This is just one of the ways the Council and its members were able to G.I.V.E. (Gift, Impact, Value, and Elements) in 2021.
GIFT. The Gift that keeps giving is the 1 HUBZone Expansion made by the Small Business Administration (SBA), Office of the HUBZone Program.

When Ms. Isabella Casillas Guzman, SBA Administrator spoke at the 2021 National Conference, she was echoing some good news for the HUBZone Program. Her message included many of the suggestions the Council has championed including Map Changes, Resources, and Program Updates. HUBZone Program
Director Lori Gillen and Deputy Director Bruce Purdy worked tirelessly with the Council to ensure
this expansion which added so many communities to the map.
IMPACT. The Map Updates increased the number of companies able to become HUBZone certified.
  • 452 new Qualified Non-Metropolitan Counties (QNMCs) were added to the HUBZone map.
  • HUBZone Map was frozen until June 30, 2023 – The Map has been updated to reflect a new, later expiration date for Redesignated Areas and certain Qualified Base Closure Areas and Qualified Disaster Areas.
  • After July 1, 2023, HUBZone maps will be updated on a five-year cycle.
  • Added were what is now being called the "Governor-Designated Covered Areas”.
VALUE. These changes offer 100s of companies in historically underutilized communities the ability to participate in the HUBZone Program.
  • This produced 300 new nonmetro Counties and 152 re-designated counties requalifying. This expansion resulted from the Council’s campaign in 2018. We were able to secure language under the 2018 NDAA to make this happen in 2021. Thousands of businesses in rural communities became potentially eligible to be certified in the HUBZone Program.
  • HUBZone Businesses that would have been made ineligible due to the change in the Census Data were provided an extension of more than 20 months.
ELEMENT. SBA streamlined their regulations, guidelines, and procedures while increasing customer support to the HUBZone business communities.
