What is C-PACE?

Commercial Property Assessed Clean Energy (C-PACE) financing is a form of long term, low-interest financing enabled by state and local government legislation. The Program will be offered to commercial property owners on a strictly voluntary basis. Private capital providers provide financing for up to 100% of all hard and soft costs associated with eligible energy efficiency and renewable energy improvements made to eligible property. Financing is repaid as a special property tax assessment by the property owner over the full useful life of the improvements or 20 years, whichever is shorter. Qualified improvements are fixed to existing privately owned commercial or industrial property and are intended to reduce energy consumption or demand, energy costs, or emissions affecting local air quality.

The unique characteristic of PACE assessments is that the assessment is attached to the property rather than an individual, as a lien. The PACE repayment obligation transfers automatically to the next owner if the property is transferred or conveyed or may be voluntarily prepaid. The loan is paid to the Municipality with property taxes as with other special assessments (mostly related to water and wastewater).

C-PACE legislation has been adopted by over 30 states and thousands of county and municipal governments. C-PACE financing drives private sector investment in local communities, creates energy efficiencies and energy jobs, helps local governments meet efficiency and clean energy standards, and lowers the cost of energy. The Municipality of Anchorage is the first local government to work towards establishing a C-PACE Program in Alaska.
