A message from Councilman Jeff Blubaugh...

The news we have all been waiting for was released September 6 by Mayor Longwell while at the historic Lawrence-Dumont Stadium. The stadium has been a part of the Historic Delano Neighborhood since 1934 and has undergone 2 major renovations as recently as 2011. "Hap" Dumont brought the National Baseball Congress (NBC) Tournament and the NBC World Series to Wichita in 1935, and it has been one of the favorite tournaments in all of Wichita to come see, especially when they have "baseball round the clock" during this exciting elimination tournament. Thousands of young prospects and ex-major leaguers have played in the tournament that "Hap" helped create. In the first few decades most of the teams were either barnstorming semi-pro clubs or town teams sponsored by local factories. The typical star was an ex-professional, and many of the players had also played major league ball. For those of you worried about the future of the NBC's important role in Wichita, next year's tournament will more than likely be held at WSU's Eck Stadium.
The Mayor announced that the New Orleans Baby Cakes, of the Triple-A Pacific Coast League, who are affiliated with the Miami Marlins, have filed a "Relocation Application" with Minor League Baseball seeking to relocate the club to Wichita. Triple-A baseball is the highest level of Minor League Baseball. And in order to lure a team of this caliber, a larger stadium will be required.  When is a better time to do this than when the current stadium is no longer repairable.
The expense of building a new stadium was asked of Kansas Governor Colyer and Mayor Longwell during the press release. They have been talking about using State STAR Bonds which capture the sales tax revenue in a development area and funnel it to specific projects that are able to attract new commercial businesses.  In addition, private investors will also be contributing revenue for the new stadium.
And the stadium is not just for baseball.  The new stadium will be a venue for multi-sporting events, concerts, and other celebrations and experiences that are projected to have a large number of attendees. So while things are getting worked out and a final plan is being prepared, let's think of a great new name for a new ball club that will convey Wichita's message. Below is a list of some commonly asked questions, and answers:

Q: Why can't we just renovate the current stadium?
A: Multiple engineers and architects have evaluated the stadium and have told us it cannot be salvaged. The City will release a demolition bid shortly with the goal of demolishing the stadium this fall.

Q: When will Lawrence-Dumont Stadium be demolished?  How can the public purchase seats and other items from LDS?

A: As soon as we have a schedule for demolition, we'll be arranging a community event for individuals to come tour the stadium one last time and indulge in their nostalgia for the stadium. As part of the demolition bid, the demolition contractor will be required to provide an opportunity for interested parties to purchase items such as seats from the demolition.

Q: When and how will a new team NAME be selected? (The Baby Cakes name came from a public input campaign, much like the Wingnuts name.)
A: The team plans to undertake a similar campaign prior to their first season in Wichita.

Q: Once it's approved, when will the new team play its first season in Wichita:
A: The goal is 2020, but will be determined in conjunction with the team, Pacific Coast League, and the City of Wichita.

Below is a working draft of what the stadium could potentially look like and the adjacent baseball "village".

We can now say that Wichita has stepped up to the plate and is ready to play ball.  I think we as a team can hit a definite home run with this new project!

Historic Delano
At one time only the brave went into Delano on the west side of the Arkansas River.
Take the Wichita History Walk Into Historic Delano

Meet the rowdy characters of the old West and the Chisholm Trail, as well as the engineers and artists that have called Delano home over the years.  Walk around Wichita while learning about our City's rich past! Sunrise & Sunset Tours
Take a leisurely tour from Cowtown to the Wichita Boathouse and see the Keeper of the Plains like you've never seen it before!
Gather together afterwards for food and music and to share your adventure with them. No prior experience is necessary, however this is a strenuous activity.

ROCK THE BLOCK DELANO
September 9 is the finale concert

Rock the Block Delano is a series of free "front porch" concerts by some of Wichita's hottest bands. 
Tequila Ridge   on September 9th will be the grand finale for the summer! This will be held at Drew & North Dodge St.  These are "bring your own chairs or blanket", and with the exception of the grand finale, all are held on private property. Check HERE    for times and any changes.

Road Construction Updates

Kellogg & I-235 Interchange
The first phase of the Kellogg/I-235 Interchange rebuild (dubbed the Red Project) began on November 10, 2015. Improvements, current traffic impacts and upcoming project activities can be seen at www.235red.org. Completion is planned for the Summer of 2019.
  • On June 11, EB US 54 west of I-235 will be reduced to two lanes for 120 days to finish bridge work over the Wichita - Valley Center Floodway, the EB US 54 Ramp to NB I-235, overhead signs, and other project work. 
  • On June 12, WB US 54 Ramp to NB I-235 will be CLOSED for 120 days to finish reconstruction of the ramp. A detour will be signed. 
Stay up-to-date with construction of the improvements to the Kellogg/I-235 interchange. KDOT has established and is maintaining a website to keep citizens informed.  
 
Kellogg & 111th Street Signal Removal :   This project will extend the north frontage road west of 111th Street and include pavement improvements that will accommodate westbound to eastbound U-turns at 119th Street. Following pavement improvements, the signal at 111th Street will shut down for approximately six months as a trial period to monitor traffic patterns.
Traffic Impact: The speed limit on westbound Kellogg is reduced to 50 MPH during construction.

WICHway traffic alerts available by text or email
WICHway, the Intelligent Transportation System (ITS) on Wichita's highways, offers a new feature sending subscribers texts and/or emails that share special traffic alerts created by operators at the WICHway Traffic Management Center. The alerts are created when a traffic problem such as a major crash, a highway closure or a similar event causes a significant disruption on a Wichita highway. The alerts are an extension of the WICHway website ( www.WICHway.org), an informational resource the public can consult before traveling on Wichita's highways.

After an expungement, qualifying criminal convictions can only be discovered by certain individuals, and only has to be disclosed in certain situations. A look at the Rehab 7 vehicle
Firefighters Caring
 For Firefighters

The Wichita Fire Department dispatches "Rehab 7" to all major incidents to assist firefighters working in physically demanding emergency situations. Firefighters perform life-saving tasks in extreme weather temperatures, engage in physical tasks of fighting fires, search and rescue victims, and many other tasks to bring a large emergency incident under control.  These tasks can affect those working in hot and heavy protective gear to fatigue quickly, overheat, dehydrate, and possibly have a critical cardiac event. 
Rehab 7 was designed to provide a temperature controlled environment for exhausted firefighters engaged in emergency, life-saving actions. When firefighters enter Rehab 7 they can take a break, rehydrate, and have fellow firefighters monitor their physical well-being before returning to work. Firefighters assigned to Rehab 7 will assist fellow firefighters through a simple evaluation of checking their heart rate, blood pressure, body temperature, and watch for any critical signs of distress. Rehab 7 has a critical role at emergency scenes by providing firefighters much needed rest and recovery before returning back to work.

Most people believe that mental disorders are rare and "happen to someone else." But, mental disorders are common and widespread. Studies show that 1 in 5 adults suffer from mental illness and an estimated 54 million Americans are diagnosed with some form of mental disorder in any given year. So don't despair because you are not alone and there is help. Are you or someone you know dealing with a mental disorder?  Then give the Mental Health Association of South Central Kansas a call. 
National Recovery Month
SEPTEMBER IS NATIONAL RECOVERY MONTH

Recovery is a personal journey of hope, empowerment and autonomy. Although everyone's recovery journey is unique, recovery is now the expected outcome of treatment and services for mental health and substance use disorders.
You can help a family member, friend or colleague take the first step on their recovery journey. Here are some things you can do:
 
  1. Get trained. If you're already trained in Mental Health First Aid - awesome! If not, look for a course in your area  and equip yourself with the tools necessary to recognize and respond to a person facing a mental health or substance use challenge.
  2. Share your stories. Recovery stories are powerful testament to the resilience of the human spirt. Do you have a recovery story to share? Send us a message on Facebook with your story.  
  3. Hold hope. Wherever you go and whatever you do, believe that even people with the most serious mental and substance use disorders can and do recover. When you are trained in Mental Health First Aid, you can #BetheDifference by helping people translate hope into action.

PART 2
For the first six (6) months of 2018, Neighborhood Inspectors received 6,455 complaints. Of these, 1,337 were unfounded. Unfounded why? Many times a complaint is given on a property by a neighbor or family member with a personal vendetta. Other times a violation is taken care of before the inspector has the opportunity to visit the property.

THE UNIFORM CRIMINAL COMPLAINT (UCC) PROCESS
  • Housing Cases - UCCs are written for Housing cases where the owner has failed to correct code violations after being notified by Certified Mail
      • An inspector may give a one-time extension on request, if work is progressing or if there are extenuating circumstances
      • Any further extensions, if granted, are done with supervisor approval
      • UCCs are not generally written to out of state property owners because of the inability to serve them or to get the owner to come to court
      • Occasionally, UCCs may be mailed to out of state property owners if they have a record of accepting certified mail
      • UCCs may also be written to others who have interest in the property (e.g. property managers, agents, contract purchasers)
      • Currently, most UCCs are served by the Warrant Office, but occasionally inspectors get assistance from Community Police Officers
      • For 2018, UCC service in District III is by a private process server
  • Nuisance Cases - UCCs are written for Housing cases where the owner has failed to correct code violations after being notified by Certified Mail, and where nuisance abatement is not an option*
    • The process is the same as for housing cases, above
    • * In some circumstances Neighborhood Inspectors will seek an administrative search warrant through District Court in order to abate a serious nuisance
