarboro, NIH Program Manager with overwhelming support from Diane Frasier, Director of the Office of Acquisition and Logistics Management launched NIH HUBZone Consortium made up of HUBZone businesses that tirelessly advocate for HUBZone contract opportunities at NIH. Their efforts enabled 12 companies to win HUBZone contracts (with 30 funding actions). These wins will increase employment and business opportunities within these underserved communities.

VALUE. Transforming NIH’s acquisition philosophy to truly
increase equity at all levels. Our members have served on NIH’s HUBZone Consortium to assist NIH’s decision-makers in developing a common understanding of the capabilities that HUBZone firms can offer in enhancing the health of all Americans.
ELEMENT. [NIH HubZone Consortium | Office of Management] NIH Consortium is an advocator, a trailblazer in increasing equity and leveling the playing field for underserved small business owners to mitigate national health disparities. The Council applauds the consortium members which empower the HUBZone Business community in areas such as procurement, marketing, technology, and business trends.

Courtney Carter (NIH Procurement Analyst) along with Emily Newlan (NIH Consortium Industry lead) despite the COVID pandemic continued to identify ways to champion the HUBZone pro-contracting message. Messages that included personal stories about how communities are being revitalized by just one contract.

Additionally, we would like to recognize other NIH partners that have taken the steps to embrace the HUBZone mission and invited the Council and or Consortium to speak to their acquisition professionals.
