This is just one of the ways the Council and its members were able to G.I.V.E. (Gift, Impact, Value, and Elements) in 2021.
GIFT. The Gift that keeps giving is the 9 Sole-Source Awards Members received from Departments of Defense, Justice (DOJ), Homeland Security (DHS), and Energy along with the General Services Administration (GSA). When other acquisition professionals were staying in their comfort zone, these trailblazers had the courage to apply FAR 19.1306 acquisition regulation to support HUBZone Communities.
IMPACT. Federal stakeholders increased equity and leveled the playing field for HUBZone Business Owners and the communities they represented with the execution and obligation of these sole-source contracts. They used the tools which have been available for several years to increase government-wide spending to these underserved communities. The 9 sole-source contracts serve as an example to other acquisition professionals that a Presidential Executive Order is not needed for some of them to do the right thing. The stakeholders involved in the execution of these contracts are truly the trendsetters that the Biden-Harris Administration should applaud (DoD: Army, Air Force, and Defense Information Systems Agency; DHS: Immigration and Customs Enforcement; DOJ: Offices of Boards and Divisions; Energy; and GSA: Public Building Services).

VALUE. In 2021, council members won significant sole-source contracts in both the civilian and defense arena. These HUBZone companies were able to nationally hire hundreds of talented individuals within underserved communities. The winners infused their communities with millions of dollars in revenue during the nation’s most critical time, the COVID pandemic.

ELEMENT. The HUBZone council continues to educate federal acquisition professionals on the merits of the HUBZone sole-source FAR regulations. The Council has pressured Congress and the Whitehouse to make improvements in the HUBZone program. In 2021, we managed to secure language under House’s NDAA to raise the Sole-Sourcing threshold with the ultimate goal of increasing equity and leveling the playing field for HUBZone companies within the socio-economic categories.
